Key projects create momentum for economic zone breakthrough

Entering the implementation of the Nghi Son Economic Zone and Industrial Parks Development Program, all levels and sectors of Thanh Hoa province have resolutely directed production activities and implemented many key projects. Along with that, many major projects and plans have been approved. Many institutions, mechanisms, and policy regulations have been amended and promptly issued. These are "stepping stones" to help production and business activities in key economic zones overcome difficulties through the "pandemic storm" and create momentum to attract new projects.

Along with stable operation, reaching an average of 114% of design capacity since the overall maintenance at the end of 2023, in 2024, Nghi Son Refinery and Petrochemical Plant successfully sold for the first time a 10 ppm Diesel product line with a very low sulfur content of only 10 parts per million (ppm) to the domestic market. This product complies with the most stringent emission standards, helping to improve fuel efficiency and minimize engine maintenance, while contributing to a cleaner and greener environment.

According to the factory representative, the factory's production, business activities, and export targets are all on a good growth track. Typically, in the first 10 months of this year, the factory produced 3.061 million tons of gasoline, up 39% over the same period; nearly 5.2 million tons of diesel, up 49.2% over the same period. The proportion of petrochemical products has also been gradually increased to about 20% of the total product structure. Many petrochemical products, after a short time appearing on the market, have "entered" the list of key industrial products and successfully exported such as benzene; p-xylene; particulate sulfur...

Mr. Kazutaka, General Director of Nghi Son Refinery and Petrochemical LLC, said: “The company is focusing on improving the quality of corporate governance and restructuring management to optimize production processes. In the 2025 production plan awaiting approval from the Ministry of Industry and Trade , we have proposed a production and business plan with an expected capacity increase of 115% - 120% compared to the design. Along with that, we have also researched and proposed adjusting the source of crude oil imports from Kuwait and importing more LPG output to serve generators, helping to increase energy efficiency and production efficiency of the plant.”

From 2021 to now, production and business activities have faced many difficulties due to supply disruptions and economic inflation caused by the impact of the COVID-19 pandemic. However, many large factories in the NSK still operate effectively. Along with the Nghi Son Refinery and Petrochemical Plant, thermal power plants have maximized their capacity, supplying billions of kWh of electricity to the national grid. Edible oil, cement, steel products... have continuously improved their quality and "covered" consumer markets. The contribution of these key products has brought the industrial and service production value in the NSK from 2021 to present to VND 1,132,625 billion, reaching 93% of the 5-year plan; the export turnover of goods reached 14 billion USD, equal to 82% of the plan. From 2021 to now, enterprises in the Economic Zone have contributed to the budget up to 119,338 billion VND, reaching 99% of the 5-year plan. This is also the main driving force for Thanh Hoa to join the "50,000 billion club" in state budget revenue.

In addition to facilitating the projects that have been put into operation to organize production and business activities effectively, the implementation of many large projects in the NSK area has been focused on. From 2021 to now, the NSK has attracted an additional 141,095 billion VND in investment capital. A number of projects have been put into operation, contributing new products such as: Dai Duong 1, 2 Cement Plant; Nghi Son 2 BOT Thermal Power Plant; Miza Nghi Son Packaging Paper Factory... Many large industrial projects are being accelerated in investment and will bring to the market many potential new products, such as: Thanh Hoa I Solar Power Plant; Billion Union Vietnam Fabric Factory; Dong Vang Industrial Park Infrastructure Investment Project; DST Nghi Son Steel Rolling Mill; Dai Duong High-Tech Reinforced Concrete Components Factory; Nghi Son Global Factory; Nghi Son High-Tech Mechanical Factory. The Management Board of Nghi Son Economic Zone and Industrial Park has also issued a decision approving the investment policy of the Nghi Son LNG Thermal Power Plant project with a total estimated capital of about VND 58,026 billion and is in the process of selecting an investor.

According to the representative of the Management Board of the Economic Zone and Industrial Parks, the unit is continuing to focus on planning, investment promotion, selecting projects and fields that need investment incentives to focus on attracting; at the same time, promoting socialization of investment in the technical and social infrastructure system in the Economic Zone. The Board is also proposing that industries pay attention to training, fostering and using human resources, meeting the high-quality human resource requirements of enterprises. Along with administrative reform, strongly improving the investment and business environment, improving the effectiveness of digital transformation of provincial units, it is expected that the Economic Zone will continue to attract many key industrial complexes, creating a driving force to promote economic growth of the province, the region and the whole country.
