Forecasting exceptionally heavy rain in the Central region, the Ministry of Construction urgently directed

(Chinhphu.vn) - With forecasts of exceptionally heavy rain, over 500mm in some places in the area from Quang Tri to Quang Ngai, the Ministry of Construction requested units and localities to proactively prepare plans to prevent and combat natural disasters, ensuring safety for people and infrastructure works.

Vietnam Road Administration directs its affiliated units to inspect, review and deploy safety assurance plans on national highways under its management.

The Ministry of Construction has just sent a document to its affiliated units and the Department of Construction of the provinces and cities of Quang Tri, Thua Thien Hue, Da Nang and Quang Ngai on proactively responding to floods.

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, from now until noon on October 18, the area from Quang Tri to Quang Ngai will have moderate to heavy rain, with rainfall ranging from 70 to 150mm, with some places experiencing over 350mm; in Hue City alone, some places will experience over 500mm. Warning of the risk of heavy rain with an intensity of over 200mm/3 hours.

From noon on October 18 to noon on October 19, there will continue to be moderate to heavy rain with general rainfall of 50-100mm, locally over 150mm. This heavy rain is likely to last for a long time, causing the risk of flooding in low-lying areas, urban areas, industrial zones; flash floods on small rivers and streams and landslides in mountainous areas.

To proactively respond and limit damage to people and property, the Ministry of Construction requires agencies and units in the industry, according to their assigned functions and tasks, to urgently inspect, urge and promptly and effectively deploy disaster prevention, control and rescue work. Units need to review and deploy plans to ensure traffic safety and safety for infrastructure works when natural disasters occur, avoiding passivity and surprise.

Timely repair of landslides and separations

Regarding the road traffic sector, the Ministry requested the Vietnam Road Administration to direct its subordinate units to inspect, review and deploy plans to ensure safety on national highways under its management. Timely fix landslides and road cuts to ensure smooth traffic, especially on key routes and main traffic axes.

Road Management Areas need to coordinate with the Department of Construction and local authorities to organize shifts, direct traffic, place signs and barriers at deep flooded areas, overflowing tunnels, broken roads and landslides. Absolutely do not allow people and vehicles to enter dangerous areas.

In the railway sector, the Vietnam Railway Authority and Vietnam Railway Corporation must strictly implement patrol and guard posts at key works and locations such as bridges, weak roads, areas prone to flooding, steep passes prone to flash floods and landslides.

Units need to prepare means, materials, equipment and human resources to overcome the consequences of floods and ensure the fastest route clearance; at the same time, have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods or landslides occur.

For the maritime and inland waterway sectors, the Vietnam Maritime Administration and the Vietnam Waterways Administration are required to direct management and maintenance units to closely monitor forecast bulletins, proactively develop plans to ensure safety or retrieve and preserve buoys and signals when there are floods.

As soon as the weather stabilizes, it is necessary to urgently re-deploy buoy and signaling systems and implement anti-collision plans at key bridges.

In the aviation sector, the Civil Aviation Authority of Vietnam and the Vietnam Air Traffic Management Corporation need to strengthen inspections of airports, terminals, communication systems, and flight operations to promptly handle incidents.

Proactively adjust flight schedules when the weather is bad

Airlines must closely monitor weather developments and proactively adjust flight schedules, routes, and arrival terminals to ensure absolute safety for flight operations in bad weather conditions.

The Department of Economics and Construction Investment Management is assigned to direct project management boards, investors, and construction contractors to strictly implement measures to ensure safety during construction and prevent landslides during the rainy and flood season; proactively respond and prepare conditions to overcome construction incidents, and ensure smooth traffic on routes that are both under construction and in operation.

The Department of Construction of provinces and cities in areas affected by floods must closely coordinate with local authorities, sectors, the Road Management Area and units managing and maintaining roads, railways and waterways to overcome incidents caused by floods; divert and ensure traffic on routes under their management; coordinate with the railway industry in transport management, increase tolls, and transfer passengers and goods when necessary.

Agencies and units must organize 24/7 duty and regularly report to the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Ministry of Construction.
