The monitoring delegation of the Standing Committee of the Provincial People's Council worked with the Provincial People's Committee and the Department of Science and Technology on the implementation of Resolution No. 93/2021/NQ-HDND of Cao Bang province.

On the morning of August 29, 2025, the Supervisory Delegation of the Provincial People's Council Standing Committee, led by Comrade Ha Nhat Le, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, had a working session with the Provincial People's Committee and the Department of Science and Technology (KH&CN). Attending the meeting were Comrade Trinh Truong Huy, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Department of Science and Technology and representatives of a number of relevant departments and branches.

The content of the working session focused on monitoring the implementation of Resolution No. 93/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council on a number of mechanisms and policies to support the development of science , technology and innovation in the period 2021-2030; evaluating the application of scientific and technological advances in production and life in Cao Bang province.

Immediately after the Resolution was issued, the Provincial People's Committee issued the Implementation Plan and Instruction No. 1909/HD-UBND dated July 26, 2022 to specify the content of the Resolution. Up to now, these documents have been deployed and initially brought about positive results, contributing to promoting science, technology and innovation activities in the locality.

From January 2022 to June 2025, the Department of Science and Technology received and appraised 45 applications for support, of which 42 applications were supported (reaching 93.33%), with a total state budget support of over VND 5 billion 561 million. The support policies focus on 05 contents stipulated in Resolution No. 93/2021/NQ-HDND including: Support policies for organizations and enterprises to conduct scientific research and technology development activities; technology transfer, application and innovation; support activities to improve productivity and quality of goods and products; support activities to establish and develop intellectual property; support the development of the science and technology market... In the period of 2022 - 2025, 26 provincial-level science and technology tasks were accepted, of which 10 tasks were in the field of agriculture, 4 in science and technology, 9 in social sciences and humanities, 3 in the field of medicine and pharmacy. Notably, 17/26 tasks had application models immediately during the implementation process, after acceptance, especially the results including new and advanced technical processes were transferred to enterprises, creating a spillover effect in terms of technology, contributing to promoting the operational efficiency of related socio-economic fields.

At the meeting, delegates focused on discussing key issues such as: How to improve the effectiveness of task implementation as well as replicate and apply science and technology topics in the province. Closely review science and technology tasks in the province, etc.

Comrade La Van Hong - Head of the Economic and Budget Committee of the Provincial People's Council spoke at the supervision session.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Trinh Truong Huy requested the Department of Science and Technology to coordinate with departments, branches and localities to continue to strengthen coordination, review and evaluation, while promoting propaganda and support for businesses, cooperatives and people to access more effectively policies on science, technology and innovation development, support in line with new development trends as well as propose solutions to complete new orientations in the coming time.

Concluding the monitoring session, Vice Chairman of the Provincial People's Council Ha Nhat Le acknowledged that Resolution 93 was issued to meet the people's expectations and aspirations. He requested that in the coming time, the Provincial People's Committee continue to perform well the tasks of science and technology on the basis of documents and regulations of the Central Government, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The Provincial People's Committee directed specialized agencies to review government regulations and the contents of Resolution 93/2021/NQ-HDND of the Provincial People's Council and a number of other policies related to science and technology to suit the implementation of 2-level local government; Review expenditure levels and support levels appropriate to the new development stage. Decentralize and delegate authority to science and technology tasks according to regulations when implementing 2-level local government; Continue to direct 56 communes to organize the implementation of Resolution 93 of the Provincial People's Council and other resolutions related to the field of science and technology; compile statistics on tasks of the science and technology sector transferred from the district level to the commune level; Do a good job of inspecting, urging and promptly directing science and technology tasks with a plan to review and allocate specific resources effectively./.
