The reorganization of the apparatus according to the 2-level local government model (province and commune/ward) is a major policy, demonstrating the Party's high political determination in building a streamlined apparatus that operates effectively and efficiently. For Lai Chau province - where the terrain is complex and fragmented, the population is diverse and more than 85% are ethnic minorities, this is not only a change in administrative organization but also an opportunity to comprehensively innovate leadership thinking and management methods. In particular, propaganda and mass mobilization work is identified as a key area, playing the role of "going first, paving the way".
Immediately after reorganizing the apparatus, Lai Chau Provincial Party Committee established 38 Party Committees of communes and wards; at the same time, it completed the Propaganda and Mass Mobilization Department of the Provincial Party Committee, the Fatherland Front and socio-political organizations. Party committees at all levels assigned cadres directly to the grassroots, with special priority given to young cadres and cadres from ethnic minorities with political courage, practical capacity and mobilization and propaganda skills.
Along with that, Lai Chau focuses on innovating the content and methods of operation towards being close to the people, close to reality, proactive and practical. Propagating policies according to the motto "oriented towards the grassroots", taking persuasive effectiveness as the evaluation criterion. Thereby, strengthening people's trust in the Party, creating social consensus, maintaining political stability and promoting sustainable development.
In Tan Phong ward, comrade Mua A Tru, Party Secretary and Chairman of the People's Council of the ward, shared: "The absence of the district level makes us more proactive in leadership and direction. We direct the Party Building Committee to coordinate with the Fatherland Front and mass organizations to implement specific contents, clearly assign people and tasks, and assign tasks to cadres and party members to go to the villages to meet with people, dialogue, listen, grasp thoughts and aspirations, and guide public opinion."
In addition to direct meetings, localities also increase the application of information technology and social networks for propaganda. Platforms such as Zalo, Facebook... are used to update official information quickly and promptly to cadres, party members and people.
Based on the new organizational structure, the province directed the organization of regular meetings between the Propaganda and Mass Mobilization Department and the Party Committees of communes and wards; established working groups in charge of the area to promptly grasp the situation, guide and support the grassroots. Authorities at all levels also innovated their working style, increased contact and dialogue with the people; promoted administrative reform, deployed online public services, built a model of "friendly government", "cadres close to the people, understand the people, for the people".
In Muong Khoa commune - where more than 90% of the population are ethnic minorities, comrade Lo Van Bien, Party Secretary and Chairman of the People's Council of the commune said: "The district level no longer sets very high requirements for the commune level. We direct propaganda and mass mobilization officers to regularly go to the villages, coordinate with prestigious people, and use ethnic languages for propaganda. Maintaining regular political activities, using loudspeakers, Zalo village groups, etc. helps to convey information quickly, in accordance with actual conditions."
Along with the innovation of working methods, the work of inspection, supervision and evaluation of the effectiveness of propaganda and mass mobilization is also carried out regularly, attaching responsibility to the head. Digital transformation in propaganda work is promoted, aiming to bring content closer to the people so that "people listen, people understand, people believe and people follow".
Lai Chau province has determined that in the current period, it is necessary to continue to improve the quality and effectiveness of propaganda and mass mobilization work in an in-depth, practical and realistic direction. This is one of the important pillars in Party building and socio-economic development in the locality.
Party committees and authorities at all levels must promote their comprehensive leadership role, especially the head - the center of direction and organization of the implementation of political tasks. In addition, the province focuses on building a team of cadres doing propaganda and mass mobilization work with solid political qualities, deep expertise, innovative thinking, especially prioritizing the training of young cadres and ethnic minority cadres with practical capacity.
In addition, Lai Chau continues to improve the coordination mechanism between Party building committees, the government, the Fatherland Front and socio-political organizations at all levels in the direction of clearly defining people, tasks and responsibilities; at the same time, strengthen substantive inspection and supervision, taking practical effectiveness as the main evaluation criterion.
In the context of organizing the two-level local government apparatus, the reform of propaganda and mass mobilization work is not only an objective requirement but also a prerequisite for maintaining the comprehensive leadership role of the Provincial Party Committee. Doing this work well will contribute to consolidating people's trust, strengthening the great national unity bloc, maintaining political stability and promoting sustainable and comprehensive development of Lai Chau in the new period.
