On behalf of the Standing Committee of the City Party Committee and the leadership of the working group, Comrade Nguyen Phuoc Loc expressed his delight, commended, and highly appreciated the spirit of unity, consensus, and efforts to overcome difficulties shown by the comrades from the 17 wards and communes participating in the meeting. The comrades demonstrated unity and consensus, further strengthening the discussion to overcome challenges and difficulties in the initial phase, and successfully managed the operation of the two-level local government over the past week.

During the meeting, Comrade Nguyen Phuoc Loc reiterated the nine key points previously instructed in earlier meetings, while also checking the progress of implementation, evaluating initial results, and thoroughly discussing the preparation for organizing the Party Congresses at the ward and commune levels, ensuring the progress and quality meet the requirements.

The comrade specifically noted and reiterated the nine key areas that had been reported by localities and were continuing to be implemented, including maintaining a central coordinating body for the restructuring of administrative units; reviewing, compiling, classifying, and transferring tasks, finances, public assets, and especially documents at the district level. Regarding this, the comrade requested a thorough review, compilation, classification, and transfer of financial projects, assets, offices, and documents from the district-level Party organizations to the commune-level government and mass organization activities.

Comrade Nguyen Phuoc Loc worked on preparations for the Party Congress with the Party Committees of 17 wards and communes.

The comrade emphasized the need to ensure that no tasks are overlooked, that there are no bottlenecks or gaps, and that there is no negative impact on citizens and businesses. He urged a prompt review of public service units in the area to coordinate the handover and transfer process in accordance with regulations.

Implement the plan for organizing grassroots Party congresses and higher-level Party congresses. Review and resolve outstanding issues, especially those directly related to the people; compile and forecast the issues that will be carried over after the reorganization to propose to the competent authorities for consideration and decision.

Establish a new inter-ward/commune working group to coordinate the handling of interconnected tasks and outstanding issues. In particular, ensure uninterrupted internet access for public administration services. Pay attention to job positions within the new organizational structure.

"When we carry out any work, we must prioritize security, safety, and the well-being of the people. It's not just about serving the people, but also about protecting our own staff so that we can continue to implement and ensure the fulfillment of our assigned tasks," Comrade Nguyen Phuoc Loc emphasized.

Furthermore, Comrade Nguyen Phuoc Loc also noted the implementation of 28 Government Decrees on the decentralization, delegation, and delineation of authority between the Government and local governments at two levels in 12 groups of fields. The Standing Committee of the Party Committee of the ward/commune must review related tasks to provide opinions and decisions when the People's Committee of the ward/commune submits them. Once the Party Committee makes a decision, the People's Council of the ward/commune will hold a meeting to decide on implementation.
