Since the merger of the provinces, the Department of Agriculture and Environment has issued many documents urging and guiding localities to strengthen the collection, transportation and treatment of domestic solid waste in the area.
The Department has signed 4 appendices to the contract for collection, transportation and treatment of domestic waste for the Ninh Binh area and the old Nam Dinh area with 4 service providers, including: Nam Dinh Environment Joint Stock Company, Ninh Binh Urban and Environment Joint Stock Company, Tam Diep Urban Environment Joint Stock Company, Ninh Binh Solid Waste Treatment Plant.
Drafts have been developed and are being consulted with relevant units to complete and submit to the Provincial People's Committee for promulgation: Regulations on management of domestic solid waste in Ninh Binh province; Regulations on economic and technical characteristics of collection, transportation, and treatment services for domestic solid waste and public sanitation in Ninh Binh province; Project on collection, transportation, and treatment of domestic solid waste in the province.
At the same time, urgently develop a draft and implement processes and procedures to submit to the Provincial People's Committee for promulgation: Prices for collection, transportation and treatment of domestic solid waste in the province; Technical processes, economic-technical norms for collection, transportation, treatment of domestic solid waste, public sanitation in Ninh Binh province... as a basis for implementing collection, transportation and treatment services of domestic solid waste in the province.
According to the Department of Agriculture and Environment, the amount of domestic waste generated in the Nam Dinh area is about 1,200 tons/day, and in the Ninh Binh area is about 680 tons/day. Part of the waste is classified by households for reuse, recycling and utilization as animal feed and organic fertilizer, the rest is collected and transported to treatment areas.
Currently, the whole province has 63 landfills and 108 incinerators managed by the People's Committees of communes and wards; of which many landfills are overloaded, do not ensure environmental hygiene, some incinerators are degraded, operate inefficiently, leading to the risk of environmental pollution.
However, the collection, transportation and treatment of domestic waste in the province still faces some difficulties and problems such as: The amount of waste is increasing, putting pressure on the current waste management and treatment system of the locality; the classification, collection and transportation of waste and garbage are not uniform, many places and localities still implement it in a formal and ineffective manner; waste treatment chains using organic humus production technology do not reach the designed capacity because the waste is not classified at the source.
Many landfills and incinerators are overloaded, and incinerators are degraded; some incinerators do not have exhaust gas treatment systems that meet requirements; small-scale landfills are not waterproofed, and do not have wastewater treatment systems, leading to environmentally unsafe treatment and waste of resources.
The waste-to-energy plant project in My Loc ward is slow to implement, leading to overloading of the Loc Hoa waste treatment complex; the Ninh Binh waste-to-energy plant project has not allocated enough capital to implement the project because there is no agreement on waste treatment with the province, so it is difficult to mobilize capital, and there is a risk of delay in progress...
The Vice Chairman of the Provincial People's Committee and the working delegation inspected the field at Ninh Binh Solid Waste Treatment Plant (Trung Son Ward); Hien Khanh Commune's domestic waste treatment area; Loc Hoa Waste Treatment Plant of Nam Dinh Environment Joint Stock Company; Greenity Nam Dinh Energy Joint Stock Company.


After conducting field inspections, listening to reports from localities and businesses on the current situation, difficulties and problems, and proposing a number of related issues, Vice Chairman of the Provincial People's Committee Nguyen Anh Chuc acknowledged the efforts of localities and businesses in collecting, managing, and treating waste and household waste, contributing to ensuring environmental sanitation in the province.

At the same time, request: The Department of Agriculture and Environment to urgently develop a price framework for collection, transportation and treatment of domestic solid waste in the province as a basis for localities and enterprises to implement. Localities should strengthen management, collection and transportation, and pay attention to supporting cooperatives, units and enterprises participating in waste collection and treatment in the area.
For the waste treatment areas of Trung Son ward, enterprises must immediately implement measures to collect wastewater, manage and ensure environmental sanitation by measures such as: covering with tarpaulins, spraying with biological products; for the Loc Hoa waste treatment plant of Nam Dinh Environmental Joint Stock Company, it is necessary to focus on improving the environment in the factory area..., resolutely not to pollute the surrounding environment.
The Department of Finance and the Department of Construction focus on supporting localities and businesses to completely resolve arising problems, promptly put waste treatment plants into operation, contributing to ensuring environmental sanitation in localities in the province.
