(CPV) - National Assembly Chairman Tran Thanh Man affirmed: The 12th International Conference of Asian Political Parties with the theme "Seeking Peace and Reconciliation" demonstrates the commitment of political parties in the region to efforts to build solidarity, join hands in cooperation, and contribute to promoting the resolution of conflicts and hotspots.


National Assembly Chairman Tran Thanh Man led a high-ranking delegation of the Party and State of Vietnam to attend the Conference.

On the morning of November 22, the 12th Plenary Session of the International Conference of Asian Political Parties with the theme "In Search of Peace and Reconciliation" opened in Phnom Penh, Cambodia.

Attending the Conference were: President of the Cambodian People's Party, President of the Cambodian Senate, Honorary President of the 12th ICAPP Plenary Conference Samdech Techo Hun Sen; Chairman of the ICAPP Standing Committee Chung Eui-yong; President of the 12th ICAPP Plenary Conference, Vice President of the Cambodian People's Party, Prime Minister of the Kingdom of Cambodia Samdech Hun Manet, and representatives of political parties from 39 countries in the region and around the world.

National Assembly Chairman Tran Thanh Man led a high-ranking delegation of the Party and State of Vietnam to attend the Conference and delivered an important speech affirming Vietnam's consistent stance in supporting ICAPP's efforts in creating an environment of peace, security and stability in the region.

In his opening remarks at the Conference, Chairman of the ICAPP Standing Committee Chung Eui-yong expressed his sincere thanks to President of the Cambodian People's Party Hun Sen and Prime Minister of the Royal Government of Cambodia Hun Manet for their excellent leadership and enthusiastic support for the efforts to organize this Conference.

The Chairman of the ICAPP Standing Committee said that the world is witnessing many geopolitical, economic and social pressures and challenges, conflicts between countries that are detrimental to the speed of economic development and the peaceful and stable environment of the world. All these challenges are preventing us from realizing the vision of peace, stability and prosperity, affecting the fundamental foundations of the world based on compliance with international law and the United Nations Charter, slowing down the progress made in implementing the United Nations' 2030 Sustainable Development Goals.

“We need to return to the basics to face these challenges. The only way to overcome the current challenges is to return to the basic principles of international relations: independence, sovereignty, territorial integrity, non-interference in internal affairs, multilateralism, peaceful resolution of challenges and non-violence. We need to prevent hostility, discrimination, extremism, unilateralism and xenophobia because these ideas are contrary to our vision. Therefore, we need to share the responsibility to respond to these challenges,” the Chairman of the ICAPP Standing Committee stated.

In that context, the theme of this year’s Conference “In Search of Peace and Reconciliation” is extremely appropriate and timely. The ICAPP Permanent President hopes that delegates attending the Conference will share insights and enhance understanding of the frameworks and tools for cooperation at the national, regional and global levels among leaders of political parties.

Reiterating the goals and foundations of ICAPP, the Chairman of the ICAPP Standing Committee said that this is the right time to renew ICAPP’s commitments. “This conference shows that we are capable of addressing regional and global challenges as political parties that connect all walks of life, rallying our collective efforts to promote inclusive and effective policies.”

In his opening remarks and declaration of the opening of the 12th ICAPP Conference, President of the 12th ICAPP Plenary Conference, Vice President of the Cambodian People's Party, Prime Minister of the Kingdom of Cambodia, Samdech Hun Manet emphasized that an extremely important issue for peace and reconciliation is the commitment to comply with the principles and goals of the United Nations Charter, in which it is necessary to remember that political trust is the foundation for building peace and cooperation.

In his speech, Prime Minister Hun Manet also affirmed the stance of the Cambodian People's Party: to protect peace, independence, territorial integrity and national development.

As a special guest attending the Conference, speaking at the opening session, on behalf of the Communist Party of Vietnam, National Assembly Chairman Tran Thanh Man sincerely thanked the Cambodian People's Party, especially President of the Cambodian People's Party, President of the Cambodian Senate Hun Sen, Prime Minister of the Royal Government of Cambodia Hun Manet and the ICAPP Conference Organizing Committee for their careful preparation for the Conference.

National Assembly Chairman Tran Thanh Man believes that this conference will be a great success, contributing to enhancing understanding, deepening political trust and enhancing cooperation between political parties in the Asian region.

"We appreciate the leading role of Cambodia and President Hun Sen personally in the mechanism of this year's International Conference of Asian Political Parties to contribute to maintaining a peaceful and secure environment for common prosperity and development in the region," National Assembly Chairman Tran Thanh Man stated.

