PROMOTING YOUTH
On the morning of July 7, communes and wards in Dong Thap province simultaneously launched the peak campaign "Summer Youth Union" in 2025. The focus is on supporting communes and wards to operate a 2-level local government model, participating in providing online public services, and guiding people to use digital platforms for public administration.

With the spirit of "Where there is a need, there is youth, where there is difficulty, there is youth", Tan Duong Commune Youth Union launched the Youth Union Team to support online public services, to help people access and effectively use digital utilities in handling administrative procedures.
The Youth Union Teams have supported the commune in operating the two-level local government model and providing online public services at the grassroots level. At the same time, the Youth Union members of Tan Duong commune guided people in using online public services. Thereby, clearly demonstrating the vanguard spirit and responsibility of the Youth Union in digital transformation.
Comrade Le Quoc Thai, Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Secretary of the Tan Duong Commune Youth Union, said that at the launch, the Youth Union members directly guided more than 25 national public service profiles and guided people to use smartphones to register, look up, and submit public service profiles online.
With their dedication and patience, the Youth Union force has helped many people access the National Public Service Portal, install the VNeID application, perform basic operations such as looking up personal information, registering birth procedures, issuing certificates, etc.

“The direct support of the Youth Union makes people feel confident, approachable, creates sympathy and increases the rate of using public services. This is not only a technical support activity, but also a practical way to bring e-government closer to the people, promoting the goal of building a digital society and digital citizens right from the grassroots level,” said comrade Le Quoc Thai.
At the My Tho Ward Youth Union, Ms. Tran Bich Phuong, a member of the ward, said that on the launching day, the ward Youth Union launched the Youth Union Team consisting of 30 members, participating in supporting people in carrying out administrative procedures such as: Instructions on declaring documents, installing and using the VNeID application... Thereby, people expressed their excitement when they received enthusiastic support from the Youth Union, the documents were fully guided, and the officers and civil servants resolved them quickly, limiting the backlog and waiting situation.
Similarly, at the Dao Thanh Ward Public Administration Service Center, the Ward Youth Union has launched a Youth Volunteer Team to support the operation of the two-level government model at the grassroots level. Accordingly, the Youth Volunteer Team with a total of 34 volunteers, mainly young union members, cadres, civil servants, public employees and students of the People's Police University are participating in the Green March Campaign in Dong Thap province.
At the launch, the TNTN Team coordinated with functional forces at the Public Administration Service Center and Dao Thanh Ward Police to support people in implementing a number of contents such as: Accessing and effectively using online public services; guiding and guiding people to perform administrative procedures according to the process; supporting basic operations on public devices; installing and using the VNeID application...
Comrade Nguyen Ngoc Hieu, Vice Chairman of the Vietnam Fatherland Front Committee of Dao Thanh Ward, Secretary of the Youth Union of Dao Thanh Ward said: "I myself as well as the members of the Youth Union Team supporting the operation of the 2-level government model in Dao Thanh Ward are fully aware of our role and are acting with all our determination, maximizing the intelligence, courage, skills and pioneering spirit of the youth to contribute to building a strong and effective 2-level government."
Coming to the Public Administration Service Center of Dao Thanh Ward to complete the land records, Mr. Pham Thanh Hung, a resident of Dao Thanh Ward, shared: “When I came to the Public Administration Service Center of the Ward to complete the records, I was guided very enthusiastically by the Youth Union members. I am very grateful for the attention of the Party Committee, People's Committee, and government of Dao Thanh Ward as well as the enthusiasm of the Youth Union members.”
Sharing the same feeling with Mr. Hung, Mr. Tran Manh Phat, also a resident of Dao Thanh ward, said: “When I came to the Public Administration Service Center of the ward, I was supported by the Youth Union members in completing the application very thoughtfully and wholeheartedly. I find this support activity really practical and effective for the people.”
The two-tier local government model is being put into operation after the administrative restructuring. In the new context, many communes and wards have increased workload after the merger, and the need for technical support, especially in the field of digitalization, is huge. Therefore, having a Youth Union force to accompany them is an extremely valuable source of support for communes and wards.
CONTRIBUTE TO BUILDING MODERN ADMINISTRATION
Implementing the direction of the Central Committee of the Ho Chi Minh Communist Youth Union, the Standing Committee of Dong Thap Provincial Youth Union issued a Plan to deploy Youth Union Teams to support the operation of the 2-level local government model and provide online public services at the grassroots level.

