Hospital project worth over 3,300 billion VND lacks sand for filling

After Thanh Nien Newspaper reported that the 3,300 billion VND hospital in Ca Mau was delayed in starting construction due to procedural problems, on October 23, the leader of the Ca Mau Provincial Construction Project Management Board (PPMB) informed that the project is expected to start construction in January 2024.

Specifically, the Ca Mau General Hospital project has a scale of 1,200 beds, with a total investment of more than 3,300 billion VND, and is expected to be constructed from January 21, 2024 to June 3, 2025.

The Project Management Board's leaders also informed that currently, construction packages, supervision of site clearance, gates, fences, and guard houses have started construction since early October 2023.

The 1,200-bed Ca Mau General Hospital project has been leveled since early October.

Explaining the reasons for the delay in starting construction as planned, the leader of the Project Management Board said that due to the large volume of construction, the fire protection design documents submitted to the fire protection approval agency in Ca Mau were slow (taking nearly 6 months - PV). This delay was due to the design consultant not having thoroughly researched and updated the new standards, and being confused, leading to many errors in the documents, which the approval agency had to return many times, wasting time.

The design documents for the construction and installation part (main building, psychiatric department, relative accommodation...) still have errors. The investor and the design consultant are working with the appraisal unit to make corrections according to the appraisal opinions to soon complete the submission to the professional appraisal agency, expected to be completed in November 2023.

"The national technical regulations on fire safety for houses and constructions, the Construction Project Management Board of Ca Mau province has been given very specific and detailed instructions on transitional handling and implementation for new projects by the construction professional agency, which will shorten the completion time," the leader of the Project Management Board shared.

It is known that while waiting for the appraisal results, the Construction Project Management Board of Ca Mau province coordinated with relevant units to review the list of materials and equipment outside the notice to send for price appraisal, as a basis for determining the design estimate and bid package estimate. At the same time, prepare for appraisal of the design estimate and bid package estimate so that after the appraisal results are available, the appraisal results will be issued immediately, the construction estimate and bid package estimate will be approved, and construction bids will be invited to shorten the time.

The leader of the Ca Mau Province Construction Project Management Board also raised difficulties: It is expected that the project will need about 274,000 ^m3 of sand for leveling, but due to the scarcity of sand, leveling is also difficult, affecting the progress of the project's commencement.

The investment project to build a 1,200-bed Ca Mau General Hospital was approved by the 9th Ca Mau Provincial People's Council at the 12th session (July 2020) with a total investment of VND 3,322 billion, with an implementation period from 2020 to 2025. The construction site is in Ward 6 and Ward 7, Ca Mau City. The Construction Project Management Board was assigned by the Ca Mau Provincial People's Committee as the investor.
