The new adjustments are stated in the draft Circular regulating rewards and discipline for students, which the Ministry has been soliciting opinions on since May 6.
The new circular will replace Circular 08/TT of the Ministry of Education and Training guiding the rewards and discipline of students in general schools since 1988, nearly 40 years ago.
The draft Circular stipulates two disciplinary measures for primary school students: warning and request for apology. Disciplinary measures for primary school students do not keep records and student transcripts.
For students other than primary school students, there are 3 forms: Reminder; criticism; request to write a self-criticism. Thus, compared to Circular 08/TT and previous regulations, suspension and expulsion of students from school are abolished.

The Ministry of Education and Training said that discipline aims to prevent and stop students from making mistakes, and at the same time help them realize their mistakes so they can self-correct, overcome the consequences, self-cultivate, practice to improve and form disciplined habits and lifestyles.
The principle of discipline is to ensure the initiative and positivity in exercising the rights, obligations and responsibilities of students; maintain discipline and order in the school. At the same time, this needs to be respectful, tolerant, objective, without prejudice, ensuring the right to participate and the interests of students in related issues.
Discipline must also be appropriate to the psychological, gender, physical, family circumstances, and regional cultural characteristics of each student. Schools must not use disciplinary measures that are violent, insulting to the dignity, or that affect the physical and mental health of students.
In addition to discipline, the draft circular stipulates forms of commendation including: Commendation in front of the class; Commendation in front of the whole school; Certificate of Merit from the principal; Letter of Merit. In addition to the forms of commendation and reward, agencies, organizations and individuals can implement other appropriate forms of commendation and reward to encourage and set timely examples for students in their studies and training.
The most recent regulations on student rewards and discipline were issued in 1988. The forms of student discipline include reprimand in front of the class, before the school disciplinary council, warning in front of the whole school, 1-week expulsion and 1-year expulsion.
In 2020, the Ministry of Education and Training issued school regulations. Forms of criticism in front of the class and school were abolished. The highest level of discipline for students is temporary suspension from school, usually 1-4 weeks.
If the new regulation is passed, the highest level of discipline for middle and high school students is writing a self-criticism, a sharp decrease compared to the previous regulation.
