According to information from the Ministry of Education and Training , Minister of Education and Training Nguyen Kim Son has proposed that in the 2026-2027 school year, enrollment at all levels will no longer be based on administrative boundaries. Instead, enrollment principles will be applied to ensure that students go to the educational institution closest to their place of residence.

“This has been piloted by Ho Chi Minh City since 2023 on the basis of applying the Geographic Information System (GIS map),” the Minister said at a working session with the People's Committee of Quang Ninh province on educational management when implementing organizational and apparatus arrangements to contribute to the completion of the construction of the Law on Teachers in Quang Ninh province.

The working session was organized by the National Assembly Delegation of Quang Ninh province in coordination with the Ministry of Education and Training and the National Assembly's Committee on Culture and Social Affairs on May 15.

According to Minister Nguyen Kim Son, when restructuring administrative units, it is necessary to prioritize ensuring the normal operation of educational institutions, and not mechanically merge educational institutions when changing administrative units. “After stabilizing the apparatus and thoroughly evaluating all aspects, then review the restructuring if necessary. The Ministry will provide specific instructions on this matter,” the Minister said at the meeting.

Also at the working session, talking about State management in the field of education, the Minister noted that there should be a division of responsibilities between the department and commune levels, but not rigidly. Citing statistics of more than 3,300 commune-level administrative units when organizing two-level local governments, 52,000 educational institutions, and 23.4 million students, the Minister said that on average each commune has 7,000 students, while it is expected that there will be 2 commune-level education management officials; there will be training nationwide to clarify the functions, tasks, and powers of these officials.

Regarding the policy of organizing the second session, the Minister of Education and Training affirmed that the format of the second session is very open. However, the implementation principle is that only one session is needed to implement the main curriculum, which is the responsibility of the entire education sector. The second session will depend on the conditions of each locality.

Setting out the requirement that the second class session should not be distorted, the head of the education sector said that in order for schools to be orderly and teaching to be healthy, it is necessary to prevent students from being forced to take extra classes in any form. “Extra classes can increase students’ academic performance, but do not bring much value in developing students,” the Minister emphasized.
