As one of the 10 major working programs of the Hanoi Party Committee, term XVII, Program 06-CTr/TU on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians" for the period 2021-2025 (abbreviated as Program 06-CTr/TU) was issued with 18 targets, 51 projects, plans and 22 projects, project groups, focusing on 3 contents: Cultural development; improving the quality of human resources; building elegant and civilized Hanoians. Up to now, 18/18 targets have completed the annual plan, of which 2 targets exceeded the plan.

Spreading elegant and civilized lifestyle

At the conference summarizing nearly 5 years of implementing Program 06-CTr/TU, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that the Program follows many previous programs on developing culture, people, and human resources. This is also one of the few programs with full mechanisms, policies, and guiding viewpoints on politics , law, and resources. "Program 06-CTr/TU for the 2021-2025 period was implemented in the context of the whole country preventing and fighting the Covid-19 pandemic, but Hanoi still implemented it effectively, achieving the set targets and goals. From the city to the grassroots, everyone has comprehensive awareness; has specific products, affirming the prestige, brand, and position of Hanoi, especially in terms of organizing major international events," comrade Nguyen Van Phong assessed.

In practice, during the 2021-2025 term, cultural and human development has always been identified by the city as an important pillar. Along with Program 06-CTr/TU, the City Party Committee issued Resolution No. 09-NQ/TU dated February 22, 2022 on "Developing cultural industry in the capital for the period 2021-2025, with a vision to 2030, vision to 2045"; Resolution No. 23-NQ/TU on strengthening the Party's leadership in promoting learning, promoting talents, and building a learning society in Hanoi from now until 2030, with a vision to 2045 and the Standing Committee of the City Party Committee issued Directive No. 30-CT/TU on strengthening the leadership of the Party Committee in building elegant and civilized Hanoians...

Thanks to that, Hanoi's culture has developed strongly, both as a spiritual foundation and a driving force for the development of the capital. The system of tangible and intangible cultural heritages such as the Thang Long Imperial Citadel Heritage Site, the Temple of Literature - Quoc Tu Giam Relic Site, Hoa Lo Prison Relic Site, along with more than 1,350 craft villages and 1,500 festivals have been preserved and honored in many creative ways. Products such as "Decoding Thang Long Imperial Citadel", "Sacred Night" at Hoa Lo, "The Quintessence of Confucianism" or creative festivals have become unique cultural and tourist highlights, affirming Hanoi's cultural brand. Based on tradition, these creations also demonstrate a pioneering role, affirming Hanoi as the center of cultural and creative industries of the whole country.

The movement to build a cultural life at the grassroots level has also been focused on. Up to now, over 90% of villages and residential groups have cultural houses and community activity centers; over 88% of families have achieved the title of "Cultural Family"; 65% of villages and residential groups have been recognized as "Cultural Village", "Cultural Residential Group"... This is a clear demonstration of bringing culture into life, becoming a measure of social values, thereby spreading an elegant and civilized lifestyle.

A highlight of Program 06-CTr/TU is the effective implementation of the Code of Conduct in public places and the Code of Conduct for cadres, civil servants, public employees, and workers in agencies under Hanoi City. Thereby, the sense of responsibility, discipline, and attitude of serving the people of cadres and civil servants are enhanced. In public places, civilized lifestyle, friendly behavior, awareness of preserving the environment, traffic, landscape, etc. are increasingly popular, gradually becoming the standards of the capital's people. Hanoi also organizes many campaigns such as "Hanoi people behave beautifully", "Elegant and civilized capital women", "Capital citizens with traffic culture".

In particular, the city has issued and implemented the Project "Training and improving the quality of cadres, civil servants and public employees of Hanoi city in the period of 2022-2025 and orientation to 2030" with the goal of creating a strong change in the quality of cadres, civil servants and public employees, raising awareness, sense of responsibility and aspiration for development, having high qualities, ethics and professional qualifications; improving state management capacity, public service implementation associated with digital transformation, urban and rural development management for civil servants; improving capacity, unit management skills and professional expertise associated with digital transformation for civil servants. Thanks to that, the image of Hanoi people is increasingly impressive and close in the eyes of domestic and international friends, in line with the spirit of "Hanoi for the whole country, the whole country for Hanoi".

