The move is seen as boosting hopes of re-establishing foreign diplomatic missions in the southern Yemeni city.

The Saba news agency reported that during a meeting in the Saudi Arabian capital Riyadh on October 8, Russian Charge d'Affaires in Yemen Evgeny Kudrov and Yemeni Foreign Minister and Resident Minister Shaya Al-Zindani said that the Russian Embassy in Yemen will reopen "early next year."
Mr Kudrov expressed Russia's support for the internationally recognized government of Yemen.
Foreign Minister al-Zindani appreciated Moscow's supportive stance in supporting the Yemeni people and the internationally recognized government.
Russia has taken “serious” steps toward reopening its embassy in Yemen, an unnamed Yemeni foreign ministry official said, adding that India and some other Gulf Cooperation Council (GCC) countries could follow suit and open embassies in Aden, Yemen’s temporary capital.
The move marks Russia's return to diplomatic presence in Yemen after nearly 10 years of closure.
Foreign diplomatic missions in Sanaa, Yemen's official capital, have been closed since the country was plunged into chaos in 2014, when the Houthi movement seized the capital and much of the north, forcing the internationally recognized government into exile in Saudi Arabia.
In 2015, a Saudi-led Arab coalition intervened to restore the internationally recognized government in Yemen. However, the Houthis still control much of the north of the country.
