According to the report on the arrangement of provincial administrative units, the Government said that out of 63 provinces and cities, it is expected that 11 provinces and cities will maintain the current status.
Along with that, the remaining 52 administrative units will be arranged into 23 new provinces and cities. All 23 provinces formed after the arrangement have met the standard orientation according to the regulations of the National Assembly Standing Committee.
Thus, the whole country will have 34 provincial-level administrative units, including 6 centrally-run cities and 28 provinces.
The total number of cadres, civil servants and public employees according to the assigned norms of provincial agencies, organizations and units in 52 provinces and cities implementing the arrangement is 447,657 people (including 2,321 cadres, 79,118 civil servants and 366,218 public employees).
After the arrangement, the maximum number of cadres, civil servants and public employees at the provincial level must not exceed the total number of cadres, civil servants and public employees (number present) at the provincial level before the arrangement. At the same time, streamlining the payroll is carried out in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within 5 years, the arrangement is basically in accordance with regulations.
After the provincial level comes into operation, the Government will direct the Ministry of Home Affairs to coordinate with the Central Organizing Committee, Provincial Party Committees, Central City Party Committees and relevant agencies based on population size, natural area, functions, tasks and powers of provincial-level local authorities to develop job positions and submit them to competent authorities to assign staff, civil servants and public employees to localities.
Regarding the plan to arrange and allocate public headquarters and assets, the total number of provincial-level public headquarters of 52 provinces and cities to be arranged is 38,182. The number of public headquarters expected to continue to be used is 33,956, with a surplus of 4,226.
The project is expected to be submitted to the National Assembly for consideration on the first working day of the second phase of the 9th session, June 11.
