Comrade Dinh Huu Thanh was born in 1977, from Quang Loc commune (Ba Don town). He is a cadre with basic training and grew up from the grassroots.

During his career, he held the positions of Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam - Quang Binh Branch; Director of the Department of Planning and Investment; Secretary of the Bo Trach District Party Committee, Chairman of the Inspection Commission of the Quang Binh Provincial Party Committee.
