KPIs framework - transparent measure of work performance
On the afternoon of July 10, in Hanoi , the Central Policy and Strategy Committee held a conference to announce the Regulation on the Framework of criteria for evaluating individual and unit performance (abbreviated as the KPIs Framework). This is an important event in the process of realizing the Party's policy of "streamlining, effectiveness and efficiency", contributing to improving the quality of management, use and evaluation of cadres, civil servants and public employees in Central Party agencies.
The Central Policy and Strategy Committee is the first central agency to issue the KPIs Framework, becoming a pioneer in implementing a modern public administration model, contributing to creating a ripple effect throughout the entire political system. The KPIs Framework not only evaluates work efficiency by quantitative methods, but also lays the foundation for a fundamental change in the human resource management mindset of Party agencies.
Accordingly, the Regulation includes two main contents: Framework of criteria for evaluating individual work performance and Framework of criteria for evaluating unit work performance. For individuals, the assessment is based on the volume, quality and progress of work according to plan as well as unexpected tasks. For leaders and managers, operational performance is also an important criterion.
At the unit level, the KPIs Framework is divided into two groups: basic KPIs - assessing general activities; and functional KPIs - reflecting performance according to specific task groups. Units will base on functions, tasks, and job descriptions to issue appropriate assessment criteria. Each criterion has a clear weight and scale, aiming for transparent, fair, and effective assessment.

Change the method of evaluating staff
Speaking at the conference, comrade Tran Luu Quang, Head of the Central Policy and Strategy Committee, affirmed that the urgent requirement now is to innovate management methods and improve work efficiency throughout the system. In the context of the country entering a new stage of development, with intertwined opportunities and challenges, breakthrough thinking and more drastic action are needed than ever.
According to Head of the Committee Tran Luu Quang, the KPIs Framework is a tool to shift from subjective to quantitative assessment, linking progress, quality and work efficiency to each individual. This is also one of the important pillars of the Law on Cadres and Civil Servants (amended) recently passed by the National Assembly , with a roadmap for application from January 1, 2026, emphasizing regular, continuous, multi-dimensional assessment based on specific indicators.
The Central Policy and Strategy Committee has proactively taken a step forward, issuing and immediately applying the KPIs Framework from July 2025. This move demonstrates the spirit of seriously implementing the direction of General Secretary To Lam, demonstrating the mettle and responsibility of a strategic advisory body leading the way in civil service reform.
Comrade Tran Luu Quang emphasized 3 key contents in implementing the KPIs Framework at the Board:
First, build an objective, transparent evaluation system based on real results. End the situation of emotional, respectful, and formal evaluation. This is to create a close connection between individual actions and the goals of the unit and the entire Board, helping each officer clearly perceive the value of his or her contribution.
Second, create a fair foundation for personnel work, choosing the right person for the right job. KPI results will be an important basis for decisions on planning, appointment, transfer, reward, and discipline. At the same time, contribute to promoting a high-performance working environment, promoting individual capacity, creativity, and dedication.
Third, enhance the sense of responsibility and accountability. Each individual and unit must be ultimately responsible for the results of their work before the collective and the leadership. Leaders of departments, divisions, and units need to be the pioneers in seriously implementing the KPIs Framework, considering this a key political task and a measure of management and operational capacity.
Leader The Central Policy and Strategy Committee emphasized, The Board's KPI framework does not exist in isolation but is deeply integrated with the digital transformation process that is taking place strongly at the Board. The evaluation system will use continuously updated data, supporting visual monitoring of work performance. This is part of a comprehensive digital management ecosystem, helping to make transparent the task performance process of each person and each unit.
The KPIs Framework's operating principles are based on five elements: "Discipline - Fairness - Transparency - Professionalism - Cohesion". In which, individual performance is linked to unit performance, and unit responsibility is linked to the responsibility of the leader. This is a consistent approach, ensuring consistency and continuity from bottom to top.
"The Board will continue to refine the KPIs Framework in the direction of "doing while completing", without waiting or delaying. The goal is to create a streamlined, efficient administration that effectively serves the Party's strategic advisory work," said Board Head Tran Luu Quang.