Another important achievement is the connection between cultural development and improving the quality of human resources. Education is focused on the goal of building people of the new era through the movements "Say no to school violence", "I love Hanoi", and the criteria for building Happy Schools.

Assessing Hanoi's cultural achievements in the past term, Associate Professor, Dr. Bui Hoai Son, full-time member of the National Assembly's Committee on Culture and Society, affirmed: Program 06-CTr/TU has brought about clear innovation in the development of culture and people in the capital. Culture from resources is becoming the driving force, the driving force to develop the city, making Hanoi a livable place.

Program 06-CTr/TU of the Hanoi Party Committee has created clear changes in cultural development and building elegant and civilized Hanoians. However, the Program Steering Committee also frankly acknowledged that there are still limitations and shortcomings that need to be overcome. According to Deputy Director of the Hanoi Department of Culture and Sports Nguyen Van Tai, the awareness of law compliance and civilized urban lifestyle of a part of the population has not had many positive changes; entertainment centers, infrastructure serving the development of cultural industries are still lacking in synchronization; mechanisms and policies for mobilizing social resources have not met the requirements...

Recognizing new challenges, especially in the context of the country moving into a new era, adapting to the Fourth Industrial Revolution and the explosion of artificial intelligence (AI), Hanoi city leaders have identified key goals in the coming period. That is to continue to preserve and promote the unique values of advanced Vietnamese culture, imbued with national identity; build a healthy and creative cultural environment - where every citizen has the opportunity to develop comprehensively. In particular, the top priority is to build culture in each family and community; improve the quality of human resources and form a generation of modern, civilized and integrated Hanoians.

Strategic solutions have been planned by the Program Steering Committee, closely following the draft Political Report of the 17th City Party Executive Committee to be presented to the 18th Congress of the Hanoi Party Committee. In particular, Hanoi continues to focus on building a healthy and humane cultural environment in the political system, in each village, hamlet, residential area, residential group, agency, unit, enterprise and each family; perfecting mechanisms and policies, effectively using the system of cultural and sports institutions from the city to the grassroots; encouraging the development and effective exploitation of community cultural and creative spaces; investing in the creation of new typical cultural works with unique spaces and landscapes, bearing the characteristics of the Capital.

One of the key tasks is that the city continues to persevere in the goal of building elegant and civilized Hanoians; promoting and implementing value systems; and building criteria for Hanoians representing Vietnamese culture, conscience and dignity.

Besides, in the coming term, Hanoi will continue to improve the quality of human resources with practical and effective attention, focusing on three areas: general education, vocational education and training and fostering of civil servants at all levels of the city.

The city will focus on building human resources, especially high-quality human resources, to meet the requirements of development and international integration, focusing on comprehensive education of "literature, sports, and arts" for students; continue to perfect policies on employing and promoting talents, selecting and training, and sending them to advanced countries for training to form a team of experts, scientists, managers, and talented artists in many fields of culture and art to meet the immediate and long-term work requirements of the capital.

According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, in the coming time, Hanoi needs to promote digital transformation in the fields of culture, education, training and high-quality human resource development. In addition, Hanoi will continue to promote international integration, learn from experiences from domestic and international localities to enrich and revive the traditional cultural resources of the Capital. From there, culture will become a new resource to build and develop a Cultural - Civilized - Modern Capital, happy people, a globally connected city, becoming an attractive destination for international friends.

It can be affirmed that Program 06-CTr/TU of the Hanoi Party Committee for the 2021-2025 term has left important marks, affirming a new step forward in building elegant and civilized Hanoi people; developing culture and high-quality human resources. These achievements are both results and valuable lessons for the Hanoi Party Committee to continue to perfect its orientation and goals in the coming period.
