Delegation of Ministry of Science and Technology works in Cao Bang province

On August 26, 2025, the working delegation of the Ministry of Science and Technology (MOST) led by Mr. Nguyen Sy Dang, Deputy Director of the Department of Technology Assessment and Appraisal, worked with the Department of Science and Technology of Cao Bang province, the Provincial Public Administration Center and the People's Committee of Thuc Phan ward on the implementation of two-level local government operations to grasp the situation and support localities to promptly remove obstacles, especially in performing tasks that have been decentralized, delegated, and assigned authority under the state management of the MOST, promoting the effectiveness of state management of S&T at the local level.

In the morning, the working group inspected the Cao Bang Provincial Public Administration Service Center and Thuc Phan Ward Public Administration Service Center.

At the Cao Bang Provincial Public Administration Service Center, the delegation surveyed and grasped the actual situation. It is known that in the first 6 months of 2025, the Center received and processed 17,615 administrative procedure files (TTHC) for people and organizations, agencies and unions. The reception and processing of TTHC for organizations and individuals was carried out seriously, in accordance with procedures and regulations. 100% of provincial-level TTHC under departments, branches and sectors were received and returned results at the Center. People and businesses have the opportunity to participate in monitoring the process of handling TTHC, promptly reflect and recommend shortcomings, contributing to improving service quality, building a professional and modern administration, for the satisfaction of people and businesses.

Next, the working delegation of the Ministry of Science and Technology worked with the People's Committee of Thuc Phan ward.   and on-site inspection at the Ward Public Administration Service Center. According to the report of the People's Committee of Thuc Phan Ward, immediately after the merger and operation, the Ward People's Committee has completed the organization, arranged facilities, equipment, and personnel to ensure smooth operation. The Public Administration Service Center has proactively applied information technology and digital transformation in performing tasks; 100% of cadres and civil servants are granted digital signatures and are equipped with working computers. From July 1, 2025 to August 22, 2025, the Ward Public Administration Service Center has received 2,386; processed 2,047 records; returned 259 records due to ineligibility; digitized 2,116 records upon receipt. In particular, the Center also arranges a dedicated area for vulnerable people on the 1st floor with a camera and alarm connected to the reception desk on the 2nd floor.

However, the implementation of the tasks still faces some difficulties such as: The software system is not yet connected between the National public service portal; the provincial public service portal and the Tax authority; some judicial procedures and electronic signatures are not yet synchronized; online payments are not yet automatically refunded; officials and civil servants have not been trained in skills on security, safety and network security.

To improve operational efficiency in the coming time, the People's Committee of Thuc Phan Ward recommends that the Ministry of Science and Technology soon deploy interconnected software, complete the electronic signature and online payment functions, organize training on information security, and provide guidance on how to determine the rate of online public service usage according to Resolution 57-NQ/TW of the Politburo .

Concluding the working session, the delegation of the Ministry of Science and Technology acknowledged and highly appreciated the efforts of the People's Committee of Thuc Phan Ward in systematically and seriously implementing the tasks, with clear orientations on digital transformation, developing digital infrastructure and building digital citizens. In particular, there are good and creative ways for other localities to learn and follow in welcoming disadvantaged people. Regarding the proposals and recommendations of the ward, the delegation will synthesize and report to the competent authority for consideration and resolution.

Overview of the working session

Implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee, on promoting synchronous, fast, and effective digital transformation to meet the requirements of restructuring the political system's apparatus, the Department of Science and Technology has proactively advised the Provincial People's Committee to issue 02 Plans : Plan No. 1848/KH-UBND dated June 23, 2025 to promote synchronous, fast, and effective digital transformation to meet the requirements of restructuring the government apparatus according to the 2- level model in Cao Bang province (urgent period until June 30, 2025); And Plan No. 1919/KH-UBND dated June 26, 2025 on promoting digital transformation in a synchronous, fast and effective manner to meet the requirements of organizing the government apparatus according to the 2-level model (breakthrough phase from July 1, 2025 to December 31, 2025). The issuance of these two plans has ensured the inheritance and flexible adaptation of the operations of the 2- level government in the province in each phase.

The information system for handling administrative procedures operates stably; providing: 639 full online public services , 1136 partial online public services. Connecting to the National Public Service Portal : The system has configured and tested connections with the interconnection axis, security server, national database on population, VNeID, and interconnections with ministries and branches.

Connection system: National Public Service Portal, National Administrative Procedure Database, Population Database, Shared Judicial Database, Business Registration Database, VNeID System, EMC Monitoring System, ... Completed test connection with National Public Service Portal at 03:00 on June 28, 2025 according to the testing schedule of the Government Office. Completing testing of Civil Status and Justice connections, testing on the official environment, packaging the source code for safety and security scanning according to regulations for official deployment (golive) from July 1, 2025. The system has initialized and authorized the accounts of ward and commune staff to use the software. 4,859 user accounts have been granted in new communes and wards. The Department of Science and Technology has proactively coordinated with relevant agencies and units to carry out procedures for issuing new and adjusting personal information on digital certificates issued to officers and civil servants participating in the process of receiving records, handling and returning administrative procedure results of communes and wards according to new information to serve the digitization of records and processing of administrative procedure records in the electronic environment.

The iOffice system has been adjusted and structured according to the 2-level government model, including: creating websites and user accounts on the IO system for all People's Committees of communes and wards and units under and directly under communes and wards, ready for 2-level government activities from July 1, 2025. The system has been configured with an electronic identification code according to the 2-level local government to be ready for sending and receiving documents inside and outside the province. Online Meeting System deployed at 56 commune People's Committee points, ensuring speed and stability of transmission lines, connecting from the Central to the province, from the province to the commune and from the commune to the commune. Up to now, many online meetings have been held between the province and the central government.

Regarding resources , the Department of Science and Technology directed postal and telecommunications enterprises in the province to arrange 448 human resources including Viettel, VNPT, Provincial Post Office, Viettel Post in 56 new communes and wards. In order to meet the human resource needs for the operation of the two-level government, the Department has also proactively deployed training courses on digital skills, exploitation and use of information systems serving the two- level government.

To ensure that the two-level government operates effectively and meets mission requirements, the Department of Science and Technology proposes and recommends to the Ministry of Science and Technology: Maximum support for localities ( especially difficult localities like Cao Bang) in training, fostering and coaching activities; promptly issue basic guidance frameworks for science and technology activities , innovation and digital transformation at commune and ward levels for easy implementation; Maintain and upgrade software systems to ensure continuous, stable and smooth operation; Quickly support Cao Bang province to eliminate signal depressions in the province (the whole province still has 138 hamlets and residential areas with "no signal" or "signal depression" for mobile phones, of which 29 hamlets do not have electricity).

The Department of Science and Technology has had many breakthrough solutions to solve difficulties and problems in operating the two-level local government. At the same time, he affirmed his commitment to accompany and support Cao Bang in implementing the two-level government model to ensure smooth and effective science and technology activities.
