Solidarity Platform - The Power of the Movement
Since the early years of the 21st century, Cao Bang has concretized the movement "All people unite to build a cultural life" into a central task in cultural and social development. After 25 years of implementation, the movement has spread widely to all classes of people, becoming the "source" to nurture the great national unity bloc.
Comrade Nguyen Quoc Trung, Director of the Department of Culture, Sports and Tourism, said: The movement not only has the meaning of mobilization but has truly entered life, contributing to building new people, promoting the spirit of self-management, solidarity and humanity in each community.
Up to now, nearly 89% of households in the whole province have been recognized as Cultural Families, an increase of more than 64% compared to 2000; 83% of hamlets and residential groups have achieved the title of Culture, an increase of nearly 70%. The numbers not only reflect the quantitative development, but also affirm the increasingly profound quality of the movement.
The movement is deployed synchronously in conjunction with major programs such as building new rural areas, civilized urban areas, the movement "All people protect national security", or the campaigns "Building a family of 5 no's, 3 clean's", "Women actively study, work creatively, build happy families".
New look in cultural residential areas
Ms. Hoang Thi Chi, Head of Na Xa Hamlet, Ha Quang Commune, donated more than 350 square meters of land and 95 working days to build a cultural house. Ms. Chi shared: Before, the village roads were muddy, and people rarely met each other. Since the cultural house was built, people have gathered together to participate in activities, organize arts and sports, and discuss the village and people's affairs. I work for the community, I feel happy and proud.
Not only in Ha Quang, the movement has also spread to the communes: Hoa An, Thach An, Bao Lac, Nguyen Binh... Many examples of donating land and contributing efforts for the common good have become beautiful symbols in the community. Mr. Hoang Thanh Tam, Na Gioi hamlet, Duc Long commune, who donated more than 5,500 m² of land to build intra-field roads and a communal stadium, said simply: When people are united, everything can be accomplished. Wide roads, clean yards, children have a place to play, that is the greatest joy.
Along with that, the movement to build "Cultural families" has been widely deployed through many models: "Prevention and control of domestic violence", "Propaganda of ethics and lifestyle in the family", "Family behavioral criteria"... From 2019 to now, the Department of Culture, Sports and Tourism has organized 9 launching ceremonies of the Behavior Criteria in the (old) districts, contributing to the formation of good behavioral values, respect, equality, love, and sharing in each family and each residential area.
According to the Head of the Cultural and Social Affairs Department of Tong Cot Commune, Duong Van Thuan, building a cultural life is a long-term process, but the most obvious result is the spirit of solidarity and the increasingly strong neighborhood relationship. When people voluntarily implement it, the movement will be sustainable.
The movement "All people unite to build a cultural life" is deployed in conjunction with the movement "The whole country joins hands to build new rural areas". By mid-2025, the whole province will have 45 hamlets meeting new rural standards, 7 model hamlets and 6 communes maintaining 19 new rural criteria according to the set of criteria for the period 2021 - 2025.
These results have contributed significantly to the cultural movement in residential areas - where people voluntarily donated thousands of square meters of land and tens of thousands of working days to build roads, classrooms and cultural houses. The poverty rate has decreased steadily over the years, and the material and spiritual life of the people has been significantly improved.
Ms. Nong Thi Nguyet, Pac Pan hamlet, Nam Tuan commune is one of thousands of typical households. She donated 400 square meters of land, more than 120 working days to build inter-hamlet roads and contributed more than 10 million VND to build a cultural house. Ms. Nguyet shared: Currently, the roads are wide and clean, every house has flowers in front of the gate. Everyone is conscious of keeping clean and respecting each other. From small things like throwing trash in the right place to big things like helping each other do business, all are for a more civilized and happier village.
The movement also contributes significantly to preserving traditional culture, festivals, and folk songs of ethnic minorities; many hamlets and villages organize Then singing and Sli singing clubs, creating a joyful atmosphere and connecting the community.
Sustainable development from cultural foundation
Since 2000, the province has rewarded hundreds of outstanding collectives and individuals. In 2020, the President awarded the Third Class Labor Medal to 1 collective with outstanding achievements in the movement; the Prime Minister awarded Certificates of Merit to 2 collectives and 1 individual, and the Chairman of the Provincial People's Committee awarded 15 individuals and 10 collectives. The examples of "good people, good deeds" that were commended have spread humanistic values, arousing a spirit of emulation among the people with outstanding achievements in implementing the Movement "All people unite to build a cultural life".
However, in addition to positive results, the movement still has limitations that need to be overcome. Some localities have not paid due attention, the movement has not developed evenly; propaganda work in remote areas is still limited; funding for cultural institutions is still lacking.

Head of the Department of Culture and Society of Can Yen Commune, To Thi Thi, shared: Many grassroots cadres hold concurrent positions, and there is a lack of funding to maintain operations, so organizing community activities and honoring typical examples is sometimes not regular.
Those difficulties are real, but also the motivation for Cao Bang to continue to innovate its ways of doing things, improve the quality of the movement, and link it with the goal of sustainable development and building new people in the integration period.
Orientation to 2030, the province continues to implement Conclusion No. 156-KL/TW dated May 21, 2025 of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the 11th Party Central Committee on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development" and Conclusion No. 76-KL/TW of the 12th Politburo on continuing to implement Resolution No. 33-NQ/TW; Resolution No. 162/2024/QH15 dated November 27, 2024 of the National Assembly approving the investment policy of the National Target Program on cultural development for the period 2025 - 2035.
By 2030, the province strives to have over 90% of households achieving the title of Cultural Family, 85% of hamlets and residential groups cultural, 100% of agencies, units and enterprises registered to meet cultural standards. Along with that, focus on investing and upgrading the system of cultural and sports institutions from the province to the grassroots, creating conditions for people to enjoy, create and promote cultural values in life.
Comrade Nguyen Quoc Trung, Director of the Department of Culture, Sports and Tourism, further affirmed: Culture is the spiritual foundation and the internal driving force of development. The movement "All people unite to build a cultural life" will continue to be implemented synchronously, creatively, with people as the center - both the subject and the driving force of all development.
