Propaganda and legal education activities are organized in a diverse and flexible manner, adapting to people's information consumption habits. Instead of relying solely on conferences, the government, the Fatherland Front, associations, and organizations coordinate with specialized speakers to conduct mobile propaganda sessions, screen legal films, dramatize legal scenarios, and distribute leaflets and concise materials in both Vietnamese and ethnic languages.
In the first six months of 2025, various sectors and localities compiled and distributed 7,600 legal aid handbooks and 39,720 leaflets promoting legal awareness and legal aid for ethnic minorities. This helped people easily understand, remember, and apply the law to resolve daily life issues.
Local authorities have effectively promoted the role of village heads, elders, clan leaders, and other influential figures in legal communication. They act as bridges, conveying legal messages in familiar language, appropriate to local customs, reducing formality and increasing practical effectiveness. In the first six months of 2025, the province organized 15 conferences and training courses on legal education for commune and village officials; encouraging the integration of legal content into community activities, from village meetings to cultural festivals, fostering a habit of regular exposure to the law.
The legal aid network has been strengthened to ensure the genuine rights of people in ethnic minority areas, especially the poor and those with limited literacy and language skills. Mobile legal aid sessions organized at commune People's Committee offices, village cultural centers, or at households when needed have promptly answered questions about land, policies, marriage, family, inheritance, and administrative procedures for the people. Law firms, legal advisory groups of professional associations, and the State Legal Aid Center (Department of Justice) cooperate closely to bring the law closer to the people.
As a result, many minor land disputes in ethnic minority areas have been resolved at the grassroots level, with people voluntarily complying with the mediation decisions. Awareness of legal compliance in community conduct has improved. The number of people accessing legal aid services has gradually increased. Child marriage has decreased significantly. While there were 1,031 cases of child marriage in ethnic minority areas during the 2015-2020 period, this number has dropped to just over 500 during the 2021-2025 period. In particular, focused guidance on application procedures and policies has helped many households receive their legitimate rights, such as housing support and social insurance benefits.
In the coming period, the province will continue to strengthen the production of bilingual propaganda materials, combining illustrative images and real-life stories about legal regulations to make them easy for people to understand and remember. At the same time, it will expand the network of grassroots propagandists, focusing on selecting and training reputable individuals who understand local customs and are able to communicate in the local language; and continue to encourage the development of a team of female and young legal collaborators.
Recognizing the crucial role of IT applications in disseminating and educating the public about the law in ethnic minority areas, the province's departments and localities will continue to develop legal information channels on digital platforms, designing short clips, infographics, and SMS messages guiding basic administrative procedures, ensuring they are suitable for the common mobile phone usage habits in rural areas and ethnic minority regions.
Bringing the law into the lives of ethnic minority communities has helped local people raise their legal awareness, promptly resolve many disputes and conflicts at the grassroots level, and contribute to maintaining security and order in the area.
