Thanh Hoa National Assembly Delegation participates in giving opinions on 3 Law projects

(Baothanhhoa.vn) - Continuing the 9th Session of the 15th National Assembly, on the afternoon of June 23, Group 18, including the National Assembly Delegation of Thanh Hoa Province, the National Assembly Delegation of Tien Giang Province and the National Assembly Delegation of Lam Dong Province, discussed in groups the draft Law on State of Emergency; the draft Law on Transfer of Persons Serving Prison Sentences; and the draft Law on Extradition.

Commenting on the draft Law on State of Emergency, the National Assembly deputies highly agreed on the necessity of promulgating the draft law and said that the implementation of the development and promulgation of the Law aims to institutionalize the Party's policies and viewpoints on the tasks of national defense, security, and protection of the Fatherland in the new situation.

The promulgation of the Law also aims to overcome limitations and shortcomings in practice, ensure consistency and synchronization, enhance the effectiveness and efficiency of the law on emergency situations, thereby contributing to protecting the interests of the State and the legitimate rights and interests of organizations and individuals.

Participating in giving comments on this Law project, National Assembly Deputy Vu Xuan Hung ( Thanh Hoa National Assembly Delegation), Standing Member of the National Assembly's Committee on National Defense and Security, agreed with the necessity of promulgating and the scope of regulation of the draft Law to create a legal corridor for effective handling of emergency situations.

According to the delegate, this is a difficult bill, closely related to human rights, civil rights, national defense, security, social order and social security issues.

Recent practice shows that Vietnam has applied emergency response measures, such as during the COVID-19 pandemic, natural disaster prevention... but has never declared a state of emergency according to the current Ordinance.

The delegates suggested that the drafting agency consider, review, and absorb the opinions of the National Assembly deputies to continue to revise and supplement the draft law on principles to demonstrate the specificity, especially in a state of emergency; on the authority, procedures, and order to declare and announce a state of emergency; on the application of measures in a state of emergency...

Commenting on the draft Extradition Law, the National Assembly deputies said that the development of the Extradition Law is to perfect the law on extradition in a synchronous, modern direction, ensuring strictness, feasibility, and conformity with international law and practice; promote international cooperation on extradition, improve the effectiveness of arresting criminals who have fled abroad; protect the dignity of the law, the rights and legitimate interests of agencies, organizations and individuals as well as contribute to improving the effectiveness and efficiency and ensuring the goal of state management in the field of extradition; create a foundation for the signing and implementation of international treaties on extradition.

The National Assembly deputies also basically agreed with the amendment of the draft Law on Transfer of Persons Serving Prison Sentences.

The amendment of draft laws aims to promptly institutionalize the Party's policy on innovation and perfecting the law-making process; contribute to speeding up the progress and improving the quality of building and promulgating legal documents, perfecting institutions to meet the requirements of national construction and development in the new period.
