Driving force for rural industrial development

On October 16, the Department of Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade coordinated with the Department of Industry and Trade of Tuyen Quang province to organize a conference on industrial promotion for provinces and cities in the northern region in 2025.

Industrial promotion activities in 2024 and the first 9 months of 2025 in the northern provinces have achieved many outstanding results; affirming the important role in rural industrial development, actively contributing to increasing the industrial production value of provinces and cities.

According to the report, the total industrial promotion budget implemented in 2024 by 15 northern provinces and cities is more than 94 billion VND, reaching nearly 90% of the annual plan.

In 2025, the total budget for industrial promotion in the northern provinces and cities will be more than 148 billion VND. Based on the allocated budget, localities have actively implemented industrial promotion activities according to plan.

In the first 9 months of the year, provinces and cities supported 1 technical demonstration model; supported 84 rural industrial establishments to apply advanced machinery and equipment to industrial and handicraft production lines.

Activities supporting the application of advanced machinery and equipment have contributed to helping rural industrial establishments improve machinery and equipment in production, automate production lines, and improve product quality.

Along with that, provinces and cities supported 210 rural industrial establishments to participate in exhibition fairs; supported the organization of voting for typical rural industrial products for 30 establishments; awarded prizes and posted information introducing products that won national awards.

Activities to support the development of quality human resources, improve management capacity, provide advice and assistance to rural industrial establishments; provide information on rural industrial development; and improve the capacity to organize and implement industrial promotion activities have been actively implemented and achieved many outstanding results.

Organizing training courses has contributed to helping rural industrial establishments improve their management capacity, production and business operations, quickly adapt to customer needs, and have effective marketing strategies to promote businesses to develop in a modern direction.

Rural industrial establishments have improved knowledge and awareness of solutions and experiences in using energy efficiently and effectively to apply in production.

Trade promotion activities and advertising of typical rural industrial products are organized regularly, contributing to supporting establishments to expand markets, diversify distribution channels, and improve competitiveness.

2025 is the final year of implementing industrial promotion work in the 2021-2025 period. The results achieved this year are of great significance to the overall results of the whole period; creating a stepping stone to implement industrial promotion work in the 2026-2030 period more effectively.

With that meaning, representatives of the Department of Industry and Trade of provinces and cities discussed and shared lessons learned and valuable lessons from the practice of organizing and implementing industrial promotion activities.

At the same time, it pointed out the difficulties and shortcomings in implementing tasks at the local level, especially when the arrangement of administrative units and the organization of two-level local governments led to changes in the legal basis and organizational structure affecting the implementation of industrial promotion tasks.

According to the representative of the Department of Industry and Trade of Bac Ninh province, currently, many communes and wards have not arranged enough human resources in specialized departments, including the field of industry and trade. Therefore, the coordination with communes and wards in implementing industrial promotion activities is still not really synchronous, some places are still confused in organizing and monitoring the implementation of the project.

Awarding the flag to host the 2026 industrial promotion conference to Hai Phong city.

From that reality, the representative of the Department of Industry and Trade of Bac Ninh province said that in developing a local industrial promotion plan for the period 2026-2030, it is necessary to clearly define the coordination mechanism, assignment and decentralization between the Department of Industry and Trade and communes and wards to ensure unified, synchronous and effective management from the province to the grassroots level.

At the same time, it is necessary to develop a set of documents and guidelines on industrial promotion work, providing them to officials in charge of the industry and trade sector in communes and wards to create unity in organizing, implementing, monitoring and managing industrial promotion activities right from the grassroots level.
