Lao Cai-Vinh Yen 500kV Transmission Line Project: Urgent construction, striving to complete by August 19

On June 3, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 81/CD-TTg on the situation and solutions to ensure electricity supply during peak months in 2025 and the coming time. In the Official Dispatch, the Prime Minister directed the investor of the Lao Cai-Vinh Yen 500kV Transmission Line Project to speed up the progress to inaugurate on August 19, 2025.

Following the direction of the Prime Minister, the construction forces of the Lao Cai - Vinh Yen 500kV Transmission Line Project have made concerted efforts to overcome all difficulties, focus resources, accelerate, and promote the spirit of "overcoming the sun, overcoming the rain, not losing to the storm" to bring the Project to the finish line on time, ensuring the quality of the project.

Taking advantage of the dry weather, the electricians raced against the early rain at the Lao Cai-Vinh Yen 500kV Transmission Line Project site to urgently install the poles. Overcoming slippery slopes, in the still-rainy weather, at pole number 88 in Bao Yen district, Lao Cai province, the workers were still busy arranging materials and installing the pole's mounting bars.

According to Mr. Nguyen Huu Hung, technical officer in charge of package 2 of the project under Power Construction Company 4: In the past few days, heavy rain has been occurring continuously in Lao Cai area, weather conditions and terrain are posing many challenges for construction work. At the locations in charge of the unit, there are large slopes, when it rains, it is slippery, making it difficult to move around and operate.

Construction cannot be carried out at night because the pole positions are mainly on the mountain, or when it rains, the poles are slippery and unsafe for workers to climb at high altitudes. Therefore, to ensure safety, the unit has directed workers to install struts or handle the work at the foot of the poles as soon as the rain stops.

Transporting materials is also a big challenge due to the mountainous terrain and slippery roads after rains. The construction unit has proactively used specialized vehicles such as three-axle trucks and crawler trucks to bring materials to the column locations, even in adverse weather conditions. Muddy areas will be paved with rocks or use excavators to support the pulling and pushing of vehicles.

With the spirit of "overcoming the sun and rain, not losing to the wind and storm", at position 167 located in Vinh Lac commune, Luc Yen district, Yen Bai province, the workers here are also working continuously, taking advantage of every sunny day to follow the instructions of the construction unit's leaders. Position 167 is a double foundation position (2-body anchor column with a weight of about 170 tons) with the largest concrete base volume of the entire route with about 2,000m³.

To keep up with the schedule, according to Le Ngoc Tu, Chairman of the Board of Members of Song Da 11 Company Limited in the North, the company has mobilized machinery, equipment, human resources and organized two construction teams at the same time, thereby helping to complete the foundation in April. Currently, this location has completed a column body, the remaining column body is expected to be completed by June 15 to move on to the implementation of the item of pulling the anchorage wire.

According to Mr. Tu, in the construction area in Yen Bai, the steep mountainous terrain, many sections of the road are steep, and there are rocks such as positions 176, 177, 183 160,... causing many obstacles, taking more time for transporting equipment, rocks and soil and construction.

The investor and contractor have flexibly adjusted the construction route and changed the foundation solution in case of encountering rocks that are too hard to dig, such as switching to a floating foundation with anchor drilling or pouring concrete on a floating foundation combined with backfilling to create anti-overturning load instead of digging deep to treat the rock foundation, both ensuring technical standards and shortening time; at the same time, the construction teams mobilized many excavators, simultaneously constructing many foundation pits to speed up progress.

Focus on completing the Prime Minister 's Telegram as required

According to the plan, the project will be completed on August 31, 2025. However, after the Prime Minister's direction to shorten the progress by 12 days, the contractor adjusted the construction plan.

Mr. Le Van Du, Project Executive Engineer, Power Project Management Board 1, Vietnam Electricity Group (EVN), representing the investor, said: Immediately after the Prime Minister's direction, EVN leaders issued a document directing Power Project Management Board 1 and contractors to review the progress and organize continuous construction to ensure the goal of timely energization. The investor and contractors have focused on accelerating the overall progress, safety and quality of construction.

The investor has increased supervision and coordinated smoothly between stages such as foundation casting, column supply, and column erection, avoiding the situation of having foundation but no columns, or vice versa. The positions of foundations that are about to be completed are all notified early so that the contractor can plan to supply columns and prepare for construction and installation as soon as the site is available, shortening the waiting time.

Accelerating production and ensuring construction safety for the 500kV Lao Cai-Vinh Yen transmission line project

Mr. Nguyen Huu Hung, technical officer in charge of package 2 of the project under Power Construction Company 4, affirmed: The unit will concentrate forces, arrange sufficient human and material resources, and immediately start pulling wires as soon as the anchorage is completed to complete the entire package on August 19, ready for acceptance and energization on time.

Mr. Le Ngoc Tu, Chairman of the Board of Members of Song Da 11 Company Limited in the North, shared: The unit has adjusted the construction plan including increasing manpower, arranging an independent construction team at each location; at the same time, working flexibly according to the weather to increase the working time per day. Currently, more than 20 teams specializing in erecting poles and pulling wires with about 300 workers of the unit are present at the construction site and ready to deploy simultaneously if the weather is favorable. With this plan, the unit believes that it will complete the entire construction before August 19.
