Receiving and working with the delegation, on the Vinh Long province side were: Mr. Bui Van Nghiem, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Mr. Nguyen Thanh The, Standing Deputy Secretary of the Provincial Party Committee; Mr. Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; leaders of the Provincial Party Committee Office, the Provincial People's Committee Office and relevant departments and agencies.

At the meeting, the leaders of Vinh Long province welcomed the delegation and introduced the province's potential and strengths. The delegates also heard a report from the Vinh Long Provincial People's Committee on the results of implementing the Vietnamese cultural industry strategy up to 2020, with a vision to 2030, in the province; and a report on the development of the "Strategy for the development of the cultural industry in the period 2020-2030 associated with the restructuring, construction, and development of Vinh Long Provincial Radio and Television Station".

Accordingly, to implement the strategy for developing cultural industries, Vinh Long province has issued guidelines and policies; directed the Department of Culture, Sports and Tourism; provincial departments, agencies and the People's Committees of districts, towns and cities to develop and implement plans suitable to the local situation; promoted propaganda work, raising awareness and responsibility of all levels, sectors and localities regarding the position and role of the cultural industry in socio-economic development; developed specific plans for implementation in the province; and allocated annual budgets to invest in achieving the goals and targets according to the plan; encouraged organizations and individuals in the province to invest in building infrastructure to serve the activities of the cultural industry in accordance with the province's direction.

Thanks to this, Vinh Long has achieved impressive results. In particular, the Vinh Long Provincial Radio and Television Station is currently producing and broadcasting programs on 4 television channels, 1 radio channel, and posting on dozens of social media platforms with specialized content that is loved and watched by audiences in the Mekong Delta region, resulting in consistently high and stable viewership ratings among the top in the country.

Speaking at the meeting, Provincial Party Secretary Doan Minh Huan expressed his special feelings about visiting the memorial site and offering incense to the late Council of Ministers Pham Hung and the late Prime Minister Vo Van Kiet, and receiving a warm welcome from the leaders of Vinh Long province. He also shared experiences and major orientations in building a strategy for developing the cultural industry in Ninh Binh province. He also suggested several topics for delegates to focus on discussing, exchanging experiences, and developing cooperation in the future to bring the cultural industry of the two provinces to a level commensurate with their potential and strengths.

During the meeting, delegates exchanged and shared information on the province's mechanisms and policies for developing cultural industries, especially in the field of television, such as: sharing experiences on methods of developing the economic aspects of journalism, management models, and factors that create brand value for the provincial Radio and Television Station; and experiences in organizing the production of high-quality entertainment programs and television films that attract audience attention and create added value.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc informed about the outstanding results of Ninh Binh province's socio-economic development. As a locality with many scenic spots, historical and cultural relics favorable for the development of the cultural industry, the Chairman of the Provincial People's Committee stated that the provincial leadership is paying close attention to and providing guidance on this matter. Based on the discussions and research in Vinh Long, the province will assign relevant departments and agencies to continue advising on and finalizing the plan for the strategy of building and developing the cultural industry in the province, in accordance with the actual situation.

On behalf of the Ninh Binh Provincial Delegation, Provincial Party Secretary Doan Minh Huan respectfully thanked Vinh Long for the warm welcome and for facilitating the delegation's work in Vinh Long. He emphasized: "The 'Strategy for the Development of Cultural Industries in the period 2020-2030' is a major policy of the Party and State, becoming a trend and identified as an important, sustainable component that attracts resources, creates jobs, leverages competitive advantages, and promotes and contributes to the growth of each locality."

This visit and working session will open up opportunities for both sides to share experiences and promote cooperation in the development of cultural industries. For Ninh Binh, in the coming period, the province will focus on researching and perfecting mechanisms and policies, concentrating on developing cultural industries linked to the heritage economy and the province's existing strengths. This will contribute to gradually realizing the goal and aspiration of building Ninh Binh into a millennium heritage city, becoming a relatively prosperous province in the Red River Delta by 2030, basically meeting the criteria of a centrally-governed city, and becoming a centrally-governed city by 2035.

In a solemn and respectful atmosphere, the delegates offered incense and flowers and observed a minute of silence in remembrance of the late Chairman of the Council of Ministers Pham Hung, a exemplary and loyal communist, an outstanding disciple of President Ho Chi Minh, and an exemplary son of Vinh Long province who made many contributions and sacrifices to the cause of building and defending the Fatherland.

The late Chairman of the Council of Ministers, Pham Hung, had the birth name Pham Van Thien. He was born in 1912 in Long Ho village, Chau Thanh district (now Long Phuoc commune, Long Ho district, Vinh Long province). Born and raised in a family with a strong educational tradition, he displayed erudition, talent, and a deep devotion to the nation from a young age.

