Synchronizing solutions to improve population quality

Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation clearly affirmed: Population work is a strategic task, both urgent and long-term, closely linked to the cause of building and defending the Fatherland.

Not only stopping at adjusting birth rates, current population policy also covers key factors such as golden population structure, population quality, health care for the elderly, adaptation to population aging, control of gender imbalance at birth, migration management, and integration of population in socio -economic development of each locality and the whole country.

In Thanh Hoa , all levels and sectors are urgently concretizing the directive contents with many practical actions, with synchronously deployed solutions, contributing to improving population quality in the new situation.

Implementing Conclusion No. 149-KL/TW of the Politburo , the Provincial Party Committee and the Provincial People's Committee have issued many important directive documents, specifying tasks and solutions suitable to local conditions. Notably, Plan No. 284-KH/TU dated June 23, 2025 of the Provincial Party Committee and Plan No. 147/KH-UBND dated July 16, 2025 of the Provincial People's Committee on implementing Conclusion No. 149-KL/TW; Decision No. 2768/QD-UBND dated August 18, 2025 on perfecting the Provincial Steering Committee for Population and Development. Along with that, the Provincial Population Office has issued many executive documents, adjusting plans accordingly after rearranging commune-level administrative units; At the same time, develop a population work plan for 2026 and the 2026-2030 period, ensuring consistency and effectiveness throughout the system.

According to statistics, by the end of September 2025, the total permanent population of the province was 3,905,645 people, of which 642,302 were married women aged 15-49. The sex ratio at birth reached 113.3 boys/100 girls, down 0.3 percentage points over the same period last year, showing that efforts to control the gender imbalance at birth have achieved positive results.

In the first 9 months of 2025, 24,795 pregnant mothers were screened prenatally (reaching 68.8% of the plan) and 5,053 newborns were screened (reaching 50.1%). The total number of new users of modern contraceptive methods reached 76,901 people (66.7% of the plan). Along with that, many programs and projects on population and development were implemented synchronously, bringing practical results. Notably, the Project to control gender imbalance at birth, at the provincial level, has produced 2 television reports, 1 propaganda article, 3 propaganda billboards, reproduced 2,200 copies of the document "Questions and answers on gender imbalance at birth", organized 1 training course for 90 population collaborators on communication skills and gender equality. At the grassroots level, 272 thematic talks with 13,600 participants and 272 women's clubs helping each other develop the economy are maintained regularly. The socialization project to provide contraceptives, goods and services for family planning/reproductive health is also implemented in many localities, contributing to expanding access to population services to people in rural and disadvantaged areas.

Population communication work continued to be promoted. At the provincial level, 263 posters, 3 panels, 3 reports, 3 articles were produced; 1 training course was organized for 126 population collaborators. At the commune level, more than 2,000 radio broadcasts and 1,000 propaganda articles on population - family planning were regularly carried out, helping the population policy spread widely in the community. Population counseling and service provision for adolescents and youth were promoted with 175 extracurricular activities at 225 secondary and high schools, attracting more than 12,000 students to participate and publishing 5,635 propaganda books. Elderly health care activities were actively implemented with 498 club activities, attracting 24,900 participants, contributing to improving the spiritual life and promoting the role of the elderly in the community.

Mr. Vi Van Lam in Muong Ly commune shared: "Before, I only thought that population was a matter of having many or few children. But through propaganda sessions, I understand that population is also related to reproductive health, elderly care, gender imbalance at birth... My family has changed its perception, paying more attention to health care for grandparents and children."

Head of the Provincial Population Department Bui Hong Thuy said: "Conclusion No. 149-KL/TW emphasizes that population work does not stop at family planning but must shift its focus to population and development. That means paying comprehensive attention to the quality, structure, distribution of population, population aging and gender imbalance at birth... to meet development requirements in the new period. In the coming time, the Department will continue to innovate communication methods, promote activities to control the rate of increase in sex ratio at birth, adjust birth rates, and take care of the health of the elderly; coordinate with departments, branches, organizations, and localities to bring population work to every house, every village, and every person according to the motto "slow and steady wins the race", contributing to raising people's awareness and knowledge of the Party and State's policies and guidelines on population work".
