'Stop recruiting civil servants, how to be appointed as a cadre?'

That was one of the questions sent by students to experts and university representatives at the 2025 Exam Season Consulting program organized by Thanh Nien Newspaper in Hue City.


This morning, March 1, Thanh Nien Newspaper in collaboration with the Ministry of Education and Training, the Central Committee of the Ho Chi Minh Communist Youth Union, and the Department of Education and Training of Hue City organized the 2025 Exam Season Consulting program at Hai Ba Trung High School (914 Le Loi, Vinh Ninh Ward, Hue City). The program took place in the green campus of the hundreds of years old school, with the participation of more than 20educational units and 2,500 students.

Many 12th grade students in Hue participated in the Exam Season Consulting program organized by Thanh Nien Newspaper.

Here, experts and representatives of universities provided information about changes in the upcoming admission regulations. At the same time, they answered concerns about future career orientation, choosing a major that suits one’s passion, ability and the needs of the labor market in the next 5 years.

This Q&A session was enthusiastically participated by students, with questions continuously sent to university representatives. Notably, there was a question about recruiting civil servants and cadres in the future from Chau Hoang Yen Nhi (class 12D2, Hai Ba Trung High School).

Specifically, Nhi asked: "I read information in the newspaper that strictly implementing the direction of the Central Committee, from December 1, 2024, Hanoi has stopped recruiting civil servants and appointing officials. So, after graduating from Hanoi University of Procuracy or the Academy of Justice, how can I be appointed as a cadre (state employee)? If in 2029 - 2030 there is an official dispatch to continue recruiting civil servants, will graduates from these schools need to take civil service exams to be appointed as officials?"

Answering this question, Associate Professor, Dr. Tran Viet Long, Head of Training Department, Hue University of Law, informed that currently, Hue University of Law is the head of the executive board of the network of law training institutions in Vietnam (over 100 training institutions). The law industry is currently providing a large number of human resources for the needs of society, not only in the public sector but also in the private sector, where businesses and independent law practice organizations are also in great need.

According to Associate Professor, Dr. Tran Viet Long, the recruitment of civil servants and public employees will depend on each time, demand and approved number of civil servants and public employees. At each time, sectors, schools and agencies will have different recruitment needs.

The suspension of civil servant recruitment is made in many contexts, firstly in the process of implementing management adjustments, or implementing the conversion of functions... Therefore, this process does not have much impact on future employment opportunities in the legal industry. Law students can work at the prosecutor's office, court, enforcement agencies, or as lecturers at law universities because these establishments are still recruiting.

"Students just need to constantly update official recruitment information of the majors. Wherever you study, you can become a judge, court clerk, prosecutor... as long as you meet the requirements, standards and examinations of the recruiting unit. In the period up to 2030, the demand for jobs in the law industry will never end. Students can rest assured to take the exam to any law training institution, when they graduate, they can be human resources for the country," said Mr. Long.
