The economy continues to flourish

The Department of Planning and Investment of Ca Mau province said that despite facing many difficulties and challenges, since the beginning of the year, Ca Mau's economy has continued to be stable, growing optimistically and showing many improvements.

The Industrial Production Index in October 2024 increased by 9.7% compared to September, and in the first 10 months it increased by 6.2% compared to the same period in 2023. Total retail sales of goods and consumer service revenue in October reached VND 9,934 billion; in the first 10 months it reached VND 90,063 billion, exceeding the plan by 3.2%, up 20.3% over the same period in 2023.

Export turnover in the first 10 months of 2024 reached over 1.079 billion USD, up 9.9% over the same period; of which, seafood export reached 968.04 million USD (up 12.2%); fertilizer export reached over 101 million USD.

To date, in Ca Mau province, there are 5 wind power projects (total capacity of 170 MW) in commercial operation. In addition, 14 wind power projects have been approved for investment with a total capacity of 800 MW (of which, 170 MW has been put into commercial operation); 2 wind power projects with a total capacity of 200 MW have been proposed by investors, the Provincial People's Committee is seeking opinions from relevant ministries and branches as a basis for approving investment policies according to regulations. In addition, in the province, there are 1,217 projects installing rooftop solar power systems with a total capacity of 111,564 MWp.

Regarding public investment disbursement in 2024 (including capital carried over from 2023), by October 28, 2024, Ca Mau had disbursed VND 2,554 billion, equal to 48.8% of the capital plan.

In the past 10 months, the province has issued 461 business registration certificates, with a total registered capital of VND 2,897.3 billion. Notably, the rate of submitting business registration applications online (via the internet) reached 100% of the total number of applications.

In addition to newly established enterprises, there were also 107 dissolved enterprises and 311 enterprises temporarily suspended operations. Currently, the total number of enterprises in the province is 5,305 enterprises, with a total registered capital of 64,570.6 billion VND.

Regarding investment attraction, from the beginning of the year, the People's Committee of Ca Mau province has directed agencies, units and localities to speed up the progress of reviewing and inspecting works and projects assigned to investors in the province; consider and revoke projects that do not ensure conditions and progress according to regulations.

From the beginning of the year to November 20, Ca Mau province granted certificates to 13 new investment projects, with a total registered capital of VND2,358.5 billion. Currently, the province has 459 investment projects in operation, with a total registered capital of VND146,700.5 billion (of which, there are 11 projects with foreign direct investment, with a total registered investment capital of USD163.5 million).

Striving to "finish" in 2024 with high results

Focusing on completing the 2024 socio-economic targets and tasks as a premise to complete the entire 2020-2025 term, the People's Committee of Ca Mau province directed departments, branches and sectors in the province and People's Committees of districts and cities to continue to resolutely implement assigned tasks, strive to complete the set goals and targets, and ensure completion on schedule.

In particular, focusing on a number of key tasks set out in Action Program No. 01/CTr-UBND dated January 19, 2024 of the Provincial People's Committee to implement the Resolution of the Government, the Provincial Party Committee, the Provincial People's Council on the Socio-Economic Development Plan and State budget estimates for 2024; Resolutions of the Government; Plan No. 36/KH-UBND dated February 7, 2024 of the Provincial People's Committee on implementing the Conclusion of the Prime Minister at the working session with the Standing Committee of the Ca Mau Provincial Party Committee...

At the same time, focus on implementing the Ca Mau Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister; develop a plan to implement the Provincial Planning; develop urban and rural planning, technical and specialized planning; implement programs, projects and plans to concretize the Provincial Planning.

Ca Mau will continue to promote the disbursement of public investment capital associated with the construction and development of a synchronous and modern infrastructure system; focus on removing difficulties and obstacles, urging investors to speed up the implementation progress and disbursement of public investment capital in 2024, especially key, important, urgent projects with spillover effects, creating a breakthrough in the province's socio-economic infrastructure.

In addition, the province focuses on synchronously and effectively implementing solutions for state budget revenue and expenditure; tightening financial and budgetary discipline; drastically implementing digital transformation and electronic invoices; striving to complete the assigned revenue estimates at the highest level.