In 1930, he joined the Indochinese Communist Party, working in the Party committees at the commune, district, and provincial levels in My Tho. In 1931, he was arrested by the French colonialists and sentenced to death, but due to the struggle of the people in the country along with the Communist Party and the French people, they had to reduce his sentence to life imprisonment with hard labor and exile to Con Dao Island.

After the success of the August Revolution, the late Chairman of the Council of Ministers Pham Hung was welcomed back to the mainland by the Party and Government. Subsequently, he continued his revolutionary career, participating in the resistance against French colonialism and American imperialism with many key responsibilities such as: Secretary of the Provisional Southern Regional Party Committee, Director of the Southern Public Security Department, Political Commissar of the Ho Chi Minh Campaign Command, and Secretary of the Central Bureau of the Southern Region.

In 1975, after the country was reunified, he continued to be entrusted with important positions by the Party and the State: Vice Chairman of the Council of Ministers, Chairman of the Council of Ministers, Minister of the Interior... Then, in March 1988, he passed away suddenly, leaving behind immeasurable grief among our people.

The provincial delegation also visited and laid flowers and offered incense at the memorial site of Prime Minister Vo Van Kiet, an outstanding son of Vinh Long province, an excellent disciple of President Ho Chi Minh, who made many great contributions to the building and development of the country.

"Mr. Six Dan's Garden" is the affectionate and familiar name that architects have given to the Vo Van Kiet Memorial Area. This cultural site features an open, friendly, and welcoming space, reflecting a solemn and respectful atmosphere, and also serves as a place for recreation and entertainment for local people, in accordance with the Prime Minister's wishes during his lifetime. The highlight of the site is the memorial house and the former office of the Prime Minister. The exhibition house contains numerous documents, artifacts, and images vividly illustrating the Prime Minister's revolutionary activities.

Writing in the guest book at the Vo Van Kiet Memorial Area, Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Delegation, emotionally wrote: "I light a candle in remembrance and gratitude to Comrade Vo Van Kiet, an outstanding disciple of President Ho Chi Minh, an excellent leader of our people, who made many great contributions to the cause of national liberation and national renewal. He left a deep impression on all strata of our people, including the intellectual community. The monumental projects associated with many important decisions made by him in his capacity as Prime Minister are always considered exemplary examples of the courage, wisdom, and responsibility of a leader when faced with difficult choices. Future generations will learn from and emulate him."

* On the morning of January 13th, the provincial delegation conducted a field survey and held a working session with the Vinh Long Provincial Radio and Television Station - one of the exemplary units that has led the way and achieved many results in implementing the Cultural Industry Development Strategy for the period 2020-2030.

As a public service unit directly under the People's Committee of Vinh Long province, the Provincial Radio and Television Station has implemented autonomy, currently covering both its operating and investment expenses. The station consistently fulfills its political mission as a media agency, continuously improving the quality of content and technical aspects of its radio and television programs, and expanding its program channels to serve information dissemination, propaganda, and the cultural and spiritual needs of all segments of the population.

With the motto "Where there are viewers, there is Vinh Long Television," the station currently has 5 program channels, broadcasting 24/7; the station also owns the largest number of YouTube channels among media organizations in Vietnam with 5 gold button channels, 33 silver button channels, nearly 30 million subscribers, and approximately 20 billion views.

From its accumulated resources, the station proactively invests in developing its professional activities, contributing to the local budget revenue, improving the material and spiritual lives of its staff and employees; and actively carrying out social welfare activities. In 2023, the total expenditure of the station in the form of contributions to the budget for key projects in the province was 530 billion VND.

Through on-site surveys, provincial leaders and members of the working group were highly impressed and appreciated the achievements of Vinh Long Provincial Radio and Television Station. They also exchanged and shared experiences with the Station's Board of Directors on several topics, including: organizational structure and staffing; the station's governance model; training, development, and recruitment of human resources; digital transformation and financial management; experiences in program production and collaboration, content censorship, improving quality, and attracting a large audience; and solutions to attract advertising and overcome the current decline in revenue from traditional channels.

The provincial leaders also suggested to the station the possibility of collaborating on the production of films in Ninh Binh province, initially focusing on films about the people, culture, and history of the ancient capital region to promote and introduce them to the audience.

On behalf of the delegation, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, thanked the Board of Directors, staff, and employees of Vinh Long Provincial Radio and Television Station for taking the time to receive and work with the delegation. The achievements and experiences in the process of building and developing the station, especially its contributions to the cultural industry, are valuable lessons that Ninh Binh can learn from and apply in the future.

The Chairman of the Provincial People's Committee also extended his congratulations and expressed his hope that the station would continue to uphold the traditions of a Heroic Labor Unit in the era of innovation, creating even more high-quality television products to serve political tasks as well as the cultural and entertainment needs of the people.
