This is an important step to realize the commitment to reduce emissions and develop sustainably, and gradually replace Decision No. 53/2012/QD-TTg on the biofuel blending ratio which is no longer suitable for reality.
Speaking to reporters of the Government E-newspaper, Mr. Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion (Department of Planning and Investment - Ministry of Industry and Trade), said that the preparation process is entering the final stage of completion. Specifically, on July 5, 2025, the Government Office issued Official Dispatch No. 6246/VPCP-CN informing Deputy Prime Minister Bui Thanh Son of his agreement with Document No. 4594/TTr-BCT of the Ministry of Industry and Trade on the development of a decision to replace Decision 53. However, with Decree No. 146/2025/ND-CP taking effect from July 1, 2025, the authority to issue a roadmap for biofuel blending has been transferred from the Prime Minister to the Minister of Industry and Trade. Accordingly, Minister Nguyen Hong Dien assigned the Department of Planning and Investment to preside over the development and issuance of a new roadmap, expected to take effect from early 2026.
Resuming ethanol plant operations
One of the major challenges today is the limited supply of ethanol in the country. Mr. Dao Duy Anh said that currently only 2/6 ethanol factories are operating, with a total capacity of about 100,000 m³/year, while the demand when deploying E10 gasoline nationwide can reach 1 - 1.5 million m³/year. The main reason is that since 2018, Vietnam has only applied the distribution of E5RON92 gasoline (mixing 5% ethanol into RON92 mineral gasoline), causing low demand for ethanol consumption, no output for production, and many factories have had to stop operating.
To overcome this situation, the Ministry of Industry and Trade has determined that imported ethanol will play a supplementary role in the initial phase. At the same time, it will accelerate the recovery of invested ethanol plants, avoid wasting resources, and contribute to ensuring energy security. In the long term, the Ministry will recommend that competent authorities issue policies to encourage investment in the ethanol production value chain from raw materials to production and consumption.

Infrastructure ready, feasible implementation schedule
Mr. Dao Duy Anh emphasized that an important factor ensuring the transition to E10 gasoline is the readiness of the storage, transportation and distribution infrastructure system. Through the survey, the Ministry of Industry and Trade found that large key enterprises, which account for the majority of the domestic gasoline market share, have enough capacity to renovate the existing system to distribute E10 gasoline. This renovation does not require large costs or a long time, so the application timeline from January 1, 2026 is considered completely feasible.
In addition to building a roadmap and ensuring supply, the General Department of Market Management and Development is also working closely with the Department of Domestic Market Management and Development, business associations, international organizations and related units to synchronously deploy solutions. This includes monitoring the quality of biofuel in the market and preparing technical facilities for circulation and distribution, ensuring a synchronous and smooth operating system.
According to the Deputy Director of the General Department of Market Management, the success of the biofuel roadmap depends not only on policies or infrastructure, but also on consumer consensus. Realizing this, the General Department of Market Management has developed and implemented a comprehensive communication strategy to raise public awareness of the benefits of biofuel, especially its role in environmental protection and sustainable development.
Through official media channels, seminars, and discussions with experts and the business community, the Ministry of Industry and Trade is gradually providing objective and scientific information on the impact of biofuel on engine performance and vehicle life, while refuting any false information, if any. This is considered a key solution to promote people's trust and support in the transition to E10 gasoline.