Accordingly, the TNTN Teams will be launched at their peak on July 7, operating throughout July and August in all 102 commune-level administrative units in Dong Thap province, especially focusing on remote areas, industrial zones, and areas with special conditions.
The TNTN Teams will undertake many tasks such as: Supporting local authorities in editing and digitizing records; instructing officials in using public administration software; supporting people in submitting documents online, installing and using the VNeID application; propagating and instructing people on operations on national and local digital platforms...
On the launching day, the Standing Committee of Dong Thap Provincial Youth Union organized delegations to visit and encourage the Youth Union Teams to participate in supporting the operation of the 2-level local government model and providing online public services at the grassroots level in the province. Comrade Nguyen Quang Minh, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Thap province, Secretary of the Dong Thap Provincial Youth Union highly appreciated the preparation work of the units, ensuring appropriate support forces and plans, relatively well meeting the needs of people at the grassroots level. Comrade Nguyen Quang Minh said that the deployment of the Youth Union Team to support local authorities at 2 levels is a new and creative content in the "Summer Youth Union" Campaign in 2025. Thereby, the youth of the whole province not only demonstrate their pioneering spirit but also directly contribute to building a more serving, friendly and modern administration. |
The Standing Committee of Dong Thap Provincial Youth Union directed 100% of commune-level Youth Unions to establish at least 1 Youth Union Team and proactively coordinate with the authorities to organize effective activities, close to the actual situation of each locality. The implementation is expected to create an environment for training and dedication for Youth Union members; at the same time, spreading the spirit of digital transformation to each citizen in a practical and close way.
According to Dong Thap Provincial Youth Union, on July 7, Youth Union Teams across the province simultaneously launched a peak campaign, implementing activities to support the operation of the 2-level local government model and provide online public services at the grassroots level.
The province has deployed 102 volunteer teams at commune-level Public Administration Service Centers and 2 volunteer teams at provincial-level Public Administration Service Centers. With the participation of 1,320 volunteers, the volunteer teams have strongly promoted the role of "Digital literacy", supporting people in carrying out administrative procedures and accessing online public services.
Outstanding activities during the peak period supporting the operation of the 2-level local government model and providing online public services at the grassroots level include: Guiding people to look up information, get a queue number and direct them to the correct counter to carry out procedures. Supporting paper records and submitting online records on the National Public Service Portal.
Disseminate the administrative procedure settlement process, help people understand correctly and prepare complete documents. Provide instructions on how to use the VNeID application and the "E-Dong Thap" application to perform digital administrative services and monitor the settlement progress. Support the elderly and disadvantaged households to fill out administrative forms according to regulations. Install and instruct on how to use smart applications serving public services on smartphones.
In particular, in communes, wards and border special zones, 5 TNTN teams with 45 volunteers have been deployed, focusing on supporting people in these areas to access public services conveniently. In addition, some communes and wards have also had outstanding models.
Typically, Sa Dec ward has arranged a continuous duty desk at the ward's Public Administration Service Center. Dao Thanh ward applies technology to propaganda and support work, building content on social networks, the electronic information portal of Dao Thanh Commune People's Committee, Zalo OA and Chatbot to guide people to submit public service applications.
With enthusiasm, initiative and a high sense of responsibility, the Youth Union force is gradually contributing to putting the 2-level local government model into effective operation, creating a premise for administrative reform and digital transformation at the grassroots level.
