The Provincial People's Council's monitoring delegation worked with the Provincial General Hospital on the results of health insurance examination and treatment in the province in the period of 2021-2024.

On the morning of October 17, the Provincial People's Council (PPC) Supervisory Delegation led by Comrade Dao Xuan Huyen - Standing Member of the PPC, Head of the Provincial People's Council's Culture and Social Affairs Committee, Head of the Supervisory Delegation, had a supervisory meeting with the Provincial General Hospital (GPH) on the results of implementing health insurance examination and treatment in the province in the period of 2021-2024. On the side of the PPH, attending the supervisory meeting were Dr. Dao Viet Hung - Director of the PPH; representatives of departments and offices of the PPH.

At the monitoring session, the Delegation heard a report on the results of implementing health insurance examination and treatment in the period 2021-2024:

Implementation of health insurance policy of the Provincial General Hospital: The hospital always pays attention to and closely directs the implementation of health insurance policy, thoroughly grasps and implements documents of the Ministry of Health , Vietnam Insurance, the Provincial People's Committee and the Health Sector, regularly advises the Department of Health and the Provincial Social Insurance on solutions to remove difficulties and obstacles in paying health insurance costs; promptly proposes adjustments to the list of drugs, medical supplies and techniques in accordance with actual needs.

Results of implementing health insurance examination and treatment in the period of 2021-2024: Health insurance examination and treatment at the Provincial General Hospital achieved many positive results. The number of medical examinations and treatments increased sharply from 87,185 in 2021 to 134,077 in 2024 (an increase of more than 53%), reflecting the increasing demand and trust of people in health insurance services. The quality of medical examination and treatment has been improved through the implementation of many new and high-tech techniques, administrative procedure reform, and increased application of information technology (HIS, EMR, health insurance data connection) contributing to reducing waiting time and improving patient satisfaction (over 90% over the years); health insurance policy has contributed to ensuring fairness in health care, especially for disadvantaged groups. People in remote areas, poor households, near-poor households and ethnic minorities are granted health insurance cards and supported to access medical services right at the provincial level to limit unnecessary transfers. The total cost of health examination and treatment under health insurance increased rapidly from more than 108 billion VND in 2021 to nearly 165 billion VND in 2024... In recent years, people have increasingly raised their awareness of the benefits of participating in health insurance, the rate of people going to see a doctor using health insurance has increased significantly, the level of trust in the quality of medical examination and treatment at provincial hospitals has also improved, people have proactively used health insurance cards when going to see a doctor and receiving medical treatment, contributing to the goal of universal health insurance.

The Provincial People's Council's monitoring delegation conducted a field survey at the Department of Diagnostic Imaging.

However, the facilities of the Provincial General Hospital are currently degraded, the campus is large, and there are not enough treatment rooms. Most of the medical equipment is old and fully depreciated... The lack of specialized doctors, and the limited number of high-quality human resources in some fields affects the ability to deploy specialized techniques; difficulties in separating some departments and rooms to develop specialized techniques; the number of patients who have to be transferred to the Central level is increasing (from 1,699 cases in 2021 to 3,435 cases in 2024), mainly cases of cancer, trauma, and cardiovascular diseases; the implementation of electronic medical records (EMR) and data interconnection, but the operation is still new, there is a lack of investment funds, and the information technology infrastructure is limited, so the implementation still faces many difficulties...

Speaking at the monitoring session, representatives of the hospital's leaders, departments and offices shared difficulties and problems, and proposed a number of solutions to better implement the work of health insurance examination and treatment in the province.

Concluding the supervision session, Comrade Dao Xuan Huyen - Standing Member of the People's Council, Head of the Provincial Culture and Social Affairs Committee, highly appreciated the quality of medical examination and treatment of the Provincial General Hospital and the working spirit of the Provincial General Hospital with the supervision delegation. In the past time, the hospital has deployed a number of new services that have been well implemented, and the training of specialist doctors has received attention. He also emphasized that in the coming time, it is necessary to continue to improve the quality of medical examination and treatment, service quality and in-depth training for specialist doctors, especially traditional medicine doctors. Inform patients about the list of techniques that the hospital can perform, the prices of public services so that people know... At the same time, promote propaganda about the benefits of health insurance, raise awareness of disease prevention, reduce the burden of treatment, encourage people to participate in voluntary health insurance to move towards universal coverage.
