Attending the Congress were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tong Quang Thin, Permanent Vice Chairman of the Provincial People's Committee, Head of the Congress Organizing Committee; comrades leading a number of departments and units under the Ethnic Committee; comrades members of the Standing Committee of the Ninh Binh Provincial Party Committee; leaders of departments, branches, sectors and districts of the province. Notably, there were 145 delegates representing more than 30,000 ethnic minorities attending the Congress.
Speaking at the opening of the Congress, Comrade Tong Quang Thin, Permanent Vice Chairman of the Provincial People's Committee, Head of the Congress Organizing Committee said: Implementing the Party's policy on ethnic work, the 4th Congress of Ethnic Minorities of Ninh Binh province - 2024, with the theme "Ethnic groups unite, innovate, create, promote advantages and potentials, integrate and develop sustainably" to Summarize the implementation of ethnic work, affirm the consistent policy of the Party and State on ethnic issues and great national unity; unify the goals, directions and tasks of ethnic work from now until 2029.
At the Congress, the political report presented by the Presidium to the Congress showed that in the period of 2019-2024, ethnic affairs and implementation of ethnic policies have always been identified by Ninh Binh province as a regular task of the entire political system and society. In recent years, all levels and sectors have coordinated to advise on the issuance of documents guiding the implementation of programs, projects and schemes to ensure the successful completion of goals and tasks according to the assigned Plan.
Accordingly, investment programs and projects in ethnic minority and mountainous areas have been implemented promptly, infrastructure has been gradually synchronized and promoted effectively. Direct and indirect policies to support people have been implemented publicly, transparently, with the right goals and targets, creating conditions for people to be proactive and self-reliant to escape poverty sustainably. The political system in ethnic minority areas has always been improved, consolidated, and operated effectively and efficiently; the professional qualifications of cadres and civil servants working in ethnic affairs have been raised, meeting increasingly better the requirements of tasks in the new situation. The great solidarity bloc of ethnic groups has been promoted, overcoming difficulties to well implement goals and tasks, develop the socio-economy , and build new rural areas.
The poverty rate in ethnic minority areas by the end of 2023 is 2.95%, near-poverty rate is about 3.58%; average income per capita in ethnic minority areas is 60 million VND/year . Up to now, ethnic minority areas have 100% of kindergartens, primary schools, and secondary schools meeting national standards; 07/07 communes have health stations meeting national standards (reaching 100%); the rate of communes with national grid electricity is 100%; the rate of communes with car roads to the commune center is 100%; 100% of communes and villages have Cultural Houses attached to sports areas; 08/08 districts and cities are recognized as meeting new rural standards, of which 42% of communes meet advanced new rural standards....
Speaking at the Congress, Minister and Chairman of the Ethnic Minorities Committee Hau A Lenh affirmed: The 4th Congress of Ethnic Minorities in 2024 of Ninh Binh province is an event of profound political and social significance, a special symbol of the great solidarity and "glue" between ethnic groups.
On behalf of the Party Executive Committee and the leaders of the Ethnic Committee, the Minister and Chairman sent to the provincial leaders, distinguished guests, especially the official delegates representing more than 30 thousand ethnic minorities in the whole Ninh Binh province attending the Congress the warmest sentiments and best wishes.

Minister and Chairman of the Ethnic Committee Hau A Lenh suggested that in the coming time, Party committees, authorities, socio-political organizations, cadres and Party members need to continue to study and raise awareness of the Party and State's viewpoints, policies and guidelines on ethnic work, great national unity and ethnic policies; continue to disseminate, thoroughly grasp and effectively implement Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the 9th Party Central Committee on ethnic work in the new situation; Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14 of the 14th National Assembly approving the Master Plan and Investment Policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Resolution No. 10/NQ-CP of the Government promulgating the Ethnic Affairs Strategy for the 2021-2030 period, with a vision to 2045.

The 4th Congress of Ethnic Minorities in Ninh Binh Province - 2024 has approved the Resolution Letter with the following goals for the period 2024 - 2029: 100% of communes in ethnic minority areas meet the new rural standards for the period 2026 - 2030; strive by 2030, 50% of communes in ethnic minority areas meet the advanced new rural standards and 20% of villages and hamlets meet the model new rural standards. Strengthen health care so that ethnic minorities have access to modern health care services; strive for over 98% of ethnic minorities to participate in health insurance. The rate of trained workers is 70% or more. Preserve and promote the values and good traditional cultural identities of ethnic groups, 100% of villages and hamlets have community houses; 100% of villages and hamlets have traditional cultural and artistic teams (or clubs). 100% of households have access to hygienic water, of which over 80% use clean water...
At the Congress, 01 collective and 02 individuals with outstanding achievements were awarded Certificates of Merit by the Prime Minister. On this occasion, Minister and Chairman of the Ethnic Committee Hau A Lenh awarded Certificates of Merit to 01 collective and 05 individuals; awarded the Medal for the Development of Ethnic Groups to 05 individuals for their outstanding achievements in ethnic work and implementation of ethnic policies. The Chairman of the Ninh Binh Provincial People's Committee also awarded Certificates of Merit to 05 collectives and 15 individuals with outstanding achievements in implementing patriotic emulation movements of the province.
