The event was held on the occasion of the 3rd Korean Game Week 2025 in Hanoi .

Speaking at the opening of the discussion, Deputy Director of the Copyright Office Le Minh Tuan said that with the strong development of technology, especially technology on digital platforms, countries around the world are facing advantages and challenges in innovation, especially innovation on digital platforms.
Along with that, the field of game development and challenges in copyright protection in the digital environment in general and the game industry in particular are also topics of great interest.
Recently, the World Intellectual Property Organization (WIPO) has also implemented many activities to promote copyright protection in the digital environment in many countries through organizing forums in Japan and Korea.
At the WIPO headquarters, in the upcoming meeting of the Standing Committee on Copyright and Related Rights, the topic of Research and Proposals on Copyright Protection in the Digital Environment will also be discussed to promote effective enforcement solutions in the coming time.
According to Mr. Le Minh Tuan, the gaming industry in the world and in Vietnam is converging conditions for strong development. Gaming is not only a form of entertainment but is becoming an important creative economic sector, contributing to digital economic growth, technological innovation and creating jobs for millions of young workers.
Recently, the Prime Minister signed and issued the Strategy for the Development of Cultural Industries in Vietnam to 2030, with a vision to 2045. In which, games are identified as one of the key cultural industries in Vietnam. In particular, games are also a key cultural industry in Korea.
“The potential, strengths and strong development of the gaming industry today are also posing many new challenges in copyright protection, especially on the internet environment and digital platforms for this highly creative activity,” said Mr. Le Minh Tuan.

The current situation of game copyright infringement poses a significant challenge, requiring coordinated efforts to focus on solving it. Current game copyright infringement issues are mainly popular acts of illegally cracking and modding games; violating on livestream and short video platforms; using hacks/cheats, breaking security keys; operating illegal servers, releasing games without permission...
These actions cause great damage to businesses, affect user rights and distort the competitive environment of the gaming industry. Therefore, sharing monitoring models, violation detection technology and international coordination mechanisms is extremely necessary.
In order for the gaming industry to develop sustainably and contribute more and more effectively to the economic development of Vietnam and Korea, Mr. Le Minh Tuan said that the gaming industry needs the support of management agencies, businesses, game creators, individual users, etc. as well as copyright protection organizations in building a modern legal corridor, effectively protecting copyright and raising public awareness.

According to Mr. Yu Byoung Han, Chairman of the Korea Game Culture Foundation and Chairman of the Korea Software Copyright Association, in the digital age, strengthening cooperation and promoting cultural exchange activities play a key role in improving the effectiveness of copyright protection in the cultural field and on digital platforms.
Mr. Yu Byoung Han added that the vibrant cultural exchange is creating many positive impacts, especially in the field of cooperation in game development between Vietnam and Korea.
However, Mr. Yu Byoung Han commented that in order to maintain the strong growth momentum of the gaming industry, copyright protection is considered a prerequisite. In the context of the growing gaming industry, Vietnamese youth are increasingly interested in games and software, enhancing information security and protecting intellectual property rights is more urgent than ever. Copyright protection is not only a "fence" to protect the gaming market, but also an important driving force to promote content creation in the digital environment.

Promoting copyright enforcement solutions in the digital environment
At the seminar, delegates affirmed that game copyright infringement not only causes great economic damage to businesses, but also affects the market, users and the development of the creative industry.
Therefore, Vietnam and Korea can strengthen cooperation in protecting copyright in the game field; support the building of a healthy digital environment for the game industry. Along with that, the two sides need to increase the exchange of solutions to improve enforcement capacity and public awareness on the issue of protecting copyright in games.
