
Domestic revenue plays a pivotal role in the province's budget revenue structure. According to the Department of Finance, in 2025, domestic revenue reached VND 65,950 billion, an increase of 86% compared to the same period in 2024. A highlight of the domestic revenue structure is revenue from land use fees, reaching approximately VND 26,460 billion, equivalent to 481% of the projected target.
The key industries continue to play a stable and sustainable role in the revenue structure. Total tax and fee revenue for the year is estimated at VND 41,700 billion, an increase of 25% compared to 2024. Notably, the processing and manufacturing industry recorded a growth rate of 27.71%, further affirming its position as a new growth engine, leading the private sector and FDI enterprises.
In the import and export sector, tax revenue from these activities reached approximately 16,300 billion VND, fulfilling the assigned plan.
This surge in growth is the result of the province's focused efforts to remove long-standing bottlenecks in land management, land price approval, and the completion of legal procedures for large projects, streamlining procedures for many key projects. A notable example is the Ha Long Green Complex Urban Area project by Vingroup , which has contributed over 16,000 billion VND.

In addition, local revenue collection agencies have strengthened revenue management, reviewing, analyzing, and evaluating revenue sources by sector and tax type. At the same time, they have focused on revenue streams with good collection progress and remaining potential, as well as those contributing to growth (value-added tax, special consumption tax, export tax, import tax) to compensate for revenue streams that are not meeting targets.
Specifically, the Customs Sub-department of Region VIII continuously updates information on the trade policies of major countries (especially the US and Vietnam's important trading partners), and on goods subject to new tariffs or changes in tariff rates.
The Quang Ninh Provincial Tax Department has coordinated with specialized agencies to collect and update information on major contractors, key projects, and businesses with large revenue sources in the area. Based on this, they have developed solutions to combat tax evasion and ensure that tax collection is accurate, complete, and timely according to regulations.
Mr. Ha Van Truong, Head of the Quang Ninh Provincial Tax Department, said: This year, the tax sector has implemented many modern solutions in a coordinated manner, such as electronic invoices generated from cash registers, strengthening inspections and audits to combat tax evasion and handle outstanding tax debts. According to Mr. Pham Hong Bien, Director of the Department of Finance, the 2025 budget revenue results show that the province has gradually overcome long-standing shortcomings in land management and investment from previous years. The large revenue source has created a solid financial foundation, allowing the province to be more proactive in investment and development and ensuring social welfare.
In 2026, the Provincial People's Council assigned a budget revenue target of 74,000 billion VND. To ensure a revenue increase of at least 10% compared to 2025, the Provincial People's Committee issued a Decision setting a target of 86,000 billion VND (an increase of 12,000 billion VND compared to the target set by the Provincial People's Council).
To achieve this goal, the province will resolutely implement solutions to strengthen revenue management, restructure revenue sources to ensure sustainability; expand the revenue base; combat revenue losses, transfer pricing, tax evasion; and commercial fraud, especially in digital-based commercial activities. On the other hand, it will urge the recovery of outstanding tax debts, reducing the tax arrears rate to below 8% of total domestic revenue; accelerate the implementation of administrative procedure reforms in taxation; and strictly enforce legal regulations on the transfer and leasing of public assets, land allocation, and land leasing.
