Ho Chi Minh City Ring Road 3 Project: Basic difficulties and problems have been resolved

(PLVN) - In Ho Chi Minh City, Deputy Prime Minister Mai Van Chinh has just chaired a meeting with ministries, branches and localities on the results of removing difficulties and obstacles in 4 component projects (DATP) of the Ho Chi Minh City Ring Road 3 Project.

Reporting at the meeting, Deputy Minister of Construction Bui Xuan Dung said that localities including Ho Chi Minh City, Dong Nai, Binh Duong, and Long An have completed the handover of land.

Regarding sand for embankment, the total demand for the project by June 2025 is about 7.48 million m³. Of which, Ho Chi Minh City needs the most, 5.6 million m³, followed by Dong Nai, Binh Duong and Long An. Currently, the units have brought 3.65 million m³ to the construction site (Ho Chi Minh City received 2.6 million m³).

According to Deputy Minister Dung, with 10 mines in operation, the reserves are basically sufficient. However, due to the short remaining time and urgent progress requirements, it is necessary to put 4 more mines into operation as planned and consider increasing capacity to meet the progress.

The DATPs have completed 10-15% of the contract value. In the upcoming rainy season, the units need to make great efforts to complete the project on schedule as directed by the Government leaders. In particular, DATP 3 ( Dong Nai ) is currently about 6% behind on the contract, mainly due to lack of stone materials and rainy weather, which has not yet compensated for the delayed output; DATP 5 (Binh Duong) is about 10% behind due to difficulties in sand material sources and newly cleared sites, sand materials exploited from the assigned mines need time to be screened and washed, which has not yet compensated for the delayed output.

Mr. Luong Minh Phuc, Director of the HCM City Traffic Construction Investment Project Management Board, said that in terms of progress and construction volume, the VD3 project in localities is being actively implemented, striving to open 41.4km of technical traffic by December 2025.

To complete the progress, the work of supplying raw materials to the construction units of VD3 is being accelerated. Meanwhile, localities with sand mines have committed to providing enough raw materials for the project. Recently, Ho Chi Minh City has deployed the "green channel" for barges carrying raw materials for the VD3 project. Ho Chi Minh City will deploy QR code scanning for barges, identifying the means of supplying raw materials for VD3 to accelerate the supply of raw materials according to the project's construction progress.

Concluding the working session, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of the localities in basically completing the handover of the RR3 route, thereby striving to open the technical traffic in December 2025. The Deputy Prime Minister requested the People's Committees of the provinces to direct investors and contractors to focus on accelerating construction and regularly conduct monthly inspections. The difficulties have been basically resolved so far, now the only thing left is to speed up the progress to make up for the delay. With the payment and disbursement records of the investors, the project will be accepted as it is completed for disbursement.

The Deputy Prime Minister requested that, based on their functions and tasks, relevant ministries, branches and agencies regularly inspect and urge key national projects. The Ministry of Construction, as the standing agency, monitors, grasps the situation, urges ministries, branches and localities and reports to the Prime Minister. The People's Committees of localities have a preliminary summary and assessment of each project stage.

“HCMC and other localities need to prepare to complete Route 3 and deploy Route 4. The completion of Routes 3 and 4 will create huge development space for HCMC and the provinces and cities in the region, creating new momentum for growth,” the Deputy Prime Minister emphasized.

Also during the working trip, Deputy Prime Minister Mai Van Chinh directly inspected the construction progress of Binh Goi Bridge, an important item of the Ho Chi Minh City Highway 3 Project, through Thuan An City, Binh Duong Province.

Binh Goi Bridge crosses the Saigon River, connecting An Son Ward, Thuan An City, Binh Duong Province with Cu Chi District, Ho Chi Minh City, playing an important role in inter-regional connectivity.

The Deputy Prime Minister highly appreciated the efforts of the investor and contractor of the Binh Goi Bridge project; commended the urgent and responsible working spirit of the units. The Deputy Prime Minister requested localities, investors and construction units to resolutely and urgently speed up the construction progress, increase working hours and shifts; improve the quality and efficiency of the project as well as safety during the construction process, striving to basically complete and open the entire VD3 route of Ho Chi Minh City in 2025.

Regarding the field, Dong Nai Provincial People's Committee has just sent a document to the Ministry of Finance and the Ministry of Construction proposing to allocate more than 1,365 billion VND to repair 4 national highways passing through the area, of which National Highway 51 is the route in most urgent need of repair.

According to Dong Nai, implementing Decision 1367/QD-BTC dated April 16, 2025 of the Ministry of Finance on the transfer of road infrastructure assets, Dong Nai has taken over the management of National Highway 1 (Km 1851+714 - Km 1871+150), National Highway 20 (Km 0+000 - Km 75+100), National Highway 51 (Km 0+000 - Km 37+402), National Highway 56 (Km 0+000 - Km 18+020).

As the gateway province of the Southeast key economic region, where many vital traffic routes are concentrated, the national highway system in Dong Nai is under great pressure. Through inspection, many sections on the national highways have degraded and are severely damaged, especially National Highway 51, where the road surface is uneven, peeling, rutted, and has many "potholes", posing potential traffic safety risks. The total estimated cost for comprehensive repair of these national highways is 1,365 billion VND (National Highway 51 is 842 billion VND. National Highway 1 is 141 billion, National Highway 20 is 317 billion, National Highway 56 is 65 billion).

Currently, Dong Nai is simultaneously implementing many key regional transportation projects such as Cat Lai Bridge, Dong Nai 2 Bridge connecting Ho Chi Minh City (about 11,000 billion VND); Ma Da Bridge and the road connecting Binh Phuoc Province (11,000 billion VND) and bridges connecting Binh Duong Province (about 2,000 billion VND). In addition, provincial roads 769, 773, 770B connecting Long Thanh Airport also need about 18,000 billion VND for investment. On the other hand, Dong Nai province's budget also has to bear an additional 50% of the cost of site clearance for regional transportation projects such as Bien Hoa - Vung Tau Expressway (3,070 billion VND), Ho Chi Minh City Road 3 (1,934 billion VND) and participating in capital for Ho Chi Minh City Road 4 project (14,111 billion VND). With a huge amount of investment being implemented, Dong Nai said that the local budget is currently not capable of allocating funds to comprehensively repair national highways, so it is recommended that the Ministry of Construction and the Ministry of Finance consider and support funding to soon carry out repair work and ensure traffic infrastructure.
