Ms. Na worked for a company and participated in compulsory social insurance from July 2015 to June 2016, then quit. Only now, after hearing her friends remind her, did Na remember that she still had a social insurance book that was closed nearly a decade ago.
Ms. Na wondered: "I have only paid social insurance for 11 months, can I withdraw social insurance at once now? Or do I have to pay for 12 more months before I can withdraw? What documents are required?"

According to Vietnam Social Security, the conditions for receiving one-time social insurance benefits are stipulated in Clause 1, Article 8 of Decree No. 115/2015/ND-CP and Article 1 of Circular No. 18/2022/TT-BYT amending Article 4 of Circular No. 56/2017/TT-BYT.
Accordingly, employees who have a request are entitled to receive a one-time social insurance payment if they fall into one of the following four cases.
Firstly, employees who are old enough to receive pension according to regulations but have not paid social insurance for 20 years; female employees who are full-time or part-time workers in communes, wards and towns who retire at the age of 55 but have not paid social insurance for 15 years and do not continue to participate in voluntary social insurance.
Second is after one year of leaving work without having paid social insurance for 20 years and not continuing to pay social insurance.
The third is to go abroad to settle down.
Fourth, those who are suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS; those who have diseases or disabilities that reduce their ability to work by 81% or more and cannot control or perform daily personal activities on their own and need someone to monitor, assist, and provide complete care.
Thus, Ms. Na only needs to meet the conditions of one of the four cases above to be able to enjoy the one-time social insurance regime, and does not have to continue paying for 12 months to be able to withdraw social insurance at one time. Here, Ms. Na belongs to the second case, after one year of leaving work without paying 20 years of social insurance and not continuing to pay social insurance.
Regarding the documents, Vietnam Social Security said that Ms. Na needs to prepare a social security book and a one-time social security application (Form No. 14-HSB, download HERE).
For workers in other cases, the application must include additional documents proving that they are going abroad to settle down, are sick, etc.
