In recent times, the Provincial Party Committee, People's Council and People's Committee of Ninh Binh province have focused on leading and directing Party committees, authorities at all levels and sectors to closely follow reality, propose active measures to seriously and effectively implement the Party's policies and regulations, the State's laws, and the Prime Minister's direction on emulation and reward work.
The province's emulation and reward work has had many innovations, creating strong changes in the organization and implementation of emulation movements and reward work.
Patriotic emulation movements are deployed in accordance with the practical situation of the locality; the emulation content is associated with the political and professional tasks of each agency and unit; the diverse forms of organization and launching have motivated and attracted a large number of cadres, party members, civil servants, public employees, workers, and people of all walks of life to respond and participate, achieving positive results in all fields.
The commendation work was timely, public, transparent, and in accordance with the prescribed conditions and standards. It focused on commending small groups, civil servants and public employees who do not hold leadership and management positions, workers, farmers, and direct laborers in production and business, and on-the-spot commendation for groups and individuals with outstanding achievements in performing their tasks.
From January 1, 2023 to May 31, 2024, the Provincial People's Committee proposed and was awarded by the Prime Minister andthe President to 39 collectives and 20 individuals with outstanding achievements in patriotic emulation movements; The Provincial People's Committee and the Chairman of the Provincial People's Committee awarded the title "Emulation Flag of the Provincial People's Committee" to 181 collectives; awarded the title "Excellent Labor Collective" to 299 collectives; awarded the title "Provincial Emulation Fighter" to 19 individuals; awarded Certificates of Merit to 1,242 collectives and 2,218 individuals with outstanding achievements in the province's emulation movements (of which 1,478 individuals were direct laborers and producers, accounting for 66.6%).
The province's emulation and reward fund is established, managed and used in accordance with the law; fully and promptly meeting the expenditure for performing the tasks of emulation and reward work of the province.
Inspection and supervision work is carried out regularly, promptly detecting shortcomings and limitations in emulation and reward work and providing solutions to quickly and effectively overcome them.
In order to make emulation and reward work more and more effective, Ninh Binh province proposed that the Ministry of Home Affairs study and advise the Government to issue a Decree regulating the annual assessment and classification of organizations, agencies, and units in state administrative agencies, public service units, and state-owned enterprises according to decentralization to ensure consistency in implementation, as a basis for considering and awarding emulation titles and forms of rewards according to the Law on Emulation and Reward.
At the same time, it is recommended that the Central Emulation and Rewards Committee continue to strengthen professional guidance and training on emulation and rewards, especially guiding the organization, arrangement and consolidation of emulation clusters and blocks of provinces and centrally-run cities to ensure compliance with current regulations and practical situations.
At the working session, members of the Inspection Team, provincial leaders, and members of the Provincial Emulation and Reward Council discussed and clarified a number of contents on: Implementing the movement "The whole country joins hands to eliminate temporary and dilapidated houses nationwide from now until 2025"; Directive No. 34-CT/TW dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work; difficulties and obstacles in implementing emulation and reward work; launching emulation movements, discovering advanced models and examples in sectors and fields...
Discussing and clarifying Ninh Binh's experiences in implementing emulation and reward work, Chairman of the Provincial People's Committee Pham Quang Ngoc said: The Standing Committee of the Ninh Binh Provincial Party Committee always identifies emulation and reward work as an important political task, a task of the entire political system and is included in the leadership and direction program for the entire term and every year.
Every year, the Provincial Party Committee Standing Committee advises the Provincial Party Committee to decide on a theme for the year, which is also the emulation movement in the whole province. The key tasks of emulation work, activities, and emulation movements of the term and period are built into a plan by the Provincial Party Committee Standing Committee.
The province pays attention to the State management of emulation and rewards. The State management agencies of emulation and rewards have enhanced their responsibilities, proactively advised, strengthened inspections and audits; arranged cadres to do emulation and rewards work at all levels with capacity, understanding, thinking, assessment ability, comprehensive knowledge, and advice on implementing the movement.
Besides, the major emulation movements of the Government and the Central Government are always concretized by the province with specific movements and actions, suitable to the local situation.
Launching emulation movements always goes hand in hand with allocating resources and accompanying policies, ensuring substance, clear content, and clear results associated with emulation and reward work.
The Chairman of the Provincial People's Committee also reported to the Delegation on the results of the province's socio-economic development. He said that Ninh Binh is aiming to be a province with rapid, sustainable and harmonious development; this is not only a slogan but the province has consistently implemented and achieved results over the past 32 years.
On behalf of the province, he respectfully requested the Central Emulation and Reward Council to continue to pay attention and share so that emulation movements in Ninh Binh continue to promote their effectiveness, contributing positively to socio-economic development, Party building and the political system.
He affirmed that with the emulation movements to be deployed in the coming time, Ninh Binh will soon concretize and realize its goals, aspirations, and long-term vision, striving to basically achieve the criteria by 2030 and by 2035 become a centrally-governed city with the characteristics of a Millennium Heritage City and a creative city.
Concluding the working session, Comrade Be Xuan Truong, Chairman of the Vietnam Veterans Association, Member of the Central Emulation and Reward Council, acknowledged, commended and congratulated Ninh Binh's achievements in emulation and reward work over the past many years, especially in 2023 and the first 6 months of 2024.
He affirmed: Ninh Binh has fully recognized the significance and actively, synchronously and effectively implemented the Party's policies and regulations, the State's laws and the Prime Minister's direction on emulation and reward work.
Ninh Binh has had good and creative ways of doing things, grasping the central political tasks, focusing on weaknesses and difficulties, thereby replicating advanced models throughout the province. Emulation movements launched by the Central Emulation and Reward Council have been actively and effectively implemented in the province.
During the process of considering rewards, the province always pays attention to rewarding the grassroots level and direct workers, ensuring objectivity and accuracy, contributing to promoting and improving the quality of emulation movements.
He suggested that in the coming time, Ninh Binh province should continue to thoroughly grasp and implement President Ho Chi Minh's patriotic emulation ideology and the Party and State's system of viewpoints on emulation and reward work. From there, create breakthroughs, replicate and spread typical models throughout the province.
The inspection team also recorded and fully accepted Ninh Binh's opinions and recommendations to forward to competent authorities for consideration and early solutions to remove difficulties for the locality in implementing emulation and reward work.
