In Ban Khieu village, the illegal construction of Mr. Leng Van Ho's house is a typical case. As soon as the family started digging the foundation, the commune authorities made a record requesting to stop the construction; however, the homeowner continued to build in a solid direction. Not only did he build illegally, Mr. Ho's family also arbitrarily moved 9 ancient Shan Tuyet tea trees, which are part of the group of trees with preserved genes in Dong Phuc commune.
Previously, all 85 Shan Tuyet tea trees were located within the land clearance area for the Bac Kan - Ba Be Lake road project, and were forced to move to a concentrated area in Ban Khieu village.
After completing the relocation, the Commune People's Committee handed over these trees to Mr. Leng Van Ho's household for care and protection on family land according to the issued management regulations; the harvesting was allowed to be carried out in accordance with the technical process and the household benefited from the tea products.
The regulations clearly state that any activities of tree trimming, canopy restoration, or tree relocation must be approved by specialized agencies and local authorities. However, Mr. Ho's family arbitrarily relocated 9 tea trees, causing some trees to die and be replaced with other varieties, affecting the conservation value and violating regulations on genetic resource management.
Immediately after Thai Nguyen Newspaper and Radio and Television reported on the illegal construction of houses in the Shan Tuyet tea conservation area in Dong Phuc commune on November 20, on November 21, the commune's interdisciplinary working group continued to conduct inspections, make records, request to stop construction, and directly dismantle scaffolding and construction equipment.

Mr. Trieu Duc Thong, Vice Chairman of Dong Phuc Commune People's Committee, said: After discovering the incident, the authorities invited the family to the Commune People's Committee to work, made a record, and reminded them many times; most recently, on November 17, the commune issued a notice requesting an end to illegal construction activities. The locality's viewpoint is to resolutely not allow cases of illegal construction and illegal dumping to occur, affecting the landscape and management order.
Since operating under the 2-level local government model, Dong Phuc commune has strengthened inspection, supervision and resolutely handled violations. The whole commune has discovered 6 cases of illegal construction and 3 cases of illegal leveling, all of which have been recorded according to regulations. The commune is completing documents to punish 3 cases. The violating households have basically complied, stopped construction and stopped all leveling activities after being reminded. In parallel with the inspection and handling of violations, Dong Phuc commune is reviewing and urgently completing detailed planning projects.
