Lao Cai province National Assembly delegation meets voters

On the morning of July 6, in Mau A commune, Lao Cai province, comrade Do Duc Duy, member of the Party Central Committee, Minister of Agriculture and Environment, and National Assembly delegate of the 15th term of Lao Cai province, had a meeting with voters of the communes of Mau A, Dong Cuong, and Xuan Ai to inform them of the results of the 9th Session of the 15th National Assembly.

Also attending were comrade Trinh Xuan Truong, Secretary of Lao Cai Provincial Party Committee; Tran Huy Tuan, Chairman of the Provincial People's Committee.

With the spirit of innovation and democracy, after listening to the report of the National Assembly Delegation on the results of the 9th Session, voters in the region expressed their excitement and agreement with the urgent and drastic decisions, demonstrating the high sense of responsibility of the Central Government. Many major policies have strategic vision, are sharp and flexible, taking advantage of opportunities to bring the country into an era of rapid and sustainable development.

Regarding the proposal of Dong Cuong commune voters about IC15 intersection, Minister Do Duc Duy informed that the project has been surveyed and is included in the investment portfolio of phase 2 of infrastructure companies, especially Vietnam Infrastructure Development Corporation. Some southern items have been basically completed. However, it is necessary to carefully consider the possibility of adjusting the planning if the future high-speed railway is implemented.

With key transport projects such as the Lao Cai-Hanoi-Hai Phong Expressway being implemented very quickly, it demonstrates the Government's strong determination. However, special attention must be paid to site clearance and people's rights. The preparation of construction materials must also be proactive from an early stage, and inter-provincial cooperation can be possible if local supply is insufficient.

Regarding support policies in the agricultural sector, the Minister informed that the Government has issued many policies to support the recovery of agricultural production due to natural disasters and epidemics. The most recent is Decree 116 dated June 5, 2025 on supporting producers and livestock breeders who have suffered losses. The level of support for livestock affected by epidemics ranges from 70-80% of the value, with a specific calculated price. Lao Cai is highly appreciated for proactively using reserve funds to help people recover production soon.

Regarding administrative reform, the Minister said that the Ministry of Justice has deployed an online legal system to help commune officials easily look up information. Some ministries and sectors are developing software to support agricultural production and rural tourism to support people and the government.

Currently, the Ministry has reduced from 66 to 51 administrative procedures on land, of which 46 procedures are assigned to localities. In particular, communes are also responsible for site clearance. A Handbook has been issued to help commune officials understand the process, authority and necessary documents. However, digital infrastructure at the commune level is still weak in many places. The Ministry will continue to provide technical support to localities if there are specific proposals.

Minister Do Duc Duy also expressed his deep gratitude to voters for contributing many practical ideas, and committed to fully conveying recommendations and suggestions to the National Assembly, the Government and ministries and branches to continue perfecting policies, ensuring sustainable development, close to reality and meeting people's expectations.

On the same afternoon, the National Assembly Delegation of Lao Cai province presented support for the construction of 20 solidarity houses, worth 1.2 billion VND, to the H'Mong people of Hanh Phuc commune, along with other gifts for the poor in the area.
