Comrade Pham Tu - Vice Chairman of the District People's Committee affirmed: "Ethnic work is always an important and top priority task that Party committees at all levels, authorities and the entire political system pay attention to, solving key issues of labor, employment, poverty reduction and ensuring social security; prioritizing socio-economic development in particularly difficult areas where ethnic minorities live; at the same time, integrating national target programs, poverty reduction policies and ethnic policies to effectively invest in projects, contributing to improving the lives of people, maintaining security and order, social order and safety, and consolidating people's trust in the Party and State".
In the past 5 years, the district's socio-economic development has been quite good, the growth rate and production value are higher year after year. The economic structure has shifted in the right direction, the poverty rate has decreased by an average of 0.5%; the average income per capita has now reached 37.4 million VND/year. The life of ethnic minorities in the district has improved, thereby narrowing the gap with the lowlands. In the past 5 years, tens of thousands of ethnic minorities have been trained in vocational skills, created new jobs and exported labor. Many poor ethnic minority families have been supported to repair, rebuild and eliminate temporary houses; thousands of hectares of natural forests have been protected. Many typical products of ethnic minorities such as tea, sticky rice, noodles, honey are produced organically in the direction of goods... Party committees and authorities have paid special attention to training, fostering, improving professional qualifications, political theory and building a team of cadres who are ethnic minorities. Up to now, the proportion of ethnic minorities who are district-level officials is 39.5%, commune-level officials is 67.8%; People's Council delegates at district level are 41.94%, commune-level officials are 68.79%.
The fields of education, health, culture and society in ethnic minority areas have improved a lot. Facilities and equipment of schools in highland and ethnic minority areas have been invested and upgraded. The quality of education has been increasingly improved; many ethnic minority students have overcome difficult circumstances, strived to study and achieved many high achievements. 100% of villages and hamlets have medical staff. Every year, tens of thousands of ethnic minorities in disadvantaged communes are granted free health insurance cards and enjoy medical services in medical examination and treatment. The preservation and promotion of the cultural identity of the Muong ethnic group and other ethnic minorities in the area are maintained. Traditional festivals are organized to ensure originality and significance for each ethnic group. Vi singing, Rang singing, Moi dancing, gong singing, dam duong singing... of the Muong people; Lap Tinh ceremony, Praying for rain ceremony of the Dao people; Games such as swings and throwing balls are restored, preserved and widely developed...
The inter-village road in Dich Qua commune, Thanh Son district has been repaired and upgraded to create favorable conditions for people to trade goods.
The movement "All people unite to build a cultural life" associated with the Campaign "All people unite to build new rural areas and civilized urban areas" has been effectively implemented. In 2023, 52.5% of ethnic minority households were recognized as cultural families; 86.6% of residential areas achieved cultural titles; 100% of agencies and units met the criteria for building cultural agencies; 263/263 residential areas had village covenants and conventions. Over the past 5 years, the whole district has built, upgraded and repaired 105 residential cultural houses with a total cost of over 32 billion VND. Hundreds of ethnic minority youths left for military service. The security and order situation in the area has been maintained, ensuring absolute safety for political, cultural and social events and important targets; not to let complicated incidents occur, forming "hot spots" of security and order right from the grassroots... The work of building the Party and building a clean and strong government has been focused on, achieving comprehensive results. The whole district has nearly 4,000 ethnic minority party members, accounting for 50.58% of party members in the whole district...
Implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, the district has focused on integrating capital sources to build essential infrastructure. From 2021-2024, 81 traffic, school, irrigation, health, cultural, and centralized water works and resettlement of residents have been allocated capital. The district has synchronously implemented solutions on ethnic affairs in all areas. Thanks to that, the poverty rate among ethnic minorities in 2023 decreased by 0.82%. Propaganda, dissemination of legal education, and legal aid in ethnic minority and mountainous areas have been innovated, so people have grasped and understood the Party's policies and the State's laws.
The socio-economic infrastructure in ethnic minority areas has been gradually built in a synchronous and modern direction. Up to now, 100% of communes in the whole district have car roads to the center; the rate of households using national grid electricity is 99.6%, the number of rural households using hygienic water is 96.5% or more; 100% of communes with a large number of ethnic minorities have solid schools and medical stations...
In particular, the people are happy and excited when the Party, the State, the Party committees, the authorities, the agencies and enterprises pay attention to and take care of the material and spiritual life of poor households and families with preferential policies on the occasion of Tet holiday... In the past 5 years, the whole district has elected 1,253 prestigious people among ethnic minorities. The village elders, village chiefs and prestigious people have promoted exemplary roles in the ethnic community; gradually eliminated backward customs, promoted good values in life, built a new cultural lifestyle in residential areas...
Promoting the achieved results, in the coming time, Thanh Son district will continue to promote the Patriotic Emulation Movement among ethnic minorities and well implement ethnic policies; promote poverty reduction, especially among ethnic minorities in mountainous and extremely difficult areas; well implement campaigns and patriotic emulation movements, mobilize ethnic minorities to actively implement the Party's guidelines and policies, the State's laws... contributing to the development of the economy, culture and society, maintaining national defense and security, building a new and prosperous life.
