Quang Tri Airport Project still has 25 hectares of unfinished site clearance

According to the Quang Tri Province Construction Investment Project Management Board, Gio Linh district has so far completed site clearance of 239.4/265.3 hectares and is actively clearing the remaining 25.9 hectares.

Currently, the People's Committee of Quang Tri province has leased land to the investor in the first phase with an area of 140.56 hectares in Decision No. 1605/QD-UBND dated July 3, 2024 and the investor is constructing the parking lot.

The investor has also submitted a second application for land allocation with an area of 98.9 hectares. Of which, the total volume of topsoil to be separated is 81,176 m3, however, the project only needs to use 19,764 m3 within the project scope. The remaining volume of 61,412 m3 is not needed, so the investor requested the People's Committee of Quang Tri province to support the investor in working with localities to have a plan to handle the remaining volume of land.

Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired the meeting.

Regarding the relocation of the 110 kV power transmission line and 2 transmission stations to ensure flight safety, the Quang Tri Provincial Investment and Construction Project Management Board proposed 2 options to the Provincial People's Committee.

Specifically, in case the investor organizes the relocation of technical infrastructure works, the investor is requested to work, sign a contract and organize the implementation of compensation, support and resettlement tasks with Gio Linh district to carry out procedures for relocating items according to the provisions of the law on land.

In case the investor proposes to assign the state agency to organize the relocation, separate the relocation items of 110 kV power lines, Viettel and Mobifone transmission stations into a new project and assign an agency as the investor to have a basis for implementation.

Regarding the water connection item outside the project scope, the Quang Tri Province Investment and Construction Project Management Board said that it had coordinated with Quang Tri Clean Water Joint Stock Company and the investor to survey the site and agree on the water connection location at Quan Ngang Industrial Park.

Regarding the power connection item, Quang Tri Electricity Company has conducted a field survey and agreed on the power connection location in the Power Supply Survey Minutes dated March 19, 2025 with the main source connected at the 22kV compartment of Quan Ngang 110kV Substation; however, because the investor of the connection items has not been identified, there is no basis for allocating funds to hire a consulting unit to develop a connection plan.

Directing at the meeting, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien emphasized that in order to implement the Quang Tri Airport Project on schedule, it is necessary to speed up site clearance and propose specific solutions to remove obstacles in the construction of project items.

The Vice Chairman of the Quang Tri Provincial People's Committee requested the Gio Linh District People's Committee to work directly with and persuade households to agree to the temporary resettlement plan to clear the land and hand it over to the investor to organize construction to ensure progress. At the same time, Vice Chairman Le Duc Tien requested the investor to coordinate with relevant agencies to complete the dossier on the plan to use the topsoil as soon as possible to submit to the competent authority for consideration and decision.

Regarding the relocation of works to ensure flight safety, Vice Chairman Le Duc Tien assigned the Provincial Investment and Construction Project Management Board to implement a plan to relocate the 110kV power transmission line and 2 transmission stations in accordance with regulations. Regarding the connection points for technical infrastructure for power and water supply outside the project scope, the Quang Tri Provincial Investment and Construction Project Management Board was assigned to establish an investment policy to implement the connection items for power and water supply outside the project scope and report to competent authorities for consideration.

Quang Tri Airport was started construction in Gio Quang, Gio Hai and Gio Mai communes, Gio Linh district. The project is invested by T&T Transport Infrastructure Investment and Development Company Limited and CIENCO4 Group Joint Stock Company. The project covers an area of over 265 hectares, with a total investment of over VND5,800 billion, and is built to meet the standards of a level 4C airport and a level II military airport. This is a key project of Quang Tri province, capable of landing code E aircraft and a level II military airport, meeting the needs of up to 5 million passengers/year and 25,500 tons of cargo/year.

The project started construction in July 2024 and is expected to be put into operation and use by July 2026.
