On July 14, 2025, the Traffic Police Department (TSD) issued a document directing localities to focus on resolving outstanding cases in testing and issuing driving licenses. On that basis, the Dak Lak Provincial Police Department has directed professional units, especially the Traffic Police Department, to promptly approach professional procedures and supplement modern equipment to ensure the system operates smoothly.

In order to implement this directive, the Traffic Police Department has worked with driving training facilities to grasp actual data on the number of students who have completed the training program and received certificates from the training facilities. Based on the actual testing needs, the Department has developed Plan No. 12/KH-PC08 on July 15, 2025, setting the goal of completely resolving the backlog of records before July 30, 2025.
The Traffic Police Department has mobilized 100% of the officers and soldiers of the Road Motor Vehicle Driving License Examination and Issuance Team to concentrate and work overtime to look up and complete the documents. Major Tran Anh Tong, Head of the Road Motor Vehicle Driving License Examination and Issuance Team, said: “The Traffic Police Department has strictly implemented the Department's instructions and mobilized all its forces to resolve the initial difficulties. We identify this as a key and urgent task to ensure the rights of the people.”

Not only the police force, training facilities and driving test centers in the province have also carefully prepared facilities, human resources and closely coordinated with the Testing Council to organize the exam in a timely manner. Mr. Le Anh Day, Deputy Director of Vinasme Tay Nguyen Vocational Education Center shared: From mid-July to August 8, 2025, the Center coordinated with the Driving Test Council of the Traffic Police Department to organize exams for more than 3,600 students.
According to Major Tran Anh Tong, since taking over the task of testing and issuing driving licenses, in addition to careful preparation of human resources and equipment, the Traffic Police Department has also applied digital technology in the testing process to shorten waiting time for people. The entire application submission process is digitized, people can submit their applications online or at the commune or ward level, saving time and effort in traveling. A notable change in the driving license testing process is that people can submit their applications in one province and take the test in any other province. This is convenient for those who often have to travel or work away from home, because they do not need to return to the place where they submitted their applications to take the test.
