Businesses face many difficulties

Most of the passenger transport enterprises (VTHK) that have stopped operating have many reasons, but mainly these are enterprises that specialize in providing transportation services for workers and workers of factories, wood processing enterprises, stone enterprises, etc. in the province. The fact that this group of manufacturing enterprises has temporarily stopped operating or extended production time has greatly affected the transportation services for workers of the VTHK group of enterprises.

For example, Thanh Trinh Trading and Transport Company Limited (An Nhon Town) has stopped operating since 2021, dissolved and returned its business license to the Department of Planning and Investment. Danh Loan Transport Service Company Limited (Phuoc Nghia Commune, Tuy Phuoc District) transferred its vehicles to Khanh Hoa Province to operate. Hoang Dung Transport Service Company Limited, Lam Duy Company Limited (Quy Nhon City) and the branch of Song Viet Joint Stock Company in Binh Dinh (Cat Tan Commune, Phu Cat District) requested to temporarily stop transporting workers from February 2023.

The remaining enterprises such as Tan Khai Transport and Trading Company Limited (Bui Thi Xuan Ward, Quy Nhon City), Duyen Phuc Tourism Transport Company Limited, AHP Transport Business Cooperative - Quy Nhon Branch, VIETMUTUAL Company Limited (Quy Nhon City) and Bui Minh Long Company Limited (Phuoc Loc Commune, Tuy Phuoc District) are no longer operating and the authorities cannot contact them.

For 10 contracted car transport companies that are still operating - mainly transporting tourists to Binh Dinh province - it is also not favorable, even though they are companies that have been operating in the market for many years, such as: Huong Tra Taxi Company Limited, Phuc Ngoc Loi Company Limited, Vinh Diem Tourist Transport Company Limited, ABS Service NHH Company Limited, Hoai Son Transport Service Company Limited, Dong Duong Transport Business Company Limited, Central Region Tourism Company Limited, Van Thien Ly Transport Service Company Limited... This year's tourist season is expected to be very high, but at the time of inspection, the reality showed that the number of tourists coming to Binh Dinh is not much, so the means of transporting passengers under contract are also operating at a low level.

Mr. Tran Minh Tung, Director of Hoai Son Transport Service Company Limited (Quy Nhon City), said: We have 7 vehicles transporting workers, but 5 vehicles have stopped operating because wood and garment enterprises have temporarily stopped. The company's business situation is very difficult, the remaining 2 vehicles are arranged to transport passengers on the Hoai Nhon - Quy Nhon route and vice versa. The company has 9 employees and now only has a director, accountant and 1 driver.

Revoke licenses of inactive businesses

Although the business situation was not favorable, at the time of inspection, 42 vehicles/10 enterprises trading in transport vehicles under contract met most of the requirements. The vehicles all had valid vehicle registration certificates, technical safety and environmental protection inspection certificates, civil liability insurance, and vehicle badges issued by the Binh Dinh Department of Transport; established vehicle records to monitor the operation and maintenance and repair of the vehicles; the vehicles were equipped with escape devices, tools, and fire extinguishers with valid expiration dates. All 42 vehicles of the operating companies were equipped with journey monitoring devices and integrated cameras according to State regulations. According to the Department of Transport Inspectorate, at the time of inspection, the facilities, human resources, vehicles, and management organization of these enterprises met the requirements for transport vehicle business operations.

However, at these enterprises, the monitoring of drivers and vehicles is not strict; the establishment and updating of vehicle management forms and driver records are not in the correct format; the regulations and instructions of state management agencies in transport activities have not been updated in a timely manner, leading to shortcomings in implementing activities such as completing the minimum professional qualifications of the person directly operating the transport as prescribed in Clause 7, Article 36 of Decree No. 10/2020/ND-CP.

Specifically, according to Mr. Tran Thanh Dung, Director of the Department of Transport, the inspection results showed that the people directly operating the transportation activities of Phuc Ngoc Loi Company Limited and Vinh Diem Tourism Transport Company Limited did not have professional qualifications in transportation (ie did not meet the regulations in Point d, Clause 1, Article 67 of the Road Traffic Law), so these two companies were each administratively fined 14 million VND. In addition, the drivers working at the company under seasonal and unstable contracts, so the organization of traffic safety training and social insurance payment for drivers has not been seriously implemented. In the immediate future, the Department of Transport Inspectorate will monitor, urge and inspect the overcoming of the shortcomings of the above-mentioned car transport business enterprises; review the units that have temporarily suspended operations and cannot be contacted for work to handle according to the provisions of law.
