On the afternoon of November 21, in the face of complicated storm and flood situations, comrade Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee, directly directed flood and storm prevention work and overcoming consequences of floods in Dray Bhang commune.

Continuous heavy rain caused serious flooding in many villages in Dray Bhang commune, cutting off traffic.

According to a quick report from the Dray Bhang Commune Civil Defense Command, continuous heavy rain from the night of November 16 to the morning of November 21 caused serious flooding in many villages and hamlets in the area, cutting off traffic and posing a potential risk of landslides. The local government has deployed synchronous measures to prevent natural disasters and urgently evacuated people from dangerous areas.

Due to the influence of strong East wind disturbances, Dray Bhang commune has been experiencing heavy rain for many days in a row, along with the rapid rise of the Krong Ana river, causing many roads to be cut off and some residential areas to be deeply flooded. The commune authorities have continuously updated weather information and sent warnings to villages and hamlets, especially in areas at risk of landslides.

Based on the warning from the Dak Lak Hydrometeorological Station, Dray Bhang commune issued a directive document, activating flood and storm prevention and control plans with the motto "proactively from early on, from afar". The Commune Civil Defense Command assigned specific members to be in charge of each area, maintained 24/24 duty and deployed response measures in production, traffic and irrigation.

Local forces have set up checkpoints and posted warning signs in areas with strong currents and landslide risks; coordinated with irrigation management units to check the safety of dams and reservoirs; and asked people to limit travel in adverse conditions.

Up to now, there have been no casualties in the commune. Households in the dangerous area have been evacuated by the commune police and military forces.

Regarding housing, Cu Knao hamlet had 135 households (350 people) flooded, the hamlet was isolated; Ko Emong A hamlet had 8 households (32 people) flooded; Dong Son hamlet had about 100 households (200 people) flooded, 1 hamlet hall was flooded; the hamlet was divided into 3 areas; Giang Son hamlet had 38 households that had to be evacuated; 2 households had their houses damaged by landslides; Hiep Tan hamlet had 2 households (10 people) that had to be urgently evacuated due to the risk of landslides.

Currently, many routes have been cut off, especially the routes connecting Giang Son – Dong Son, Dong Son – Kpung village – Cu Knao village. Rising water levels have completely isolated some areas.

Previously, on November 19, a landslide occurred at the Holy Cross Hill (Giang Son village), with fallen trees blocking Highway 27, causing traffic congestion. Authorities promptly diverted traffic and resolved the situation. From November 18-20, many landslides occurred in Giang Son and Hiep Tan villages, collapsing the walls of houses and the surrounding wall of Giang Son Church by about 30m. The risk of landslides continues to be assessed as very high in mountainous areas.

Currently, the commune authorities continue to maintain 24/7 checkpoints, warn people not to go through deep flooded areas, and are ready to mobilize police and military forces to support rescue and relief efforts. Additional evacuation plans are being prepared, while essential supplies are being distributed to affected households. The commune health station has stockpiled medicines, and medical forces are ready to support people and prevent the risk of disease after the flood.

After conducting a direct survey of severely flooded areas and residential areas isolated by heavy rain and floods, Deputy Secretary of the Provincial Party Committee Huynh Thi Chien Hoa requested the Party Committee of Dray Bhang commune, local authorities and functional forces to continue to thoroughly implement the motto "human life is above all", not allowing any household to be isolated, lack food, water or fall into dangerous situations without timely support.

Villages and hamlets must review all households in deep flooded areas and areas at risk of landslides; proactively mobilize and resolutely evacuate if people hesitate, to avoid unfortunate losses.

The Deputy Secretary of the Provincial Party Committee also requested that the police, military, militia, and youth union members must strictly follow safety procedures when performing their duties, especially in areas with rapid water flows, landslides, and at night. The frontline forces must not be put at risk while assisting the people.

The loudspeaker system and Zalo groups of the village and hamlet must be used to the maximum to inform the situation, instruct people to avoid traveling to flooded areas, and limit risks. Rescue vehicles such as boats, life jackets, and machinery must be arranged at key locations. The Commune People's Committee proactively prepares temporary accommodation for displaced people, ensuring that there are blankets, clean water, necessities, and medicine, so that people do not encounter difficulties during their stay.

Along with that, urgently compile detailed statistics on damage to houses, properties, crops, and infrastructure to report to the province. For matters beyond the authority, it is recommended that localities make early recommendations so that the province can consider providing timely support to the people.
