Dong Thap strives to improve PCI Index in 2024

DTO - On the morning of May 31, Chairman of Dong Thap Provincial People's Committee Pham Thien Nghia chaired a conference to analyze and evaluate the Provincial Competitiveness Index (PCI) and Green Index (PGI) of Dong Thap province in 2023. Attending were representatives of provincial and local departments and branches.

According to the People's Committee of Dong Thap province, in 2023, the province's PCI index reached 69.66 points, ranking 5th in the country and 2nd in the Mekong Delta region. This is the 16th consecutive year (2008 - 2023) that Dong Thap province is in the top 5 leading provinces and cities nationwide in terms of PCI index.

The survey results show that in 2023, although the PCI Index of Dong Thap province decreased compared to 2022, many component indexes increased, of which the market entry index reached 7.50 points (up 0.32 points); the transparency index reached 7.28 points (up 0.18 points); the time cost index reached 8.39 points (up 0.28 points); the fair competition index reached 6.72 points (up 0.39 points); the business support index reached 6.21 points (up 0.71 points); the legal institutions, security and order index reached 8.31 points (up 0.35 points).

Regarding the PGI Index in 2023, Dong Thap ranked 18th in the country. In particular, the indexes that increased in points were: environmental pollution and natural disaster reduction increased from 3.55 to 7.71 points; ensuring compliance increased from 4.96 to 5.80 points; the leadership role of the provincial government in promoting green practices increased from 3.88 to 4.13 points; policies to encourage and support business support services in environmental protection increased from 1.98 to 5.10 points.

The province strives for a PCI score of 71 points or higher in 2024 and maintains its position in the top 5 provinces and cities with the best economic management quality in the country. At the same time, the province strives for a PGI score of 25.75 points or higher. In particular, the province continues to promote administrative procedure reform, improve and enhance the operational efficiency of the Public Administration Center; improve the quality and attitude of public service performance of officials, civil servants and public employees; modernize facilities and synchronous equipment (network and software systems); promote the provision of online public services, continue to implement the one-stop shop model - interconnected one-stop shop, electronic one-stop shop in handling administrative procedures.

In addition, the province requires enhancing the responsibility of heads of departments, branches and People's Committees of districts and cities in consulting work in their assigned areas, limiting overlap, pushing and pushing, creating opportunities for negative and corrupt practices; continuing to maintain the "Business Coffee" model; organizing public and diverse dialogues in many forms, periodically at least twice a year with the business community and the press to promptly remove difficulties and obstacles for businesses; all levels and sectors need to pay more attention to supporting businesses to "enter the market"...

In his concluding remarks at the conference, Chairman of the Provincial People's Committee Pham Thien Nghia highly appreciated the efforts of the business community, provincial departments and branches and localities in improving the business investment environment and administrative reform, contributing to the remarkable results of the PCI Index in 2023.

To continue to maintain and promote the achieved results, Chairman of the Provincial People's Committee Pham Thien Nghia requested departments, branches and localities to promote the spirit of creativity, proactiveness, positivity and flexibility in direction and administration; strengthen digital transformation in all fields, promptly resolve arising problems; step up the review of administrative procedures under their authority to propose abolition and reduce processing time, and at the same time focus on promoting the use of online public services in full and in part.

In addition, Chairman of the Provincial People's Committee Pham Thien Nghia noted that provincial departments, branches, sectors, People's Committees of districts and cities need to closely follow the contents and component indexes of PCI, PGI index to review and immediately overcome low indexes and negative indicators; improve the spirit and responsibility in advisory work in the assigned areas, limit overlap and push, not create opportunities for negative and corrupt activities; pay more attention to supporting enterprises to effectively implement the work of guiding and resolving administrative procedures for granting business licenses for conditional business lines...

On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 20 collectives and 11 individuals with high achievements and contributions to improving the PCI Index of Dong Thap province in 2023.
