The Ministry of Education and Training has just announced a draft Circular on regulations for considering and recognizing junior high school graduation to seek public comments until December 2. Accordingly, this draft removes the provision on graduation classification as in the current regulations.

Specifically, this draft circular has removed the provision on excellent, good, and average grades of the secondary school graduation certificate. The new regulation states that students who are recognized as graduates will be awarded a diploma, without mentioning the grades.
If according to current regulations, there is only one time per year to consider secondary school graduation at the end of the school year, the new draft regulation proposes that foreducational institutions implementing the general education program at the secondary school level, the number of times to consider recognizing graduation for students is a maximum of 2 times per year, decided by the Department of Education and Training.
For educational institutions implementing continuing education programs at secondary level, the number of times of review is decided by the Department of Education and Training.
The condition for graduation from junior high school is that the student is recognized as having completed the junior high school program in grade 9 according to regulations of the Ministry of Education and Training.
Students who have not been recognized as having completed the junior high school program in grade 9 due to their academic results being classified as unsatisfactory or their academic performance being classified as poor will be re-examined and re-evaluated in their subjects and recognized as having completed the junior high school program according to regulations.
The draft also states that educational institutions must be responsible for organizing training for students during the summer vacation, testing and re-evaluating subjects that have been retaken in grade 9, and confirming the completion of the junior high school program according to regulations of the Ministry of Education and Training for students.
Students who have not been recognized as having completed the secondary school program due to being absent from school for more than 45 days in the 9th grade school year may retake grade 9 and be recognized as having completed the secondary school program according to regulations.