Speaking at the conference, National Assembly Chairman Tran Thanh Man said that the world today is undergoing many great changes with rapid and complex developments. In particular, in recent times, political instability, violence and conflicts in the world have been increasing, with scope and impact beyond national borders. Along with that are climate change, food security, water security and a series of non-traditional security issues such as transnational crime, terrorism, smuggling, human trafficking... National Assembly Chairman Tran Thanh Man emphasized: "This is a reality that reflects the great obstacles to world peace and human security, even at times threatening the common prosperity of Asian countries".

Meanwhile, the Asia-Pacific and Indian Ocean regions, including Southeast Asia, continue to emerge as one of the growth engines of the world economy. As an important driver of global growth, a center of economic connectivity and global initiatives, the Asia-Pacific and Indian Ocean continue to play an increasingly important role in the world geopolitical map.

With the complicated movements of the global security situation as in recent times, the National Assembly Chairman said that Asia and ASEAN have continued to make many efforts, actively and proactively put forward many initiatives to contribute to the common efforts to resolve security and political issues of the international community. In particular, seeking peace and reconciliation for disagreements, disputes, conflicts, actively striving for peace, security, common prosperity and development of all humanity is both the goal and the international responsibility of each party and each country.

In that context, National Assembly Chairman Tran Thanh Man affirmed that the 12th International Conference of Asian Political Parties with the theme "Seeking Peace and Reconciliation" demonstrates the efforts and commitments of political parties in the region to build solidarity, join hands in cooperation, and contribute to promoting the resolution of conflicts and hotspots.

"As ruling and political parties with a voice and role in strategic planning and policy implementation, we need and can fully promote our common strength through the International Conference of Asian Political Parties to realize the common goal of peace, security, prosperity and development in the world in general and our Asian region in particular," the National Assembly Chairman emphasized.

Sharing with leaders of Asian political parties attending the Conference, National Assembly Chairman Tran Thanh Man said that under the leadership of the Communist Party of Vietnam, Vietnam advocates consistently implementing a foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, is ready to be a friend, a reliable partner and an active, responsible member of the international community; supports the efforts of the International Conference of Asian Political Parties in creating an environment of peace, security and stability in the region.

"We believe that the key to peacefully resolving current disagreements and conflicts is through dialogue and multilateral cooperation on the basis of equality, mutual respect, and mutually beneficial cooperation, in accordance with international law and the United Nations Charter," the National Assembly Chairman affirmed.

Speaking at the Conference, President of the Cambodian People's Party, Honorary President of the 12th ICAPP Plenary Conference Samdech Akka Sena Padei Techo Hun Sen highly appreciated the strengths of ICAPP with its continuous development since its establishment in 2000 until now, becoming a forum of the largest political parties in terms of both scale and geopolitical influence.

According to Cambodian People's Party President Samdech Techo Hun Sen, the theme of the Conference "Seeking Peace and Reconciliation" is also a content that Cambodia has a lot of experience to share, because the country has gone through many years of conflict and more than 3 decades of peace and prosperity. It is very important for political parties to meet and discuss this topic this year, especially in the context of tension and conflict occurring in many regions of the world.

“It is extremely important to maintain a world order based on the principles of trust, mutual understanding and mutual benefit to go the long way, harmonize and reduce tensions, and resolve conflicts.” Emphasizing this, President Hun Sen also pointed out that to achieve peace, it is necessary to reconcile differences, have peaceful solutions, resolve conflicts through dialogue and a win-win approach for all parties.

The Conference was attended by representatives of political parties from 39 countries in the region and around the world.

ICAPP is the largest international forum of political parties in the Asia region and also the largest multilateral political party forum in the world, established in 2000 with the aim of promoting exchanges and cooperation between political parties in Asia and Oceania, enhancing understanding and trust between peoples and nations; promoting peace and prosperity through the special role of party-to-party relations.

Currently, ICAPP has more than 350 political parties from 52 countries and 01 territory that are eligible to participate in ICAPP activities. In recent years, ICAPP has continuously enhanced its position and influence in the region, while affirming its role as a bridge, promoting cooperation between Asian political parties and partners in other regions of the world.

Our Party actively and proactively participates and is an important member of ICAPP; is continuously elected as a member of the Standing Committee of ICAPP, has a voice and influence in the organization's decisions.

Within the framework of the conference, delegates attended 3 Plenary Sessions, Roundtable Dialogue between Political Parties from Asia, Africa, Latin America, Europe, the 3rd meeting of the Asian Cultural Council (ACC), and the 7th meeting of the ICAPP Media Forum.

The conference is expected to adopt the Phnom Penh Peace Declaration on seeking peace and reconciliation through collective strength and cooperation of political parties in and outside Asia./.
