At the regular press conference for the second quarter of 2025 held by the Ministry of Finance on the afternoon of July 2, answering questions about the results of private economic development, a representative of the Ministry of Finance said that in June 2025, the number of newly registered enterprises reached a record high, reaching more than 24,000 units, more than double the period of 2021-2024.
Never before has the number of newly established businesses in one month reached 16,000 units.
In total, in the first 6 months, more than 91,000 enterprises were established nationwide. The above figure reflects a strong wave of startups.
In addition, the number of businesses returning to operation in June reached over 14,000 units, an increase of about 91% over the same period last year. In the first 6 months of 2025, the number of businesses returning to operation reached 61,000 units, an increase of more than 57% over the same period in 2024.
The number of businesses entering and re-entering the market is higher than the number of businesses withdrawing. Thus, the business community's confidence in the prospects of economic recovery and development is strongly reinforced.
Besides, the number of newly established business households in June was 2.4 times higher than the monthly average in the past 2-3 years.
The additional capital of operating enterprises increased by over 170% compared to the same period in 2024, also showing business confidence, business opportunities and positive market potential.
The above results also show that the Party and State's policies have been put into practice and encouraged private enterprises to develop more strongly.
Also at the press conference, answering the press about the information that the tax industry manages households and individuals doing business in 4 groups, Deputy Director of the Tax Department Mai Son said that there are many cases of small business households below the tax payment threshold.
However, business households operate not only in one but in many locations, even across many provinces, cities, and across borders, so electronic monitoring and support from tax authorities helps business households reduce costs and compliance time.
In fact, large businesses, especially those in the food chain, construction materials, functional foods, beauty products, etc., can operate under the model of small and medium enterprises.
According to the consultation documents, the Law on Tax Administration (amended) is expected to divide households and business individuals into 4 groups for management.
Group 1 has revenue under 200 million/year, which is below the tax threshold. Group 2 has revenue from 200 million to under 1 billion/year.
Group 3 includes households and individuals doing business in the fields of agriculture , industry, and construction with a revenue of 1-3 billion VND per year and businesses in the fields of trade and services with a revenue of 1-10 billion VND per year. Group 4 has a revenue of over 10 billion VND per year.
In the above groups, groups 1 and 2 are encouraged to use electronic invoices after the lump-sum tax is abolished.
Groups 3 and 4 are required to use electronic invoices with tax authority codes or electronic invoices generated from cash registers when retailing goods and services.
In addition, the tax authority plans to propose increasing the threshold of revenue not subject to value added tax and personal income tax to a minimum of VND400 million/year. The basis given is the connection with the draft law on personal income tax.