To promote economic development, Ca Mau will implement effective credit growth solutions, directing credit to production and business sectors, priority sectors and strengths of the province; promote the organization of conferences connecting banks and businesses in many forms...

In particular, the province will continue to improve the investment and business environment, create favorable conditions for enterprises; attract investment in breakthrough projects and key projects in the province; promote the implementation of the Project on Improving the Investment and Business Environment, Enhancing Provincial Competitiveness for the period 2021 - 2025, with a vision to 2030, actively and effectively implement solutions to improve the scores and rankings of the Provincial Competitiveness Index (PCI), Provincial Green Index (PGI); increase support for small and medium enterprises in the province.

Along with that, monitor the supply and demand of essential goods, ensure adequate goods and stable prices; actively respond to the campaign "Vietnamese people prioritize using Vietnamese goods"; promote the distribution of goods through digital platforms and e-commerce; boost the export of key products with competitive advantages to large and potential markets...; continue to monitor, inspect and supervise the implementation of wind power and solar power projects in the area.

Ca Mau province is determined to promote the implementation of the Plan to implement Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025; effectively implement the activities of the Special Working Group to remove difficulties and obstacles, support businesses, investors and investment projects in Ca Mau province.

In addition, the province focuses on overcoming shortcomings and limitations in the fight against illegal, unreported and unregulated fishing in preparation for the 5th inspection by the European Commission (EC).

Soon make Ca Mau a prosperous province of the Mekong Delta

During a recent visit and working session with the Executive Committee of the Ca Mau Provincial Party Committee on the occasion of the 70th anniversary of the Northern Rally (1954 - 2024), General Secretary To Lam emphasized that in order to develop the economy, infrastructure, especially transportation, must first be developed. Although Ca Mau still faces many difficulties, its potential is huge, and it is necessary to mobilize capital sources for investment and development, not relying on the budget. Solving the "problems" of transportation infrastructure will open the door to attracting investment and developing the economy and society of the southernmost region of the country.

At the meeting, Comrade Nguyen Tien Hai, Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province pointed out the bottlenecks that greatly affect the growth of the province. In addition to the issue of human resources, the Secretary of the Provincial Party Committee of Ca Mau emphasized infrastructure investment, especially transport infrastructure and seaports in the area and proposed that the Central Government pay attention and allocate resources to invest in transport infrastructure for special areas such as Ca Mau. If the infrastructure is well invested, it will contribute to attracting investment, attracting resources to exploit advantages, promote growth, and pave the way for Ca Mau to develop quickly and sustainably.

Reporting to General Secretary To Lam and members of the working delegation, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai informed that Ca Mau province's economy is recovering, with an average growth rate of 6.45% in the first 9 months of 2024. It is forecasted that in the whole year of 2024, the province's GRDP will increase by 6.53%; the economic scale is estimated at more than 88,000 billion VND, an increase of 1.4 times compared to 2020; GRDP per capita is estimated at 72.6 million VND/year, an increase of 36.2% compared to 2020.

General Secretary To Lam commended and acknowledged the efforts and achievements of the Party Committee, government and people of Ca Mau province in the recent past. Pointing out the remaining shortcomings and limitations that require further efforts and efforts, the General Secretary requested Ca Mau province to focus on building and consolidating the great solidarity and unity of the entire Party Committee, government and people in all actions, promoting the glorious revolutionary tradition of the province, continuing to promote socio-economic development, building Ca Mau increasingly beautiful, soon making Ca Mau a fairly developed province in the Mekong Delta region.

General Secretary To Lam requested the province to review specific tasks and targets, find effective solutions, focus on drastic implementation, promptly remove bottlenecks, and strive to achieve the highest targets for the year and the entire term. The General Secretary noted that the province needs to make the most of its unique potential, outstanding opportunities, and advantages of the sea and islands to create breakthroughs in rapid and sustainable socio-economic development.

At the same time, we need to unblock resources and prepare quality human resources to undertake tasks in the new situation; prioritize care for households in difficult circumstances, and move towards completely eliminating temporary housing. The urgent task is to overcome coastal and riverbank erosion, stabilize livelihoods in the face of climate change impacts...
