According to the report, in 2025, the Provincial People's Committee identified 22 key project categories to focus on leadership and direction to accelerate progress, including: 6 public investment projects; 5 investment projects in the form of public-private partnerships; 11 non-state budget projects. According to the assessment of the Steering Committee's standing agency on the implementation of the projects, in the second quarter, 8 projects met the progress requirements, 14 projects were behind schedule.
In particular, the site clearance work recorded 4 projects in the second quarter, the area of land handed over increased compared to the first quarter, including: Dong Dang - Tra Linh expressway increased by 74.82 hectares; Huu Nghi - Chi Lang border gate expressway handed over increased by 24 hectares; VSIP Lang Son industrial park increased by 17.88 hectares; Eastern urban area, Dong Mo town increased by 4.73 hectares. There were 18 projects facing difficulties because households did not agree on the compensation price, the area handed over increased insignificantly compared to the first quarter of 2025.
Regarding construction and installation, the projects with increased value of completed volume in the second quarter compared to the first quarter include: Dong Dang - Tra Linh expressway project, increased by nearly 1.2 trillion VND; Huu Nghi - Chi Lang border gate expressway project, the value of completed volume increased by nearly 800 billion VND; project to upgrade km 18 to km 80 of National Highway 4B, increased by 198 billion VND; Landmark 1119-1120 project increased by 1.2 billion VND. During the quarter, there were a number of projects in the process of completing legal documents for adjustment, a number of projects were under construction at a very slow pace due to site clearance problems, so the volume of completed implementation increased but not significantly.
Discussing at the meeting, representatives of investors reported difficulties affecting the progress of site clearance and construction of projects such as: no specific land prices have been issued to apply compensation prices, lack of dumping sites, and heavy rain in the second quarter.
Regarding solutions, representatives of the units proposed that the Provincial People's Committee continue to direct communes and departments to focus on approving official compensation plans, completing the development of specific land prices; speeding up the construction of resettlement areas; arranging land funds for concentrated cemeteries to serve the relocation of graves; supplementing land use indicators for projects; coordinating with contractors and investors to remove obstacles arising during project implementation.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee assessed that the implementation of key projects in the second quarter still faced many difficulties in site clearance and unfavorable weather conditions, directly affecting construction and installation, especially key transport infrastructure projects.
To speed up the progress of projects in the third quarter and until the end of 2025, the Vice Chairman of the Provincial People's Committee requested: The People's Committees of communes to concentrate all their efforts on strengthening leadership and direction, coordinating with the Provincial Land Fund Development Center and branches to urgently count, develop specific land prices, approve compensation plans, mobilize and propagate affected households to receive compensation funds, hand over land; consolidate legal documents of non-compliance cases to implement other measures. In particular, urgently hand over land for new projects starting construction to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2 (September 2, 1945 - September 2, 2025) before August 10, 2025.
Regarding construction and installation, especially national and provincial key transport projects such as Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway; Huu Nghi - Chi Lang border gate expressway; project to upgrade section km 18 to km 80 of National Highway 4b, the Vice Chairman of the Provincial People's Committee requested: Project enterprises and construction and installation contractors to increase human resources, review volume, develop detailed construction plans to speed up construction and installation progress to ensure quality and progress to the finish line according to the direction of the Prime Minister and the Provincial People's Committee set out in the third quarter and 2025.
For non-budgetary investment projects and other public-private partnership investment projects, investors must urgently complete project adjustment documents; mobilize sufficient financial resources to arrange for compensation and site clearance to fulfill budget obligations to the state when land is allocated with land use fees. At the same time, accelerate the construction progress of resettlement areas and items according to the plan committed to the Provincial People's Committee in 2025.
The Vice Chairman also assigned specific volume and progress targets for each project to be implemented in the third quarter of 2025 and until the end of 2025.
