According to the Draft Resolution, the proportion of buses using electricity and green energy will reach about 70-90% by 2030, and 100% by 2033. The conversion proposes 3 scenarios by 2033. Scenario 1: 100% electric buses, total resources of 52,354 billion VND; scenario 2: 70% electric buses, 30% LNG/CNG buses (clean fuel), total resources of 47,003 billion VND. Scenario 3: 50% electric buses; 50% LNG/CNG buses, total resources of 43,940 billion VND. In the immediate future, the City People's Committee proposes to choose to implement according to scenario 3 and when conditions permit, strive to implement according to scenario 2. After 2040, implement according to scenario 1.

Mr. Pham Ngoc Thao, former Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, said that the development of a public transport system using buses using electricity and green energy is a revolution, an important breakthrough in Hanoi 's urban transport with many benefits and also many difficulties, requiring high determination, close direction and leadership of the City Party Committee, the city government, specialized management agencies and active support from the people. To implement well, the People's Council, the People's Committee and the city's agencies will clarify further the bases to determine the roadmap for implementing the relevant contents of the Resolution. That is the roadmap for converting vehicles, investing in infrastructure for electric charging stations and providing clean energy; adding the necessary land area to build electric charging stations for public transport in the short term and long term when eliminating vehicles throughout the city.

From another perspective, Associate Professor Dr. Doan Minh Tam, former Director of the Institute of Transport Science and Technology, Ministry of Transport, said that in the inner city, buses can only operate on urban and regional routes in Hanoi, accounting for about 30-35% of the total length of urban roads in 12 inner city districts and some suburban routes. To achieve the rate of public passenger transport in Hanoi from 45-50% by 2030, in addition to the requirement to develop a project to convert buses to use green energy, it is also necessary to increase the number of buses, open more routes so that the transport capacity reaches 4-5 million passengers/day (4-5 times higher than the current capacity). The city needs to establish a separate project to develop the city's bus fleet and needs to expand and develop the system of roads and urban roads to be eligible for about 5,000 buses to operate from now until 2030...

Speaking at the conference, Deputy Director of the Department of Transport Dao Viet Long affirmed that the Department has worked many times with functional agencies and enterprises to issue this project with the goal of both transforming and developing in each specific stage. The Department of Transport has identified the resources for implementation, which are the State budget and enterprises. The Department will receive all contents related to the project and, together with the consulting unit, complete it to submit to the City People's Council.

Concluding the conference, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong emphasized that the Department of Transport has shown great efforts, diligence, and high political determination, consistent with practical trends in the process of preparing the project. Ms. Nguyen Lan Huong also suggested that if the project name is kept, the drafting agency should add development content including synchronous solutions for technical infrastructure and social infrastructure to ensure feasibility. Determining the implementation roadmap must be linked to targets, ensuring scientific nature and feasibility to increase persuasiveness. Along with that, there must be mechanisms and policies to support businesses, and promote propaganda to the people to participate in implementing this project. The Vietnam Fatherland Front of Hanoi city will synthesize and send feedback to relevant agencies for timely adjustment and submission to the People's Council for approval at the mid-year regular meeting in early July.
