Quang Ninh Bar Association: Important contributions to protecting justice and developing local society

In the process of building a socialist rule-of-law state, the team of lawyers plays an indispensable role in protecting justice, ensuring human rights and civil rights. Since its establishment, the Quang Ninh Bar Association has continuously improved the quality of its activities, contributing to building an increasingly mature team of lawyers, meeting the requirements of judicial reform, and at the same time actively contributing to the socio-economic development of the province.

Steady steps to maturity

Quang Ninh Bar Association is a social-professional organization of lawyers in the province, established on the basis of inheriting the Provincial People's Defense Association, in the context of the whole country entering the renovation process. When it was first established, the Provincial Bar Association had less than 10 members, most of whom came from the judiciary and law enforcement agencies, and the conditions for practicing were still difficult. However, with the spirit of solidarity and sense of responsibility to society, the Provincial Bar Association gradually affirmed its position, becoming a common home for lawyers in Quang Ninh.

Over the past four decades, the Provincial Bar Association has developed nearly 160 member lawyers and 46 practicing organizations (law offices and firms) across the province. The team is growing in both quantity and quality. This is not only the growth of individual lawyers, but also reflects the Association's persistent efforts in management, orientation and professional development.

Accordingly, the Provincial Bar Association always identifies the training and professional development of lawyers as a key task, implemented in a planned and focused manner to actively support the activities of lawyers. Every year, hundreds of lawyers participate in training courses to improve their legal knowledge, litigation skills and professional ethics. In the 2018-2023 term alone, the Provincial Bar Association organized 15 training courses with practical and meaningful topics.

Not only paying attention to training, the Provincial Bar Association also focuses on building a strong organization. The operating regulations are increasingly improved, the living and professional discipline are tightened, creating an environment of solidarity and cohesion among members. This helps the Provincial Bar Association develop a stable, disciplined membership, making practical contributions to society and the province.

The Party Cell and the Provincial Bar Association Executive Board regularly disseminate and implement resolutions from higher levels, and train and develop party members among union members and youth. Political education, ideology, professional ethics, and professional training are regularly and effectively implemented through exchanges and training sessions on the Code of Ethics and Professional Conduct of Vietnamese Lawyers, contributing to raising the awareness and responsibility of lawyers towards society and clients.

Affirming the role from practice

Along with the process of innovation and socio -economic development of the province, Quang Ninh Bar Association and its member lawyers have made many important contributions. In the judicial field, lawyers participate in thousands of cases each year, protecting the rights and legitimate interests of citizens and businesses. Many complex and typical cases are defended, contributing to ensuring objectivity and transparency in trial activities, strengthening people's trust in justice.

In the context of Quang Ninh strongly developing economic zones, industrial parks, services, and tourism, the legal consulting role of lawyers becomes more and more necessary. Lawyers have accompanied businesses in drafting and reviewing contracts, handling disputes, and supporting investment procedures, thereby contributing to building a transparent and safe business environment. According to statistics, each year, hundreds of contracts and transactions are consulted by lawyers, helping to limit legal risks for businesses.

Legal aid work has always been focused on. Through mobile consultation sessions at the grassroots level, a series of legal problems in daily life have been resolved, helping people access justice equally. In the 2018-2023 term alone, lawyers participated in resolving 3,887 legal cases. Of these, 1,043 were litigation cases, the rest were legal advice, legal services and free legal aid.

In particular, in recent years, the Bar Association has promoted its social responsibility in the role of participating in government building, such as coordinating with localities to open classes to propagate, disseminate and educate people about the law related to land acquisition, complaints, denunciations, etc. (an average of 3 sessions/year). Joining the province and localities in receiving citizens, consulting and resolving complicated and prolonged complaints. Actively and responsibly participating as a member of the Provincial Fatherland Front Committee in activities of social supervision and criticism; dissemination and education of the law; criticism of policies and laws, etc.

Not only stopping at professional activities, Quang Ninh Bar Association also actively participates in social, charitable, community-oriented movements, actively participates in movements to eliminate temporary houses, dilapidated houses; donates to support the prevention of Covid-19 epidemic... It can be affirmed that, from a small organization at first, up to now, Quang Ninh Bar Association has become a collective of nearly 200 united members, making an important contribution to building a fair, democratic and civilized society.

Lawyer Vu Huu Quy, Chairman of the Provincial Bar Association, said: Under the attention and direction of the Vietnam Bar Federation, the leadership and support of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and other departments and branches, in the past term, the Quang Ninh Bar Association has affirmed the position of the legal profession domestically and internationally. In the coming time, facing the increasing demands of judicial reform and international integration, the Quang Ninh Bar Association will continue to set the goal of improving the quality of its members, maintaining professional ethics, expanding cooperation, so that each lawyer can truly be a reliable legal support for the people, businesses and the government.
