On May 27, the Drug Administration of Vietnam said that previously, the Center for Testing Drugs, Cosmetics, and Food (Quang Ngai Provincial Department of Health) took samples of Adaphil Gentle Skin Cleanser - 125ml bottle at Chau Long 618 Pharmacy (No. 481 Nguyen Trai, Quang Ngai City, Quang Ngai Province) to test the quality.
The above batch of facial cleanser has the label of the declaration receipt number 001454/23/CBMP-HCM, batch number ADSX010324, manufactured on March 11, 2024, expiry date until March 11, 2027, manufactured and distributed to the market by GAMMA Pharmaceutical - Cosmetic Production Company Limited (No. 18 Nguyen Hau Street, Tan Thanh Ward, Tan Phu District, Ho Chi Minh City).
Adaphil Gentle Skin Cleanser - 125ml bottle.
The Drug Administration of Vietnam has suspended the circulation and recalled nationwide the batch of Adaphil Gentle Skin Cleanser - 125ml bottle because the sample contained Methylparaben and Propylparaben which are not included in the product formula and have been granted a cosmetic product declaration receipt number.
It is known that Methylparaben and Propylparaben are preservatives commonly used in cosmetic production, of which facial cleansers and makeup removers are the most commonly used.
Then, on the same day, the Drug Administration of Vietnam also issued a notice to suspend circulation and recall nationwide the product batch Evit Mu U - 15ml bottle, announcement receipt number 18185/23/CBMP-HN, batch number 010824, manufactured on August 21, 2024 and expired on August 21, 2028, because the tested sample did not meet the quality standards for volume uniformity.
Evit Mu U product is manufactured and marketed by Vietnam Pharmaceutical Chemical Joint Stock Company (273 Tay Son Street, Nga Tu So Ward, Dong Da District, Hanoi City). According to product information, Evit Mu U with natural ingredients, brings beauty, skin care and protection effects.
The Drug Administration of Vietnam requests the Department of Health of provinces and centrally-run cities to notify cosmetic businesses and users in the area to immediately stop selling and using the batch of Adaphil Gentle Skin Cleanser - 125ml bottle and Evit blind U, and return the products to the supplier.
Proceed to recall and destroy the 2 batches of the above-mentioned violating products; inspect and supervise the implementing units and handle the violating units according to current regulations.
Evit blind U is used to care for and protect the skin.
GAMMA Pharmaceutical and Cosmetic Production Company Limited and Vietnam Pharmaceutical Chemical Joint Stock Company must send recall notices to distributors and users of the two above-mentioned product batches; receive returned products from business establishments and proceed to recall and destroy all product batches that do not meet regulations.
Send recall and destruction reports of product batches to the Drug Administration of Vietnam before June 21, 2025.
The Drug Administration also requested the Ho Chi Minh City Department of Health and the Hanoi Department of Health to supervise the two companies in recalling and destroying product batches that do not meet regulations.
Revoke the cosmetic product declaration receipt number 001454/23/CBMP- HCM. At the same time, inspect the two companies in complying with the provisions of the law on cosmetic management in the production and trading of cosmetics; handle and punish violations according to current regulations and report the results of inspection and supervision to the Department of Drug Administration before July 6, 2025.
Temporarily stop receiving cosmetic declaration dossiers from the company of Doan Di Bang's husband
On the afternoon of May 27, the Department of Drug Administration ( Ministry of Health ) said that previously, the Department had issued an official dispatch to suspend circulation, recall, and handle violating cosmetics because VB Group Trading and Service Company Limited was responsible for bringing the product to the market.
At the same time, the Ho Chi Minh City Department of Health also reported the results of the inspection and handling of VB Group Trading and Service Company Limited regarding the original product label not stating the correct ingredients and formula as in the cosmetic product declaration file.
On that basis, the Drug Administration of Vietnam temporarily stops reviewing and receiving cosmetic product declaration dossiers for VB Group Trading and Service Company Limited for 6 months from today, May 27.
The application for issuance of a cosmetic product declaration receipt number by VB Group Trading and Service Company Limited submitted before the date of issuance of this document will no longer be valid.
Hanayuki Sunscreen Body of VB Group Trading and Service Company Limited was recalled due to fraudulent sun protection index.
When the 6-month suspension period for receiving applications expires, companies wishing to declare cosmetic products must submit applications in accordance with Circular No. 06/2011/TT-BYT dated January 25, 2011 of the Ministry of Health.
In recent days, public opinion has been stirred up by the fact that a batch of Hanayuki Sunscreen Body sunscreens fraudulently labeled the SPF index (measures the ability to block UVB rays). The batch was labeled SPF 50, but the test results at the Ho Chi Minh City Drug Testing Institute showed that the product's SPF index was only 2.4 - a very low level, not enough to protect the skin from UV rays in real conditions.
Authorities determined that VB Group Trading and Service Company Limited was responsible for distributing the product, while EBC Dong Nai Medical Factory Joint Stock Company was the manufacturer. Both companies had been involved in a scandal when a batch of Hanayuki shampoo and a batch of their conditioner were also recalled due to quality violations.
Data from the National Business Registration Portal shows that VB Group Trading and Service Company Limited was established in 2021, with the legal representative being Mr. Nguyen Quoc Vu, husband of singer and businessman Doan Di Bang. These products were once heavily promoted by Doan Di Bang on social media.
