In implementing the Nghi Son Economic Zone and Industrial Parks Development Program, Thanh Hoa province's authorities have decisively directed production activities and deployed many key projects. Simultaneously, many large-scale projects and plans have been approved. Numerous institutions, mechanisms, and policy regulations have been revised and promptly newly issued. These serve as "stepping stones" to help production and business activities in the key economic zone overcome difficulties during the pandemic and create momentum to attract new projects.
Along with stable operation, averaging 114% of design capacity since the major maintenance at the end of 2023, in 2024, Nghi Son Refinery and Petrochemical Plant successfully exported its first batch of 10 ppm diesel fuel with very low sulfur content (only 10 parts per million - ppm) to the domestic market. This product complies with the strictest emission standards, improving fuel efficiency and minimizing engine maintenance, while contributing to a cleaner and greener environment.
According to the factory's representatives, production, business operations, and export indicators are all on a fairly strong growth trajectory. For example, in the first 10 months of this year, the factory produced 3.061 million tons of gasoline, a 39% increase compared to the same period last year; and nearly 5.2 million tons of diesel fuel, a 49.2% increase compared to the same period last year. The proportion of petrochemical products has also gradually increased to approximately 20% of the total product structure. Many petrochemical products, after a short time on the market, have become key industrial products and have been successfully exported, such as benzene, p-xylene, and granular sulfur.
Mr. Kazutaka, General Director of Nghi Son Refinery and Petrochemical Company Limited, said: “The company is focusing on improving corporate governance and restructuring management to optimize production processes. In the 2025 production plan awaiting approval from the Ministry of Industry and Trade , we have proposed a production and business plan with an expected capacity increase of 115% - 120% compared to the design. Along with that, we have also researched and proposed adjusting the crude oil import source from Kuwait and importing additional LPG to power generators, helping to increase energy efficiency and production efficiency of the plant.”
From 2021 to the present, production and business activities have faced many difficulties due to supply chain disruptions and economic inflation caused by the COVID-19 pandemic. However, many large factories in the Nghi Son Economic Zone have continued to operate efficiently. Along with the Nghi Son Refinery and Petrochemical Plant, thermal power plants have maximized their capacity, supplying billions of kWh of electricity to the national grid. Edible oil, cement, steel, and other products have continuously improved in quality and expanded into consumer markets. The contribution of these key products has brought the value of industrial and service production in the Nghi Son Economic Zone from 2021 to the present to VND 1,132,625 billion, reaching 93% of the 5-year plan; and the export value of goods has reached USD 14 billion, equivalent to 82% of the plan. From 2021 to the present, businesses in the Thanh Hoa Economic Zone have contributed 119,338 billion VND to the state budget, reaching 99% of the 5-year plan. This is also the main driving force that has enabled Thanh Hoa to join the "50,000 billion VND club" in terms of state budget revenue.
In addition to facilitating the efficient operation of existing projects, the implementation of many large-scale projects in the Nghi Son Economic Zone has been prioritized. From 2021 to the present, the Nghi Son Economic Zone has attracted an additional VND 141,095 billion in investment capital. Several projects have gone into operation, contributing new products such as: Dai Duong Cement Plant 1 and 2; Nghi Son 2 BOT Thermal Power Plant; Miza Nghi Son Packaging Paper Plant... Many large industrial projects are accelerating investment and will bring many potential new products to the market, such as: Thanh Hoa I Solar Power Plant; Billion Union Vietnam Textile Factory; Dong Vang Industrial Park Infrastructure Investment Project; DST Nghi Son Steel Rolling Mill; Dai Duong High-Tech Reinforced Concrete Components Factory; Nghi Son Global Factory; Nghi Son High-Tech Mechanical Factory. The Nghi Son Economic Zone and Industrial Park Management Board has also issued a decision approving the investment plan for the Nghi Son LNG Thermal Power Plant project with a total estimated capital of approximately VND 58,026 billion and is currently in the process of selecting an investor.
According to representatives of the Management Board of the Nghi Son Economic Zone and Industrial Parks, the unit is continuing to focus on planning, investment promotion, and selecting projects and sectors that need investment encouragement to concentrate on attracting investment; at the same time, promoting the socialization of investment in technical and social infrastructure systems in the Nghi Son Economic Zone. The Board is also proposing that relevant sectors pay attention to training, fostering, and utilizing human resources to meet the high-quality workforce requirements of businesses. Along with administrative reform, a strong improvement in the investment and business environment, and enhanced effectiveness in digital transformation by provincial-level units, it is expected that the Nghi Son Economic Zone will continue to attract many key industrial complexes, creating momentum to boost economic growth for the province, the region, and the country.
