The 15th session of the 15th Provincial People's Council will take place over 3 days (July 10-12). The session will consider and approve important draft resolutions and groups of resolutions. This includes the Resolution on investment policies for projects to build and renovate a number of high schools in the province, including 4 schools: Yen Khanh B High School (Yen Khanh district); Ta Uyen (Yen Mo district); Nguyen Hue (Tam Diep city) and Dinh Tien Hoang High School ( Ninh Binh city).

With this very meaningful policy, schools, teachers, students and parents are very in agreement and feel secure and excited that in the near future they will be able to teach and learn in spacious, safe classrooms, with a clean, beautiful and hygienic learning environment, best meeting the requirements of teaching and learning in the current period.

A study at Yen Khanh B High School (Yen Khanh District) found that the two two-story buildings with 24 classrooms, built in 1978, have seriously degraded. The corridor ceilings, ceilings, and doors are worn out, the outer and inner walls of these classrooms are peeling off in large pieces, and mortar has fallen into the classrooms many times.

Because it was built nearly half a century ago, the cracks outside the classrooms and around the roofs cause seepage, moss, and most of the plaster on the outside is peeling off. To ensure the safety of teachers and students during the learning process, the school has only been able to carry out minor repairs, patching up where the plaster falls. In the classrooms, teachers and students have to use wallpaper and ceilings to temporarily have enough more than 30 classrooms for over 1,200 students to study normally at the school.

Teacher Nguyen Chi Thanh, Principal of Yen Khanh B High School, said: In recent years, although there have been certain difficulties in terms of facilities, such as the number of classrooms is sufficient but the quality is degraded, not meeting requirements, auxiliary works such as toilets and schoolyards also have shortcomings and limitations; but teachers and students of the school always strive to overcome difficulties, teaching and learning to achieveeducational goals. The rate of students passing the high school graduation exam every year is 100%, the rate of good and excellent students, winning prizes in exams, competitions, exchanges... of the Education sector is increasing.

"When it is known that in the upcoming 15th Session of the Provincial People's Council, the Project to build and renovate Yen Khanh B High School will be considered and approved at the Session, in which a 4-storey classroom block with 24 rooms and other auxiliary items such as water tanks, toilets, renovation of internal roads and drainage systems, etc. will be built, with a total implementation capital of over 33 billion VND. This makes the school's staff, teachers and students very supportive and excited. We hope that the project will be quickly constructed and completed as soon as possible, helping the school stabilize the scale of the school and classes, creating motivation for competition, peace of mind for teaching and learning and organizing extracurricular activities at the school".

The level 4 building of Ta Uyen High School has not been used for many years because it has seriously degraded.

Ta Uyen High School (Yen Mo District) is also facing many difficulties in terms of facilities. This is one of the few high schools in the province that has not been inspected and recognized as a level 1 national standard school. Here, in addition to many degraded construction items that cannot be used, such as 2 rows of level 4 houses, the school currently lacks many construction items, such as a multi-purpose building, subject classrooms, many classes have to be temporarily held in functional rooms, so they are cramped and do not meet standards...

Teacher Le Thi Hong, a teacher at Ta Uyen High School, shared: Due to the conditions of the degraded and cramped classroom facilities, the investment and installation of equipment and supplies for teaching and learning are difficult, more or less affecting the quality of education. Therefore, teachers and students of the school hope that all levels, sectors and localities will promptly invest in construction and repair so that in the coming school years, we will have facilities to ensure safe and quality teaching and learning.

Teacher Nguyen Cong Minh, Principal of Ta Uyen High School, said: Although there are disadvantages compared to many other high schools in Yen Mo district and in the province, the staff, teachers and students of the school always try their best in teaching and learning. Overcoming difficulties due to lack of facilities, the team of teachers loves their job and is responsible, in the past 3 years, the school has had a 100% high school graduation rate, every year many students win provincial-level excellent student awards...

At the 15th session, the 15th Provincial People's Council will consider and approve the investment policy for the project to build and renovate Ta Uyen High School to meet national standards with an investment scale including: renovating and upgrading 2 rows of level 4 houses into a library, a traditional house, building a new 3-storey school building with 9 rooms and accompanying items, with a total implementation capital of over 37.7 billion VND.

This is a long-standing wish, a great joy and an early expectation of many teachers, students and parents of the school. The school also hopes that the construction and repair of facilities at Ta Uyen High School can be completed in the 2024-2025 school year, so that by the end of 2025, the school can celebrate two great joys: Celebrating the 20th anniversary of the school's founding and recognizing the school as meeting national standards.

With the aim of better serving the teaching and learning work, meeting the learning needs of the people in the area, the policy on investment in construction and renovation of high schools in the province was submitted by the Provincial People's Committee to the Provincial People's Council for consideration at the 15th Session. This policy is considered correct and timely, receiving the consensus and trust of schools facing difficulties in facilities. Thereby, gradually improving and perfecting the facilities for schools, better serving the teaching and learning work and meeting the conditions to meet the national school standards according to the regulations of the Ministry of Education and Training .
