Affirming the role of elected bodies in the province's political system, and to facilitate the drafting of resolutions and the review process, during the preparation for specialized sessions, the Standing Committee of the Provincial People's Council directs committees, delegate groups, and People's Council representatives to strengthen surveys, gather opinions, and consult with the people to provide information for the People's Council to discuss, decide, and issue resolutions that are consistent with reality and ensure feasibility. This is of particular importance in the development of draft resolutions on socio-economic development solutions and social security policies that have a significant impact on voters and the people.

Prior to the mid-year and year-end regular sessions, the Standing Committee of the Provincial People's Council directs the committees and delegate groups of the People's Council to coordinate closely with the Standing Committee of the Provincial Fatherland Front Committee to develop a plan for organizing constituent meetings for People's Council delegates, ensuring compliance with regulations and suitability to practical conditions. At the same time, it expands the forms of constituent meetings for People's Council delegates in their electoral units, places of residence, and workplaces; conducting meetings on specific topics, fields, target groups, and areas of interest to the People's Council delegates; increasing the time and number of constituent meeting locations; extending constituent meetings to villages, hamlets, and neighborhoods; and minimizing administrative procedures and contact with "electors"...

The results of receiving and addressing voters' petitions show that in recent times, the Provincial People's Council has made many improvements and innovations in the issuance of resolutions, ensuring feasibility and practicality. The supervisory activities of the People's Councils at all levels have continued to be reformed, focusing on key issues in social life that are of great concern to voters and the public. The Provincial People's Committee has paid attention to and issued directives, assigning specific responsibilities to agencies and units to participate in resolving voters' petitions; the People's Committees at all levels have actively implemented and resolved the opinions and petitions of voters within their jurisdiction as assigned by the Provincial People's Committee.

Mr. Le Phuoc Yen, a voter from residential area 5 (Bach Dang ward, Ha Long city), said: "We highly appreciate the role of the People's Councils at all levels as elected bodies. Provincial People's Council representatives interact with and listen to the opinions of voters in residential areas, demonstrating both concern and attentiveness to the aspirations of all segments of the population. All voter suggestions are received and addressed thoroughly."

In 2023, 37 out of 47 voter petitions were resolved by the Provincial People's Committee, with explanations and information provided to voters (reaching 79%); of which 27 petitions were resolved (reaching 26%), 25 petitions were explained and information provided to voters (reaching 53%); the remaining petitions were all directed to be resolved.

Through the constituent meetings of the Provincial People's Council representatives, voters submitted many opinions and suggestions. The issues addressed and answered basically focused on matters of concern to voters. Some suggestions were resolved, and information was provided to voters in a comprehensive and reasonable manner, relating to various aspects of socio -economic life such as: investment and construction, land, land clearance, environment, planning, etc. The province's acceptance, research, and resolution of these suggestions have contributed to overcoming many difficulties and obstacles, promoting socio-economic development; stabilizing security and order, improving people's lives, and building trust among voters and the people.
